DESIGN TEAM DESCRIBED TO THE COMMITTEE THE ROBUST UTILITY CONFLICTS ON SECOND STREET, AND IN PROXIMITY TO THE ALIGNMENT, THEY ALSO DESCRIBED HOW THEY EXPLORED MOVING THE DOWNTOWN STATION FURTHER NORTH TO CLEAR SOME OF THOSE CONFLICTS, UNDERSTANDING THE IMPORTANCE OF INTERLINING, BOTH THE BLUE AND ORANGE LINES FOR MAXIMUM FLEXIBILITY, FREQUENCY, AND CAPACITY. THIS CRITERIA IS CURRENTLY INFORMING THE TUNNEL UNDER LADY BIRD LAKE. COMMITTEE MEMBERS INQUIRED ALSO ABOUT ACCESS TO THE UNDERGROUND STATION IN RELATION TO THE FLOODPLAIN. THE DESIGN TEAM CONFIRMED, UH, THAT ACCESS POINTS SUCH AS PORTALS AND ESCALATORS SHALL BE ABOVE THE FLOOD PLAIN. OTHER IDEAS OFFERED BY THE COMMITTEE MEMBERS INCLUDED WORKING WITH COMMUNITY-BASED ORGANIZATIONS AND NONPROFITS AND PERHAPS OFFER MONETARY COMPENSATION, AND IN TURN, THEY CAN OFFER GIFT CARDS TO THE COMMUNITY. SO IT WAS VERY, UH, JUST EVERYBODY'S THINKING, JUST OUTSIDE THE BOX TO HAVE MEANINGFUL ENGAGEMENT. SOMEONE SUGGESTED HAVING VIDEO ESSAYS OR VIDEO CONTENT AS PART OF STORYTELLING WORKSHOPS. UM, A ISD, ENGAGING THE PARENT SUPPORT SPECIALIST AS THEY'RE ALREADY WORKING CLOSELY WITH FAMILIES. CITY OF AUSTIN'S COMMUNITY CLIMATE AMBASSADOR PROGRAM COULD BE A GREAT REFERENCE MODEL FOR PUBLIC TRANSIT ADVENTURES, PEERS TEACHING ONE ANOTHER, HOW TO NAVIGATE TRANSIT, UH, FOR FOLKS THAT HAVE DIFFICULTY, UH, PARTICIPATING, PERHAPS OFFERING COMPENSATION FOR PARTICIPATION. UH, AND FOR PARTICIPANTS WHO DON'T NEED A STIPEND, ESTABLISH A FUND THAT THEY CAN DONATE THE MONEY TO HELP OTHER PARTICIPANTS OR ANOTHER ORGANIZATION OF THEIR CHOICE. AND THIS LED TO AN IDEA ABOUT ENCOURAGING THE PUBLIC TO PARTICIPATE IN FOCUS GROUPS TOGETHER IN OTHER PARTS OF TOWN BEYOND THEIR IMMEDIATE NEIGHBORHOODS. SO, LIKE, WHAT WOULD THAT LOOK LIKE TO NOT JUST PARTICIPATE WITHIN YOUR BACKYARD, BUT IN OTHER SOMEBODY ELSE'S BACKYARD AS A FORM OF EMPATHY? , REALLY, THAT WAS KIND OF THE ESSENCE OF THAT COMMENT. AND COMMUNITY MEMBERS EXPRESSED INTEREST IN PROVIDING INPUT AHEAD OF THE RFQ PUBLICATION FOR THE DESIGN COMPETITION. AND ONE OF THOSE PROJECTS, AGAIN, AS I MENTIONED, WAS FOR $5.8 MILLION. AND THIS IS, SO IT'S, IT'S CAP METRO, BUT I WANT TO UPDATE THE A TP BOARD BECAUSE THEY'RE SO INTEGRATED THE, THESE TYPES OF, UH, FUNDING ELEMENTS AND PROJECTS. BUT THIS WILL FUND THE ENVIRONMENTAL CLEARANCE, THE PRELIMINARY ENGINEERING AND THE DESIGN WORK TO WHAT IT WOULD LOOK LIKE TO, UM, GRADE SEPARATE THE RED LINE AND THE FREIGHT LINE GOING THROUGH THAT AREA, BECAUSE WE DO HAVE A LONG-TERM CONFLICT BETWEEN THE ORANGE, BLUE LINE AND RED LINE, LET ALONE THE VEHICULAR AND OTHER MULTIMODAL ASPECTS. AND SO RIGHT NOW, THE A TP SIDE IS MOVING FORWARD WITH THE ORANGE LINE DESIGN WITH, WITH THE RED AND THE FREIGHT LINE AT AT GRADE AS IT IS BECAUSE THAT'S THE NEPA PROCESS WE'RE MOVING FORWARD. CAB METRO IS SECONDARILY USING THIS FUNDING TO LOOK THROUGH A DIFFERENT DESIGN OPTION. AND THERE MAY BE OTHER, AND QUITE FRANKLY, THERE ARE NEW AVAILABLE, UH, GRANT OPPORTUNITIES FROM THE FEDERAL GOVERNMENT IN THIS INFRASTRUCTURE BILL THAT I THINK ERICA COULD HIT ON THAT MIGHT ACTUALLY BE GREAT FUNDING SOURCES FOR THIS PARTICULAR REALLY COMPLEX AREA THAT HAVE NOTHING TO DO WITH THE CIG PROGRAM, NEUSTAR'S PROGRAM THAT WE MAY GO FOR THE ORANGE AND BLUE LINE ON, OR THEY WILL WORK TOGETHER. LOTS OF STRATEGY WHERE WE WORKED ON OVER THE NEXT YEAR TO TWO YEARS ON THAT. BUT I WANT TO HIGHLIGHT THIS BECAUSE IT'S THE REGION IS CONTRIBUTING TO THIS, AND WE THANK THEM FOR THIS, AND IT BRINGS THE TWO DIFFERENT PROJECT ELEMENTS TOGETHER BECAUSE LONG TERM, THAT IS ONE OF THE MOST IMPORTANT BOTTLENECKS OF THE WHOLE REGION THAT WE HAVE TO ACTUALLY GET WORKED OUT. SO NEXT SLIDE PLEASE. I JUST WANT TO HIGHLIGHT, WE HAD