WE WERE, UM, REALLY EXCITED ABOUT HOW WE FINISHED 2025, BUT ALSO SUPER EXCITED HOW WE'VE BEGUN 2026.

A LOT OF WORK AHEAD OF US.

AND WE THOUGHT WE'D JUST START WITH A QUICK RECAP OF WHAT HAPPENED AND A AND A LOOK AHEAD AND I'LL TURN IT OVER, UH, TO DARREN TO TALK ABOUT SOME THINGS.

MY NAME IS DARREN LOZANO, UH, SENIOR VICE PRESIDENT OF ENVIRONMENT AND PROJECT DEVELOPMENT.

I AM MORE THAN EXCITED TO BE ABLE TO REPRESENT A TP TO REPORT OUT THAT WE RECEIVED OUR, UH, RECORD OF DECISION, UH, RELATED TO THE FINAL ENVIRONMENTAL IMPACT STATEMENT, UH, JUST OVER WITHIN THE LAST WEEK.

UM, WE ARE VERY EXCITED ABOUT THIS.

AS YOU RECALL, WE STARTED THIS EFFORT BACK IN JANUARY OF 2024.

WE HELD SO MANY COMMUNITY MEETINGS, A LOT OF GREAT RESPONSE FROM OUR COMMUNITY, AND WE REALLY WANNA RECOGNIZE THOSE COMMUNITY STAKEHOLDERS, BUT ALSO OUR PARTNERS.

UM, IT WAS JUST A VALIANT EFFORT FROM OUR CAP METRO PARTNERS, OUR CITY OF AUSTIN PARTNERS AS WELL, TO GET THROUGH THE DOCUMENT.

UM, WE COULDN'T HAVE DONE THIS WITHOUT THE LOCAL EXPERTISE THAT WE ACTUALLY HAD, UH, WORKING ON THE DRAFT DIS TO ULTIMATELY THE FINAL ENVIRONMENTAL IMPACT STATEMENT.

AND ALSO, WE REALLY WANNA THANK THE FEDERAL TRANSIT ADMINISTRATION.

THEY'VE JUST BEEN AN INCREDIBLE PARTNER THROUGHOUT THIS ENTIRE ENDEAVOR.

UM, YOU, AS YOU MAY HAVE READ OR MAY HAVE SEEN THIS, YOU DON'T GET A RECORD DECISION EVERY DAY FOR A LIGHT RAIL PROJECT.

THIS TRULY WAS JUST A, A, A WORK FROM ALL OF US INTERNALLY WITH THE FEDERAL TRANSIT ADMINISTRATION, WITH EVERYTHING THAT REALLY TOUCHED THIS.

SO WE ALL APPRECIATE YOUR SUPPORT.

UM, I'M HONORED THAT I'M THE ONE THAT BE, THAT'S ABLE TO REPORT OUT ON THIS, THIS GREAT NEWS.

AND WE TOLD THE BOARD WE WERE GOING TO TRY TO HIT, WE RECEIVED PROPOSALS FOR THE LIGHT RAIL, UM, OPERATION OR THE, THE LIGHT RAIL L-L-R-T-P-D-B PACKAGE, UM, AND HAVE EVALUATED THAT IDENTIFIED THE HIGHEST RANKED FIRM.

AND WE'RE IN THE MIDDLE OF NEGOTIATIONS WITH THE HIGHEST RANKED FIRM RIGHT NOW AND, AND ON TRACK TO COME BACK TO THE BOARD SOON WITH THE CONTRACT AWARD RECOMMENDATION, UH, FOR THE OPERATIONS OF MAINTENANCE FACILITY.

PROPOSALS ARE DUE HERE IN A COUPLE OF DAYS AND WE'LL START THE EVALUATION PROCESS FOR THAT, UM, SHORTLY.

AND REALLY EXCITED TO DIVE INTO THE PROPOSALS THAT WE HAVE OUTLINED FOR THAT.

AND THE PROPOSALS ARE DUE FOR THE VEHICLES, UM, IN MID-MARCH.

UM, SO WE'VE KEPT ON TARGET AND ON TRACK TO KEEP ALL OF OUR KEY DATES WITH YOU.

AND, UM, IT'S IN PART AND, AND A HUGE THANK YOU TO BOTH THE CITY AND CAP METRO FOR VOLUNTEERING TECHNICAL EXPERTS TO SERVE ON OUR EVALUATION COMMITTEES AND ATTENDING, UM, THE, THE NUMEROUS OUTREACH OPPORTUNITIES THAT WE'VE HAD AND, AND ONE-ON-ONE DISCUSSIONS WE'VE HAD WITH, UM, THE INDUSTRY AT EVERY STEP OF THE WAY.

AND WE COULDN'T HAVE GOTTEN TO THIS POINT, UM, AND KEPT ONLINE WITHOUT THE CITY AND CAT METRO'S INVOLVEMENT, UM, IN, IN HELPING US REACH THESE TARGET MARKS.

UM, I'M GONNA TALK, TALK YOU THROUGH A LITTLE BIT ABOUT WHERE WE ARE WITH THE PRE-CONSTRUCTION ACTIVITIES AND SCOPE SUMMARY.

RIGHT NOW, REALLY JUST DOING THE NEGOTIATIONS, WE'RE REALLY JUST TRYING TO GET INTO THE EARLY ONBOARDING PHASE.

WE ANTICIPATE LIKE EARLY, UM, LATE FEBRUARY ACTUALLY TO BE ABLE TO GET THE ON EARLY ENOUGH TO, TO GET FAMILIARIZED FAMILIARIZED WITH THE PROJECT AND THEN KIND OF KEEP THINGS MOVING AS WE GET TOWARDS THE END OF THE MOBILIZATION PHASE.

THE INTENT IS TO, UM, MAKE SURE THAT WE COORDINATE WITH ALL THE OTHER CONTRACTS THAT WE HAVE OUT THERE, WHETHER THAT'S THE OMF OR THE LRV.

UM, WE WANT TO MAKE SURE THAT THAT, THAT, UM, THAT DESIGN IS ALL IN SYNC.

UM, THE TEAM IS ALSO, UM, GONNA WORK WITH PLANNING, UM, TO, FOR CONSTRUCTION AND PHASING SEQUENCING AND SCHEDULING JUST TO SET THE STAGE FOR THE NEXT, THE NEXT PHASE IN TERMS OF, UM, DESIGN AND CONSTRUCTION.

UM, ULTIMATELY WHAT, WHEN WE GET ALL DONE, UM, FOR PHASE ONE A, UM, THE INTENT IS THAT THE CONTRACTOR, UM, WOULD HELP US WITH THE INNOVATION PART AND THAT JUST LIKE HELPING US KIND OF REFINE THE DESIGN THINKING OUTSIDE THE BOX, COMING UP WITH THINGS THAT WE MAY NOT HAVE THOUGHT ABOUT TO HELP, UM, PROGRESS THE DESIGN.

AND AT THE END OF THAT, WE'RE GOING TO GO THROUGH WHAT WE CALL DESIGN MILESTONE NUMBER ONE AT THE END OF DESIGN MILESTONE NUMBER ONE.

UM, THAT WOULD THEN LEAD TO A SEGUE INTO, UM, FA UM, PHASE, UM, ONE B, UM, DURING ONE B.

UM, THAT'S WHERE WE REALLY GET INTO THE, THE, THE, THE NUTS AND BOLTS OF THE DESIGN.

THAT'S REALLY WHERE YOU GET INTO LIKE, LET'S JUST FINALIZE THE DESIGN TO THE POINT WHERE WE CAN GO AND START ACQUIRING, UM, REAL ESTATE.

SO THAT'S GONNA BE AN IMPORTANT FOR US.

AND THEN OF COURSE, THE PERMITTING, UM, PERMITTING IS, UH, IS BIG FOR US.

WE'RE TRYING TO START IT AS EARLY AS POSSIBLE.

UM, AND IF THERE'S ANY EARLY WORKS THAT HAVE TO BE DONE BY THE, UM, BY THE CONTRACTOR, WE'RE GONNA IDENTIFY THOSE OPPORTUNITIES SO THAT YOU CAN, UM, GO AND DO THAT WORK.