A GREAT MEETING, UH, LAST WEEK, UH, WAS THE APTA, UH, MEETING IN ORLANDO, AND IT WAS, UH, A DEFERRED MEETING FROM THE YEAR BEFORE. SO IT WAS THE ANNUAL MEETING IN EXPO. SO THERE'S ACTUALLY ALMOST 8,000 TRANSIT PROFESSIONALS AT THIS MEETING, WHICH IS AMAZING TO SEE THAT, THAT MANY HUMAN BEINGS TOGETHER AGAIN. UH, SO IT FELT REALLY GREAT. UH, WE WERE ABLE TO SECURE A MEETING WITH FT, A ADMINIS ADMINISTRATOR, URI FERNANDEZ, WHO'S IN THIS PICTURE WITH US. UH, HER EXECUTIVE DIRECTOR BU AS WELL. AND, UH, THE WOMAN IN THE, WITH THE ORANGE TOP IS ACTUALLY, UH, GAIL LISEY, WHO IS THE REGIONAL ADMINISTRATOR WHO HAPPENS TO BE SECONDED RIGHT NOW TO, TO DC ON A SPECIAL ASSIGNMENT. UH, BUT SHE'S BEEN THE REGIONAL ADMINISTRATOR HERE. SO, UH, THE CHAIR WAS ABLE TO JOIN US, UH, THE CHAIR OF CAP METRO BOARD, UH, CAME IN FOR IT, AND A FEW OF THE STAFF. AND WE HAD A REALLY GOOD DISCUSSION ABOUT WHERE WE ARE, YOU KNOW, FROM THE CAP METRO SIDE, ALL THE, ALL THE REGULAR TRANSIT ACTIVITY PIECE AND ALL THE DIFFERENT THINGS THAT ARE GOING ON THERE, THE REGULAR CAP METRO GRANTS AND OTHER THINGS. AND THEN WE WERE ABLE TO DIVE IN A LITTLE BIT ON THE PROJECT CONNECT COMPONENT AND JUST HOW WE WERE WORKING VERY COLLABORATIVELY WITH THE REGION AND HEADQUARTERS PLANNING TEAM, ADVANCING NOT ONLY THE ORANGE AND BLUE LINE, BUT SPECIFICALLY OUR METRO RAPID PROJECTS AND A LOT OF OTHER OPPORTUNITIES AS WELL. SO IT WAS A GREAT MEETING, IT WAS A GOOD CHANCE FOR THE TWO CHAIRS TO ACTUALLY MEET THE ADMINISTRATOR AND VICE VERSA. AND, UH, THESE WILL BECOME VERY REGULAR BUSINESS FOR US AS, AS, UH, WE MOVE THROUGH THE FEDERAL PROCESS. SO WANT TO, UH, JUST ACKNOWLEDGE THAT MEETING. OKAY. SORRY ABOUT THAT. ALL RIGHT, REAL QUICK. SO WE HAVE BEEN OPERATING, UH, UNDER THE FAST ACT FOR THE LAST FIVE YEARS. THAT HAS BEEN OUR TRANSPORTATION SERVICE, TRANSPORTATION INVESTMENT ACT. AND THAT ACT ACTUALLY EXPIRES INTO ON, OR WAS IT TO EXPIRE ON DECEMBER 3RD OF THIS PARTICULAR YEAR. SO TIME WAS CERTAINLY OF THE ESSENCE IN GETTING THIS IIJA PASSED. UM, AND I AM NOT GONNA GO THROUGH ALL OF THE NITTY GRITTY IN THE BACKGROUND OF WHAT HAPPENED, UH, UP AT CAPITOL HILL. UM, BUT REALLY, YOU KNOW, WE SPENT THE BETTER PART OF THE LAST SEVERAL MONTHS, YOU KNOW, UH, WORKING WITH OUR DELEGATION AND EXPLAINING TO OUR DELEGATION THE SIGNIFICANCE AND THE IMPORTANCE OF THE IIJA TO THE WORKFORCE, TO OUR OVERALL OPPORTUNITIES TO MOVE PEOPLE, MOVE GOODS THROUGHOUT OUR REGION. AND, YOU KNOW, LIKE AS I MENTIONED, YOU KNOW, WE WERE VERY PLEASANTLY SURPRISED ON NOVEMBER 5TH WHEN THIS CAME FORWARD. UM, AS IT WAS MENTIONED, IT IS MONUMENTAL AND IT'S MONUMENTAL BECAUSE IT IS A $1.2 TRILLION BILL, BUT IT ALSO IS $550 BILLION OVER PREVIOUS INVESTMENTS FOR TRANS FOR OVERALL SERVICE TRANSPORTATION. SO, BREAKING THAT DOWN, UH, THIS IS A SLIDE FROM, UH, PARTNER, UH, ENO TRANSPORTATION GROUP OUT OF DC AND AS YOU'LL SEE, MASS TRANSIT INCREASE, IT WAS A OVERALL 7.1%. NOW THAT IS STILL SIGNIFICANT AND WE'LL BREAK IT DOWN A LITTLE BIT MORE IN TERMS OF THE ACTUAL DOLLAR FIGURES AS IT GOES. UM, BUT THAT IS A $274 BILLION INCREASE IN FOR THE DEPARTMENT OF TRANSPORTATION ITSELF. SO, AGAIN, AS WE SAID, YOU KNOW, POSITIONED WELL TO RECEIVE AND WORK ON GRANTS AND, AND WORK ON, UH, OUR OVERALL FORMULA, UH, FUNDING OPPORTUNITIES, UM, FROM THERE. AND THEN THIS IS JUST A GENERAL BREAKDOWN OF HOW THAT ADDITIONAL BASELINE $550 BILLION BASELINE WAS DISTRIBUTED AMONG ALL OF THE SURFACE TRANSPORTATION AREAS. UH, SO YOU'LL SEE A LOT OF NUMBERS AND I'M WAS HOPING TO TRY TO TEASE OUT SOME OF THOSE NUMBERS THAT YOU'VE SEEN TO TRY TO KEEP IT CLEAR. BUT IF YOU HAVE ANY QUESTIONS, PLEASE DON'T HESITATE. WHAT IS ALSO MONUMENTAL, AND THIS IS WHERE OUR CRESTVIEW STATION AND OTHER OPPORTUNITIES COME FORWARD, IS THAT IT HASN'T BEEN ALL THAT LONG THAT WE HAVE ACTUALLY HAD A RAIL DIVISION IN THE SURFACE TRANSPORTATION ACT. SO TALK ABOUT BEING ABLE TO WORK HAND IN HAND WITH FRA AND FTA IN TERMS OF PROVIDING OPPORTUNITIES AS WE DEVELOP OUR INFRASTRUCTURE HERE. SO YOU CAN SEE THAT THERE WAS A, YOU KNOW, A NOD TO FRA IN THE RAIL DIVISION IN THE LAST SURFACE TRANSPORTATION BILL. YOU CAN SEE THE MONUMENTAL INCREASE THAT WE NOW HAVE GOING FORWARD IN THE IIJA THAT WE WILL BE ABLE TO, AGAIN, TAKE ADVANTAGE OF THROUGH THE COURSE OF OUR, OUR PROJECTS. DIVING A LITTLE DEEPER, COMING BACK HOME, UH, A BIT, UM, YOU KNOW, REALLY, AS YOU'VE PROBABLY HEARD, THE KEY OBJECTIVE IS TO MAKE PUBLIC TRANSIT FASTER, MORE MODERN, MORE RELIABLE WHILE ADDRESSING CLIMATE CHANGE, ADVANCING EQUITY, AND PROVIDING COMMUNITIES LIKE AUSTIN SUSTAINABLE MOBILITY CHOICES. THE EARLY CALCULATIONS, AS YOU SEE UP TOP, UM, ON THIS SCREEN, WE'LL SEE ABOUT A 25% INCREASE IN OUR BASE FORMULA FUNDS. AND A SIGNIFICANT INCREASE IS AVAILABLE IN FUNDING THROUGH THE DISCRETIONARY OR OVERALL COMPETITIVE GRANTS, AS WE'VE MENTIONED BEFORE. ONE OF THOSE IS THE CIG OR THE CAPITAL INVESTMENT GRANT PROGRAM, UH, WHERE WE DO HAVE ADVANCED APPROPRIATIONS OF $8 BILLION, $2 BILLION SHOULD BE COMING BEFORE US IN THE FY 2022 APPROPRIATIONS. SO AN ADDITIONAL $2 BILLION FOR THE CIG PROGRAM SHOULD BE COMING AVAILABLE. UH, TWO PROGRAMS THAT ARE ALREADY IN THE QUEUE, WHICH WE HAVE OUR PROGRAMS ARE IN THE QUEUE. UM, AND YOU'LL HEAR ABOUT THOSE A LITTLE BIT LATER ON AS WELL. AND THEN ANOTHER, UH, INTERESTING PIECE IS THIS BUNDLING PROJECT BUNDLING. UM, AS EXECUTIVE DIRECTOR CLARK MENTIONED, WE DID SPEND TIME WITH OUR FTA ADMINISTRATOR AND WE TALKED A BIT ABOUT THIS PROJECT BUNDLING AND HOW WE CAN ADVANCE NOT JUST ONE LINE AT A TIME, BUT MULTIPLE LINES AND REALLY OUR PROJECTS, UH, GOING FORWARD THROUGH THIS PROJECT BUNDLING PROGRAM, WHICH [00:25:01] IS BRAND NEW. AND THAT SHOULD COME AROUND MARCH OF NEXT YEAR. THAT IS OUR OVERALL HOPE. THERE ARE OTHER CONSIDERATIONS THAT WE DO HAVE TO PAY ATTENTION TO. AND THAT'S THE DEBT CEILING THAT'S, YOU KNOW, VOTE WILL BE COMING BEFORE CONGRESS PROBABLY AROUND DECEMBER. WE WILL ALSO, WE ARE ALSO UNDER A CONTINUING RESOLUTION RIGHT NOW. UM, SO WE ARE STILL IN FY $21, AND THAT HAS BEEN, UH, THAT IS SLATED TO GO UP FOR A VOTE ON DECEMBER 3RD. IT COULD GET KICKED OFF UNTIL DECEMBER 17TH OR MAYBE UNTIL RIGHT AFTER THE FIRST OF THE YEAR. UH, SO, YOU KNOW, WHILE WE HAVE A LOT OF OPPORTUNITIES HERE, IT'S OUR TIME TO KIND OF GEAR UP AND REALLY DO DIVE IN AND DO THE ANALYSIS OF WHAT IS GOING TO BE AVAILABLE TO US, BECAUSE THE MONEY WILL BE FORTHCOMING, MOST LIKELY IN THE FIRST QUARTER OF, UH, 2022 AS WELL. NOW WE NEED, AND SOME OF THESE ARE ADVANCED APPROACHES, WHICH IS GOOD, THEY'RE LOCKED IN, BUT OTHER PARTS OF THESE PROGRAMS, WE NEED THE CONGRESS OVER PERIODS OF YEARS TO HIT OFF, UH, APPROPRIATION DOLLARS TO MAKE SURE THE CREDIT CARD ACTUALLY HAS THE MONEY TO PAY THE BILL. AND THAT'S THE STRATEGY THAT ERICA WE'RE WORKING HEAVILY ON TO FIGURE OUT HOW DO WE GET THE HIGHEST SHARE, ARE THE WAYS TO CUT THE PROJECTS, ARE THERE WAY TO BUNDLE WHERE THE ORANGE LINE COULD GET CIG FUNDING PLUS A RAISE GRANT? UH, COULD WE GET GRADE CROSSING, UM, FOR CRESTVIEW AT A HIGHER RATE? AND THEN THAT'S BUNDLED INSIDE OF, UH, ORANGE LINE. SO THERE WAS A LOT OF DIFFERENT PARTS AND PIECES, BUT I, I JUST WANTED TO AT LEAST THE RESET FOR THE, HOW WE STARTED THE FOUR 5%. 