AND THAT'S THE TOP PART OF THE ARROW WHERE YOU SEE ONE B AND IT KIND OF IS, IT'S A STUNTED ARROW THAT'S THE INTENT OF LIKE, HEY, LET'S ADVANCE THE DESIGN ENOUGH IN THOSE AREAS TO GET IN AND DO EARLY UTILITIES IF WE NEED TO, WHILE THE OTHER UTILITIES ON THE BOTTOM PART WILL ACTUALLY PROGRESS.

UM, AND THEN WE WOULD GO INTO PHASE TWO AND PHASE TWO IS REALLY WHERE THE CONSTRUCTION BEGINS AND THAT'S REALLY WHERE WE WANT TO GET TO.

SO, SO RIGHT NOW WE'RE PRETTY EXCITED ABOUT THE OPPORTUNITY TO WORK WITH THE TEAM THAT WE HAVE.

UM, IN FACT, UM, THEY EVEN WENT AS FAR AS, UM, GETTING A, AN APP CTX GO.

AND I PROBABLY WAS ONE OF THE FIRST ONES TO HAVE IT.

IN FACT, I HAVE IT ON MY PHONE RIGHT NOW.

AND SO ONCE IT GETS GOING, YOU HAVE A CHANCE TO BE ABLE TO KIND OF PLAN YOUR ROUTE, PUT IN WHERE YOU WANT TO GO TO, AND IT'LL PULL INFORMATION FROM ALL OUR PROJECT, WHETHER IT'S OUR PROJECT THAT WE HAVE GOING ON I 35 PROJECT PROJECTS THAT CAP METRO HAVE GOING ON IN SOME OF OUR OTHER, UM, PARTNERS.

ON THE NEXT SLIDE, UM, THIS IS KIND OF TALKING TO YOU, SHOWING YOU A LITTLE BIT ABOUT HOW THINGS ACTUALLY WILL, WILL WORK.

UM, THE APP IS THERE, UM, IT DEALS WITH REAL TIME TRAFFIC INFORMATION, CONSTRUCTION DATA FROM ALL THE AGENCIES, UM, MACHINE LEARNING ANALYSIS.

AND, AND FOR ME, I THINK WHEN YOU, WHEN YOU LOOK AT THE APP, UM, AT LEAST THE DEMONSTRATION THAT WE'VE SEEN THAT I SEEN YESTERDAY, IT'S, IT'S PRETTY NEAT BECAUSE YOU CAN PLAN THINGS ON THERE.

IT KIND OF CONNECTS WITH WAZE AND ALL THE APPS, SO IT'LL GIVE YOU DIFFERENT ROUTES TO GET TO WHERE YOU, YOU YOU'RE LOCATED.

UM, BUT IT ALSO RELIES ON, ON EACH PROJECT ACTUALLY DOING THE WORK, UM, AT THE LEVEL, AT THE FIELD LEVEL.

SO, UM, IF WE, AS AN EXAMPLE, I USE A TP PROJECT.

IF WE'RE OUT THERE AND WE'RE DOING SOME CLOSURES, OUR CONTRACTORS IS GONNA HAVE TO WORK WITH THEM AND ACTUALLY INPUT THE DATA THERE SO THAT WHEN IT'S THERE, IT'S LIVE, WE HAVE A TIMEFRAME AND THEN THINGS CAN KIND OF WORK SEAMLESSLY.

SO WITH THAT, I SEE IF YOU WANT ANYTHING YOU WANT TO ADD AT ALL, BUT I JUST WANT TO THANK UH, A TP BOARD FOR INVITING US HERE TODAY.

SO WE, UH, BROUGHT THIS TOGETHER WITH ALL OF OUR PARTNERS SO WE CAN INPUT, IT'D BE A ONE STOP SHOP FOR FOLKS TO GO TO AND, AND REALLY GET REAL TIME INFORMATION AND MAKE DECISIONS ON WHEN THEY WANNA TRAVEL, WHERE THEY WANNA TRAVEL, IF THEY WANNA TAKE AN ALTERNATE ROUTE OR, UH, DELAY TRAVEL.

SO THAT WE'RE, WE'RE VERY ENCOURAGED BY THIS.