'CAUSE POOR ERICA WASN'T HERE. AND THEN IF YOU WANT TO ADD IN ERICA, ANYTHING THAT I MAY HAVE MISSED? NO, NO, THAT, THAT, THAT WAS PERFECT. UM, AS YOU CAN SEE, THE ATTENDANCE WAS NOT AS GOOD AS WE WANTED IT TO BE, SO WE'RE GONNA DO SOME WORK ON THAT. AND IN PARTICULAR, UM, JUST NOT REPRESENTATIVE OF THE TYPES OF COMMUNITIES THAT INTERACT, UH, REGULARLY OR LIVE AROUND THE NORTH LAMAR TRANSIT CENTER. SO WE REALLY WANNA GET SOME OF THOSE REPRESENTATIVE VOICES, AND WE ARE PLANNING WAYS TO GO TO THEM, A POP-UP, UH, MEETING AT THE NORTH LAMAR TRANSIT CENTER WHERE WE CAN INTERACT WITH PEOPLE USING THE TRANSIT SERVICES AND REALLY, UM, GET A CONNECTION WITH THE FOLKS WHO REALLY NEED TO GIVE US THEIR INPUT ON THAT. A LITTLE BIT ABOUT WHAT WE HEARD, NOW THAT WE'VE HAD A CHANCE TO ANALYZE THE COMMENTS THAT CAME IN AT THE BLUE LINE BRIDGE WORKSHOP, UM, THERE WAS A LOT OF CONCERN ABOUT THE FUTURE OF THE ROWING CLUB, AND WE'VE HEARD THAT BEFORE. WE HEARD THAT AT OUR TRIBE PARTY MEETING AS WELL. AND WE ARE WORKING CLOSELY WITH PARKS AND RECREATION, UM, TO MEET AND COLLABORATE WITH THOSE FOLKS AND FIND A SOLUTION THAT WORKS FOR EVERYBODY. UM, PEOPLE WERE VERY CONCERNED ABOUT THE BRIDGE REFLECTING LOCAL CHARACTER AND AESTHETIC, INCLUDING MUSIC AND ART. UM, [00:35:01] LIGHTING WAS SOMETHING THAT CAME UP A LOT, CONNECTIONS TO THE BOARDWALK AND TRAILS, WATER AND AMENITIES. UM, SOME FOLKS TALKED ABOUT THE IMPORTANCE OF FRAMING THE DOWNTOWN VIEWS AND HOW THAT BRIDGE CAN HELP DO, DO THAT. UM, CONSIDERATION OF THE BRIDGE PIERS IN REGARDS TO ROWING LANES FOR THE ROWERS AND THE WATER AND VISUAL SIGHT LINES. ACCESSIBILITY WAS AN IMPORTANT CONSIDERATION. PEOPLE BROUGHT UP. UM, OTHER THINGS OVERLOOKS FOR THE BATS, THE SKYLINE, UM, ATTRACTIVE BARRIERS BETWEEN TRAIN AND PEDESTRIAN TRAIN AND BICYCLES AND PEDESTRIANS, AND ALSO SEPARATED SPACE. THIS IS SOMETHING WE'RE HEARING A A LOT FROM OUR COMMUNITY, UH, PARTICULARLY FROM BICYCLISTS AND PEDESTRIANS, THAT THEY WANT SEPARATE FACILITIES TO BE SAFE. UM, ADDRESSING POTENTIAL CONFLICTS OF THE MULTIPLE MODES THAT WOULD BE TRAVELING ON THE BRIDGE, A DA ACCESSIBILITY, ALSO SOMETHING THAT ALWAYS COME, COMES UP. UM, LIGHTING AGAIN, UH, INFORMATIONAL SIGNAGE WAY FINDING. SO YOU CAN SEE THERE WERE A VARIETY OF ISSUES, BUT THESE WERE THE ONES THAT REALLY ROSE TO THE TOP. AND THEN OUR NORTH LAMAR TRANSIT CENTER, UH, COMMUNITY DESIGN WORKSHOP, WHICH WAS HELD ON NOVEMBER 10TH, WE DID A MAPPING EXERCISE TO ASK PEOPLE HOW, WHAT, WHAT IS THEIR ORIGIN AND WHAT IS THEIR DESTINATION WHEN USING THE NORTH LAMAR TRANSIT CENTER? THE PURPOSE OF THE COMMUNITY DESIGN WORKSHOP HERE WAS HOW DO WE ENSURE SAFE AND COMFORTABLE ACCESS BETWEEN ALL THE MODES THAT ARE GOING TO BE CONVENING IN THAT AREA. UM, AND AS YOU KNOW, THAT'S A REALLY BUSY AREA. SO YOU'VE GOT US 180 3 AND YOU'VE GOT NORTH LAMAR. BOTH HAVE REALLY, UM, FAST SPEED OF TRAFFIC FLOW. IT'S, IT'S LOUD, IT'S, UM, YOU KNOW, THERE'S SAFETY ISSUES THERE. THERE'S LOTS OF CONFLICT THERE. UM, THE NEED FOR PEDESTRIAN AND BIKE UPGRADES, UH, CONCERNS FOR AN IMBALANCE IN STATIONS SERVING THE NEIGHBORHOOD VERSUS SERVING, TRANSFERRING RIDERS. SO HOW DO WE BALANCE BOTH OF THOSE NEEDS? A DESIRE FOR AND CONCERNS ABOUT THE DEVELOPMENT OF THE AREA. AND AGAIN, THIS KIND OF GOES TO THE DISPLACEMENT CONCERNS, UM, REGARDING AMENITIES AND VISION FOR THE NORTH LAMAR TRANSIT CENTER. UM, ACUTE FOCUS ON MEETING AND EXCEEDING A DA REQUIREMENTS. AGAIN, WE'RE HEARING THIS A LOT. OUR DISABILITY COMMUNITY HAS BEEN SO ENGAGED AND SO ACTIVE, AND WE'RE SO GRATEFUL THAT THEY HAVE A VOICE AT ALL OF THESE MEETINGS. UM, BECAUSE IF WE SOLVE FOR PEOPLE WHO NEED THAT ACCESS, WE SOLVE FOR EVERYBODY. SO, UH, PROTECTION FROM THE WEATHER. OF COURSE, THAT WAS A BIGGIE, UH, LIGHTING AT NIGHT. UM, WE KNOW THAT THAT AREA HAS MULTIPLE LANGUAGES REPRESENTED IN THAT COMMUNITY, SO THAT'S REALLY IMPORTANT. SEATING TABLES, PUBLIC RESTROOMS, WATER FOUNTAINS, UM, ART, ARCHITECTURE, LANDSCAPING AND BEAUTIFICATION WAS ANOTHER, UH, ANOTHER CONSIDERATION PEOPLE BROUGHT UP. ALSO, THE DESIRE TO HAVE SOME SMALL SHOPS, RETAIL FOOD, UH, FOOD TRUCKS, COFFEE OPTIONS TO SORT OF MAKE THE AMENITIES MORE HOSPITABLE THERE. UM, PEOPLE SUGGESTED EVEN A PLAYGROUND, PICNIC TABLES AND AMENITIES FOR CHILDREN, KEEPING IN MIND THAT A LOT OF PEOPLE ARE TRAVELING WITH THEIR CHILDREN WHEN THEY USE OUR SERVICES. SO, CASH MANAGEMENT IS JUST MANAGING THE RESOURCES THAT WE HAVE ON HAND AS WE KNOW. UM, AS, AS THE PROJECT RAMPS UP, THERE'S GONNA BE SOME LARGE BILLS COMING DUE. SO WE WANNA MAKE SURE THAT WE'RE LOOKING AT OUR CASH FLOW MODEL, MAKING SURE THAT WE HAVE ADEQUATE RESOURCES TO TAKE CARE OF THOSE LARGER OBLIGATIONS THAT ARE GONNA BE COMING DUE. UM, ANOTHER FUNCTION WITHIN THE CASH MANAGEMENT, UM, PORTION OF THE TREASURY OFFICE IS WORKING CLOSELY WITH THE COLLA, WITH THE DEPOSITORY TO ENSURE THAT WE HAVE AMPLE COLLATERAL ON HAND. SO THIS IS MAKING SURE THAT THE FUNDS THAT WE HAVE HELD THAT THE BANK ARE ADEQUATELY SECURED. UM, AND THEN ALSO WE'LL BE MANAGING THAT DEPOSITORY CONTRACT AND WORKING WITH OUR BANKING CONTACT ON A DAILY BASIS. NEXT SLIDE. THANK YOU. SO NEXT IS DEBT MANAGEMENT. UM, THIS IS REALLY THE FOCAL POINT OF A LOT OF THE FINANCING THAT'S GONNA BE TAKING PLACE TO HELP MOVE PROJECT CONNECT AND THE VARIOUS ORANGE LINE AND BLUE LINE PROJECTS FORWARD. UM, SO THE INITIAL STAGES WE'LL BE WORKING CLOSELY WITH OUR FINANCIAL ADVISOR, BOND COUNSEL, INTERNAL LEGAL COUNSEL, AND VARIOUS UNDERWRITING FIRMS TO HELP SECURE THE FINANCING THAT, UM, IS GONNA BE NEEDED TO KIND OF HELP MOVE ORANGE AND BLUE LINE FORWARD. ONCE THIS INITIAL STEP IS COMPLETED AND THE DEBT IS ISSUED, THERE ARE VARIOUS ADMINISTRATIVE TASKS THAT NEED TO BE COMPLETED ON A ROUTINE BASIS. UM, THE TWO MOST IMPORTANT ONES THAT I WANNA HIGHLIGHT THERE IS MAKING SURE THAT THE DEBT SERVICE PAYMENTS ARE MADE ON TIME, MAKING SURE THAT WE'RE NOT DEFAULTING ON ANY OF OUR OBLIGATIONS THAT WE ISSUE. AND THEN NEXT IS THE COMPLIANCE PORTION. SO WHEN WE DO ACCESS THE CAPITAL MARKETS, THERE'S GONNA BE A SLEW OF DEBT COVENANTS THAT WE'RE GONNA HAVE TO ENTER INTO TO ENSURE THAT WE'LL BE PROVIDING THE BOND HOLDERS AND, AND THE INVESTORS WITH ADEQUATE INFORMATION TO MAKE INFORMED DECISIONS. UM, THE DEBT MANAGEMENT FUNCTION KIND OF HELPS MAINTAIN THAT, MAKE SURE IT'S THAT, MAINTAIN THAT, MAKE SURE THAT ALL THE COMPLIANCE, UM, ITEMS THAT NEED TO GET COMPLETED ARE COMPLETED IN A TIMELY MANNER. AND THEN LASTLY, WE WILL BE WORKING CLOSELY WITH THE FINANCIAL ADVISOR OVERSEEING THAT CONTRACT AS WELL AS THE UNDERWRITING, UM, CONTRACT, WHICH IS ESSENTIALLY THE FINANCIAL INSTITUTIONS THAT ARE GONNA HELP BRING OUR OBLIGATIONS TO THE CAPITAL MARKET AND SECURE THAT FINANCING. NEXT SLIDE. NEXT IS INVESTMENT MANAGEMENT. AND THIS IS REALLY THE MAIN REASON WHY WE'RE HERE TODAY. UM, SO WITHIN THE INVESTMENT MANAGEMENT FUNCTION WITHIN THE TREASURY OFFICE, IT'S REALLY TO ENFORCE AND ADMINISTER THE INVESTMENT POLICY. SO ENSURING THAT ANY INVESTMENTS THAT ARE ENTERED INTO WITH A TP FUNDS ADHERE ONE STATE STATUTE, AND TWO, THE INVESTMENT POLICY THAT YOU ALL ARE GONNA APPROVE IN DECEMBER. UM, THIS, THIS PARTICULAR FUNCTION REALLY GOES HAND IN HAND WITH CASH MANAGEMENT. UM, AND I WANTED JUST TO TAKE YOU THROUGH, YOU KNOW, SOME OF THE CONSIDERATIONS THAT WE PRESENTED TO THE PUBLIC, UH, AND THE COMMUNITY AND SOME OF THE FEEDBACK THAT WE GOT BECAUSE THAT WILL BE INCREDIBLY HELPFUL TO US IN TERMS OF DEVELOPING THE DESIGN FOR EACH OF THESE. UM, I KNOW IT'S, IT'S GETTING ON IN THIS, SO I'LL TRY TO MOVE RAPIDLY. UM, THE FIRST ONE IS THE BLUE LINE BRIDGE OVER LADY BIRD LAKE. UM, AND TO ORIENT YOU, UM, THIS IS THE BRIDGE BASICALLY CONNECTS THE WATERFRONT STATION, WHICH IS AN AT GRADE STATION ON THE SOUTH SIDE OF THE