OUR OUR PROGRAM IS NOW BEING RECOGNIZED NATIONALLY.

UM, FULL IMPLEMENTATION FOR PHASE ONE ACTUALLY STARTS HERE IN THE SPRING, SO WE'RE RIGHT AROUND THE CORNER FOR THAT.

UM, WITH FULL PROGRAM IMPLEMENTATION BY 2027 WHERE WE'LL FULLY GO LIVE.

SO I'M PRETTY FAMILIAR WITH THE GOAL OF WHAT YOU GUYS ARE TRYING TO ACCOMPLISH.

ONE QUESTION I DO HAVE IS FOR THE REAL TIME DATA WHERE WE HAVE CLOSURES, ARE YOU, THIS IS ALSO INTEGRATING BICYCLE LANE CLOSURES AND SIDEWALK CLOSURES? IT IS GREAT.

SO AS WE HAVE MORE OF OUR ROADS HAVE ACTIVE MOBILITY ON THEM, I THINK THAT'S, YOU KNOW, FOR A DRIVER IT'S AN INCONVENIENCE, BUT FOR A PERSON AND IN ANY OTHER MODE IT'S A MAJOR DISRUPTION.

SO, UM, I'M REALLY GRATEFUL THAT THIS PARTNERSHIP IS ADVANCING AND I THINK THE FUTURE IS BRIGHT WITH THIS BECAUSE I THINK WE'RE IN A REALLY DIFFICULT CONSTRUCTION ERA OF A LOT OF DUST, A LOT OF FRUSTRATION, AND WE'RE ASKING A LOT OF PEOPLE TO HOLD, UH, YOU KNOW, PATIENTS CAN ONLY GO SO FAR BECAUSE EVEN WHEN YOUR DETOUR TAKES YOU TO ANOTHER CLOSURE, THAT'S STILL NOT FEASIBLE.

RIGHT.

SO, AND WE'VE LEARNED A LOT THROUGH THE MLK RECONSTRUCTION BRIDGE, YOU KNOW, THROUGH I 35 AND THE UNIVERSITY OF TEXAS.

SO I'M KIND OF WEARING BOTH HATS RIGHT NOW AS I SPEAK ON BEHALF OF THIS, UM, INITIATIVE BECAUSE I'M, I'M INTIMATELY FAMILIAR WITH IT AND I, I CAN SEE THE PROMISE OF WHAT THIS CAN DO.

SO THIS IS AN EXCITING, UM, TIME.

UH, WHICH DOES SLOW OUR CONSTRUCTION PROCESS DOWN SOME DEGREE, BUT THERE WILL BE TIMES WHEN WE DO NEED TO SHUT DOWN ONE SIDE OR THE OTHER TO REMOVE BEAMS. 'CAUSE WE'RE REBUILDING ALL THE CROSS STREET BRIDGES.

SO THAT WOULD BE, UH, ONE OF THE, THE TIMES WHEN WE WOULD SHUT DOWN, ONLY BECAUSE WE JUST CAN'T DECONSTRUCT A BRIDGE OR INSTALL BEAMS WITH LIVE TRAFFIC UNDERNEATH IT.

UM, ANYTIME WE DO THAT, IT WOULD BE AN OFF PEAK HOURS, WHICH THERE ARE NOT A WHOLE LOT OF OFF PEAK HOURS IN DOWNTOWN AUSTIN, WE'VE GOTTA BE HONEST.

UH, BUT IT WOULD BE OVERNIGHT OR SOMETIME NOT FOOTBALL WEEKENDS, BUT ON WEEKENDS THAT THERE MAY NOT BE E EVENTS, WHICH AGAIN IS NOT A WHOLE LOT OF WEEKENDS IN AUSTIN.

SO WE WOULD PICK AND CHOOSE WHEN WE WOULD DO THAT.

IF WE DO NEED TO SHUT UP, SHUT IT DOWN, BUT IT WOULD BE ONLY FOR A FEW HOURS AT A TIME TO, UH, HANG OVERHEAD BEAMS OR, OR TAKE DOWN BEAMS THAT ARE OVERHEAD TRAFFIC.