LAKE, UH, WITH THE, UM, RAINY MAX STATION, WHICH IS A UNDERGROUND STATION ON THE NORTH SIDE OF THE LAKE. UM, AND SO YOU CAN SEE THOSE TWO STATIONS ON THE MAP, UM, AND SOME OF THE, THE SURROUNDING CONTEXT. UM, YOU KNOW, THE, THE CURRENTLY WE ARE, THE WAY WE'RE, THE VISION FOR THE BRIDGE IS THAT IT IS BOTH A, A BRIDGE FOR THE BLUE LINE AND THE LIGHT RAIL VEHICLES THAT WILL TRAVEL ON THE BLUE LINE, UM, AS WELL AS, UM, UH, BRIDGE FOR CYCLISTS AND PEDESTRIANS AND OTHER ACTIVITIES. AND, AND I'LL TALK THROUGH, YOU KNOW, SOME OF THE CONSIDERATIONS ASSOCIATED WITH THOSE. UM, WE ALSO HAVE A, A NUMBER OF, UH, CONSTRAINTS THAT WE ARE TRYING TO NAVIGATE. UM, OBVIOUSLY THE, THE, THE CONTEXT OF THE, OF LADY BIRD LAKE ITSELF AND THE BUTLER TRAIL, UM, WATERLOO GREENWAY TRAIL, UM, ALSO THE WATERLOO, THE WALL CREEK, UM, TUNNEL, UH, UH, OUTFALL, WHICH IS DIRECTLY [01:20:01] ADJACENT TO IT, AND THE WALL CREEK BOATHOUSE, WHICH WILL BE IMPACTED BY THE BRIDGE. UM, THIS IS JUST A MAP SHOWING SOME OF THE CONNECTIONS THAT CAN BE MADE, UM, NOT JUST FOR THE BLUE LINE, BUT ALSO FOR PEDESTRIANS AND CYCLISTS, UM, INCLUDING A POTENTIAL FUTURE EXTENSION OF THE LANCE STORM FRONT BIKEWAY, WHICH COMES DOWN ESSENTIALLY, YOU KNOW, FROM, CURRENTLY COMES ACROSS FORTH, TURNS SOUTH ON TRINITY AND THEN CONTINUES WEST ON THIRD. AND A TD IS CONSIDERING AN EXTENSION OF THE LAND STORM, TRUNK BIKEWAY DOWN TRINITY. SO THAT COULD CONNECT TO THE BLUE LINE BRIDGE AS WELL. UM, AND THEN CONNECT TO SOUTH AUSTIN AND THE SOUTH CENTRAL WATERFRONT. UM, THE, THIS IS A SENSITIVE LANDSCAPE THAT WE'RE WORKING WITHIN, AND I THINK THAT'S ONE OF THE COMMENTS THAT WAS BORN OUT IN THE, IN THE WORKSHOP. UM, OBVIOUSLY THE LAKE IS, IS A, UM, REALLY IMPORTANT PART OF OUR COMMUNITY, IS THE LIFEBLOOD OF OUR COMMUNITY IN MANY WAYS AT THE CENTER OF OUR CITY. UM, AND, BUT IT, THE, THE LANDSCAPE IS A SENSITIVE ONE. AND SO THAT'S SOMETHING THAT IS GONNA GUIDE A LOT OF OUR DEVELOPMENT OF THE DESIGN AS WE MOVE FORWARD. UM, AND THEN SPECIFICALLY, UM, YOU KNOW, ONE THING TO TO CONSIDER IS THAT, YOU KNOW, THE, THE, UH, WALLER CREEK DESIGN PLAN INCLUDED A PEDESTRIAN BRIDGE AT THE SOUTHERN TERMINUS OF THAT PROJECT THAT WAS PART OF THE COUNCIL APPROVED DESIGN PLAN FOR, UH, WATERLOO GREENWAY. UM, WE ARE ESSENTIALLY PROPOSING TO INCORPORATE THAT ASPECT OF THAT PLAN INTO THE BRIDGE. AND SO, UM, I THINK THAT'S JUST AN IMPORTANT CONSIDERATION FOR US THAT WE'RE, WE'RE MEETING THE, THE INTENT BEHIND, UM, THAT PROGRAM, UM, AS PART OF THE DEVELOPMENT OF THE BRIDGE DESIGN FOR THE BLUE LINE. UM, AND, YOU KNOW, LOVE TO, TO JUST, WE ALWAYS HAVE TO BE ASPIRATIONAL, RIGHT? UM, THIS IS AN EXTRAORDINARY, UH, OPPORTUNITY FOR US TO USE ARCHITECTURE IN A WAY, UM, AS WELL AS THE INFRASTRUCTURE OF MOBILITY, UH, TO, TO STITCH OUR COMMUNITY TOGETHER, BOTH PHYSICALLY AND, UH, SPIRITUALLY AND CULTURALLY. UM, YOU KNOW, BRIDGES ARE, ARE INCREDIBLE METAPHORS, AND WE THINK WE REALLY SHOULD TRY TO USE THIS BRIDGE, UH, TO, TO REALLY LEVERAGE THAT, UM, OPPORTUNITY WITHIN OUR CITY TO CREATE A PLACE THAT SERVES OUR COMMUNITY BROADLY. UM, THE, AS I SAID, THE, THE LAKE IS, YOU KNOW, SUCH AN IMPORTANT PART OF OUR COMMUNITY. AND, UM, AND IT HAS THIS REALLY FASCINATING HISTORY FROM A PLACE THAT, YOU KNOW, REGULARLY FLOODED TO A PLACE WHERE FLOODING WAS CONTROLLED, BUT IT WAS LARGELY INDUSTRIAL, UM, TO A PLACE THAT NOW IS THIS VERY ROBUST ENVIRONMENT. AND THE, THE SENSITIVE ECOLOGY AND A ROBUST, UM, ECOLOGY OF THE LAKE IS SOMETHING THAT, UH, WE HAVE TO PROTECT, PRESERVE, AND ENHANCE. UM, AND, BUT IT'S ALSO A PLACE WHICH IS, HAS ROBUST HUMAN ACTIVITY, AND SO WE HAVE TO EMBRACE THAT AS WELL. UM, AND INCLUDING, YOU KNOW, UM, I THINK THE, THE BATS WHICH, YOU KNOW, OBVIOUSLY THERE'S A VERY, UH, SIGNIFICANT BAT HABITAT UNDER THE CONGRESS AVENUE BRIDGE, UM, THAT SORT OF SYMBOLIZES THE, THE HARMONIOUS COEXISTENCE OF THE NATURAL AND THE HUMAN REALMS. UM, AND SO IN SOME WAYS OUR BRIDGE HAS TO ACHIEVE THAT SAME BALANCE. UM, WE HAVE SOME REALLY GREAT PRECEDENTS FOR PEDESTRIAN BRIDGES IN PARTICULAR. WE DON'T, YOU KNOW, NOT SO MUCH RAIL BRIDGES, BUT, UH, PEDESTRIAN BRIDGES IN, IN AUSTIN OVER THE LAKE. UM, THE FLUER BRIDGE, UH, NEAR, UH, LAMAR, UM, IS JUST, IS SUCH A, UH, REALLY JUST A BEAUTIFUL PLACE. AND YOU CAN SEE, ESPECIALLY IN EVENINGS, UM, HOW PEOPLE GATHER THERE TO ENJOY THE EXPERIENCE AT THE LAKE. AND IT'S, IT'S BOTH A PLACE OF GATHERING, BUT ALSO A PLACE OF SERENITY, UM, WHICH IS, I THINK IS AN AMAZING BALANCE. UM, BUT ALSO THE, THE FUTURE LONGHORN DAM, UH, PEDESTRIAN BRIDGE TO THE EAST, AND, UM, THEY'VE, YOU KNOW, THAT'S IN DEVELOPMENT RIGHT NOW. UM, SO I THINK WE HAVE SOME GOOD LESSONS TO BE LEARNED FROM THESE PRECEDENTS. UM, I WANNA JUST TAKE, ONE OF THE THINGS WE DID IN THE WORKSHOP, UM, WAS TO BRIEF THE PUBLIC ON THE, THE LANDINGS ON BOTH SIDES OF THE LAKE BECAUSE IT'S, THEY ARE BOTH SENSITIVE IN, IN THEIR OWN WAYS. UM, FIRST OF ALL, ON THE SOUTH SIDE, UM, THE BRIDGE WILL LAND ON THE, ESSENTIALLY AT THE, THE LOCATION OF THE SOUTH CENTRAL WATERFRONT, UM, WHICH IS IN DEVELOPMENT RIGHT NOW. UM, AND SO WE CERTAINLY WANT TO, THERE'S A LITTLE SECTION DIAGRAM OF SHOWING HOW THAT THE BRIDGE WILL COME ACROSS ABOVE THE LAKE AND THEN BASICALLY LAND AT THE TOP OF THE BANK, UM, SO THAT IT CAN BASICALLY BOTH BRING THE TRAINS TO THE ACCURATE STATION TO THE SOUTH AT THE WATERFRONT STATION, BUT ALSO PROVIDE PEDESTRIAN BICYCLE CONNECTION BOTH TO THE TRAIL ON THE SOUTH SIDE OF THE LAKE AS WELL AS TO THE NEW SOUTH CENTRAL WATERFRONT. UM, ON THE NORTH SIDE OF THE LAKE. A LITTLE MORE COMPLICATED BECAUSE OF WHAT'S HAPPENING WITH THE, THE BLUE LINE. UM, THIS IS WHERE THE BLUE LINE TRANSITIONS FROM, UM, UH, THE BRIDGE ITSELF DIRECTLY INTO THE DOWNTOWN SUBWAY. UM, AND SO WE'VE SPENT A FAIR AMOUNT OF TIME TRYING TO FIGURE OUT HOW TO DO THAT IN THE, THE MOST [01:25:01] EFFICIENT WAY, AND ALSO THE WAY THAT IS LEAST DISRUPTIVE TO THE EXPERIENCE OF THE TRAIL ITSELF. UM, YOU KNOW, AND, AND HOW TO BASICALLY MANAGE THOSE THAT OVERLAP OF DIFFERENT MODAL UH, MOVEMENTS. UM, SO YOU CAN SEE THE, ESSENTIALLY BY THE TIME WE GET TO THE GOAL IS BY THE TIME WE GET TO THE TRAIL, UM, THAT THE TRAIN IS ALREADY UNDERGROUND SO THAT THE TRAIL CAN BE UNDER INTERRUPTED, UM, AS IT MOVES ALONG THE LAKE SHORE. UM, ALSO, YOU KNOW, THINGS TO CONSIDER IS THAT WE DO HAVE TO MAINTAIN, UM, VEHICULAR ACCESS TO THE WALL CREEK, UH, OUTFALL, UM, FOR MAINTENANCE. THERE ARE A LOT OF OTHER SORT OF, UH, ELEMENTS THAT WE'RE HAVING TO NAVIGATE. UM, SO THIS IS A SECTION DIAGRAM SHOWING HOW THAT WOULD WORK. ESSENTIALLY AS THE, UM, THE BRIDGE COMES ACROSS THE LAKE, UH, THE TRAINS WOULD BASICALLY GO DOWN INTO THE SIDE OF THE BANK OF THE LAKE, UM, AND THEN THE PS AND THE BIKES WOULD STAY UP HIGH AND THEN TRANSITION TO THE TOP OF THE BANK WHERE THEY WOULD INTERSECT WITH THE, THE HIKE A BIKE TRAIL. UM, WE ARE LOOKING AT THE POSSIBILITY OF HAVING AN ENTRANCE INTO THE RAINY MAX STATION, UM, IN SOME PROXIMITY TO THE LAKE ITSELF. IT'S MAYBE EASIER TO SEE HERE. IT'S THAT BLUE SQUARE, UH, WHICH I THINK COULD BE A REALLY EXTRAORDINARY WAY TO MERGE THE TRANSIT INFRASTRUCTURE WITH THE EXPERIENCE OF THE LAKE ITSELF AND PROVIDE ACCESS TO THAT AMENITY FROM ALL OVER THE CITY. UM, SO YOU CAN SEE THERE'S A ENTRANCE AND THEN THERE'S A PEDESTRIAN RAMP THAT COMES DOWN, UH, ON TOP OF THE, THE RAIL TUNNEL, UM, TO CONNECT TO THE STATION TO THE NORTH. SO THIS IS, I WILL SAY THIS IS ONE OF THE MOST GEOMETRICALLY CONSTRAINED AND COMPLEX AND SENSITIVE ENVIRONMENTS IN THE ENTIRE ALIGNMENT, AND WE HAVE TO GET THIS RIGHT, RIGHT? SO, UM, IT'S SOMETHING THAT'S, THAT'S JUST VERY, GONNA BE VERY TIGHTLY DESIGNED. UM, THIS IS A, A KIND OF A MORE RENDERED LANDSCAPE VIEW OF HOW ALL THOSE ELEMENTS INTERSECT. AND YOU CAN SEE THE, THE, THE RAIL BASICALLY GOING UNDERGROUND. UM, WE HAVE THE ABILITY TO LANDSCAPE BASICALLY ON TOP OF THAT PORTAL. UM, SO KIND OF, UH, BASICALLY MITIGATE THE IMPACTS ON THE LAKE. UM, AND ACTUALLY I THINK BRINGING BACK, UH, NEW LANDSCAPE TO ENHANCE THE ECOLOGICAL FUNCTION OF THE, THE LAKESHORE. UM, YOU COULD SEE THE TRAIL COMING ACROSS AND THEN CONNECTING TO THE, BOTH THE EXTENSION OF THE HIKE, THE HIKE AND BIKE TRAIL TO THE EAST AND WATERLOO GREENWAY GOING NORTH. UM, AND THEN THE POTENTIAL FOR, I THINK, DEVELOPING THIS AS A REALLY EX PLACE FOR PEOPLE AT DESTINATION WITH THE ENTRANCE INTO THE, UM, THE STATION. SO, UH, I'M NOT GONNA GO INTO DETAIL ON THIS BECAUSE, UH, JACKIE DID A GOOD JOB EARLIER. UM, YOU KNOW, I THINK OF GOING THROUGH THESE CONSIDERATIONS, UH, YOU KNOW, THE GOAL IS THAT WE WILL BE EXECUTING THE DESIGN OF THE BRIDGE THROUGH A INTERNATIONAL DESIGN COMPETITION. AND SO ONE OF THE PURPOSES OF THE COMMUNITY DESIGN WORKSHOP WAS TO GET FEEDBACK THAT WE CAN INCORPORATE INTO THE BRIEF FOR THE COMPETITION SO THAT COMPETITORS UNDERSTAND, UM, THE COMMUNITY PRIORITIES AND SO THEY CAN INCORPORATE THOSE INTO THE DESIGN COMP DESIGN SUBMISSIONS. UM, SECOND, I WANNA JUST, MAYBE I'LL TAKE, DO I WANNA TAKE QUESTIONS ABOUT THE BRIDGE BEFORE I MOVE INTO THE SECOND PART? MIGHT BE BETTER, MIGHT BE MORE EFFICIENT. THAT'S A GOOD IDEA. MY INSTINCT IS THAT THAT IS A, THAT IS A VERY, LIKE A HEAVY GEOMETRICAL LIFT TO ADD TO AN ALREADY HEAVY GEOMETRICAL PACKAGE. SO, BUT YOU KNOW, WE'LL, WE CAN, WE CAN WORK THROUGH THOSE QUESTIONS IF THEY COME. SO, SO BASICALLY, AND, AND THIS IS JUST FROM, FROM MY UNDERSTANDING, SO THAT I, I HAVE THIS BETTER IS BASICALLY ACCORDING TO THE GEOMETRY AND, AND EVERYTHING ELSE, AND, AND THE MECHANICS OF THIS IS, IS THE BOATHOUSE GOING? AND THEN WE LOOKED AT, I THINK THE TEAM, THIS IS EVEN BEFORE MY TIME, THE TEAM LOOKED AT A NUMBER OF DIFFERENT ALTERNATIVES THAT WOULDN'T HAVE IMPACTED THE BOATHOUSE. THE REALITY IS, IS BASED ON THE CONSTRAINTS DOWNTOWN AND WHERE WE NEED TO END UP, THIS IS REALLY WHERE IT NEEDS TO GO, RIGHT? SO, UM, THERE AREN'T REALLY ALTERNATIVES TO THAT. UM, YOU KNOW, AND I THINK WHEN WE MEET WITH THE BOATHOUSE, WE NEED TO WALK THROUGH THAT WITH THEM SO THAT THEY UNDERSTAND THAT WE NOT AREN'T BEING ARBITRARY AND PICKING THIS ALIGNMENT, BUT YES. GOTCHA. AND SO BA BASICALLY IT IS THE, THE, THE, WE'RE MEETING WITH THEM TO TALK ABOUT THIS PARKS AND ON THE AUSTIN SIDE PARKS AND RECREATIONS TALKING WITH THEM AND THE, THEIR NEEDS WILL, WE'RE GONNA FIGURE OUT SOME WAY THAT WE CAN STILL MEET THE NEEDS OF, OF THE, UM, OF THE BOATHOUSE OF THE, UH, INDIVIDUALS WHO HAVE BEEN UTILIZING THESE SERVICES FOR YEARS. I, I, I SAY THAT I REMEMBER THAT, THAT, THAT I USED TO ROW WHEN I, I WAS IN, WHEN I WAS IN HIGH SCHOOL AND, AND THEN I WOKE UP ONE DAY MISSED MY, MY PARTNER WHO WAS A MIDDLE-AGED WOMAN THAT I USED TO ROW WITH JUST FEEDING OFF OF WHAT SOME OF THE COMMENTS WERE THAT WE GOT AT THE TRI-PARTY MEETING. AND IT WAS THAT POINT I REALIZED MAYBE I SHOULDN'T TRY TO DO THIS IN BAND AT THE SAME TIME. BUT, UM, I, I, I'M VERY FAMILIAR WITH THE FACILITY AND FAMILIAR WITH ROWING, AND I KNOW WHAT IT MEANS TO THE, TO, UH, TO, TO THE CITY OF AUSTIN AND TO FOLKS THAT, THAT ARE DOWN THERE. AND, UM, JUST, I, I, I WOULD SUBMIT THAT I THINK THAT THIS ALSO IS KIND OF A MICROCOSM FOR THE BIGGER PICTURE, BECAUSE THIS JUST HAPPENED TO BE THE, THE, THE BIGGEST ONE THAT, AND I THINK THE FIRST ONE THAT WE'VE COME UP AGAINST.
