UH, SO WE'RE GONNA BE DOING SOMETHING CALLED LET'S TALK PROJECT CONNECT. OVER THE LAST FEW MONTHS WE'VE GOTTEN A LOT OF QUESTIONS FROM THE PUBLIC, UM, AND THEY SEEM TO BE GOING ALONG CERTAIN THEME LINES. AND SO WE DECIDED THAT WE WOULD DO A, UM, COMMUNITY MEETING WHERE WE CAN TALK ABOUT THINGS THAT PEOPLE HAVE BEEN ASKING US ABOUT, NAMELY TRAFFIC AND HOW, UH, OUR PROGRAM WILL IMPACT TRAFFIC AND VICE VERSA. AND ALSO SUSTAINABILITY AND ENVIRONMENT. UM, AND THEN, UH, CONNECTIVITY, EVERYTHING FROM BICYCLE AND PEDESTRIAN CONNECTIVITY TO PARK AND RIDES AND, UM, OTHER PROJECTS THAT FEED INTO THE LIGHT RAIL SYSTEM. SO THAT SHOULD BE A REALLY INTERESTING MEETING. WE'RE GONNA HAVE TWO OF THEM JUST SO WE GIVE PEOPLE AMPLE OPPORTUNITY TO PARTICIPATE. AND, UM, WE ARE SHOOTING FOR THE LAST WEEK IN MARCH. WE'LL HAVE MORE ON THAT FOR YOU ALL NEXT MONTH. UM, AND THEN WE STILL HAVE TWO COMMUNITY DESIGN WORKSHOPS IN THE WORKS. ONE IS FOR THE SOUTH CONGRESS TRANSIT CENTER AND ONE IS FOR CRESTVIEW. UM, TODAY YOU'LL BE TAKING ACTION ON THE TECHNICAL ADVISORY COMMITTEE CHARTER AMENDMENTS THAT WE DISCUSSED LAST MONTH. AND JUST TO REVIEW, WE'RE HAVING, WE'LL, THERE'LL BE AN UPDATE TO, UH, THE FAR MEETING CADENCE TO MAKE IT QUARTERLY. WE HAVE A CHANGE IN THE FAR STAFF LIAISON. UM, ALL CHARTERS HAVE BEEN AMENDED TO ADD CAC DELEGATES THAT WILL SERVE ON EACH OF THE TECHNICAL ADVISORY COMMITTEES. UM, WE'RE GOING TO BE REMOVING THE REQUIREMENT FOR OFFICERS ON ALL CHARTERS, AND WE'LL HAVE THE ADDITION OF BOARD REPORTING LANGUAGE IN THESE CHARTERS. AND THEN WE'RE ALSO GOING, YOU'RE GONNA BE TAKING ACTION TODAY ON THE CAC BYLAWS. NEXT SLIDE, PLEASE. AND JUST AS A REMINDER, THE REASON WE ARE, UM, MAKING THIS ADOPTION, WE'VE MADE SOME CHANGES TO THE BYLAWS AND THEY DO NEED TO BE ADOPTED BY THE BOARD. THE JPA EMPHASIZES CLOSER COLLABORATION BETWEEN THE A TP AND CAC AND REQUIRES THE A TP BOARD, CAP METRO BOARD AND CITY COUNCIL APPROVAL OF THE CAC BYLAWS. SO THERE ARE SOME CHANGES TO THE CURRENT CAC BYLAWS THAT ARE NEEDED TO COMPLY WITH THE TERMS OF THE JPA AND THE INTERLOCAL AGREEMENT BETWEEN THE CITY AND CAPITAL METRO. AND THESE INCLUDE MEMBERSHIP, UH, CHANGES TO REFLECT THE NUMBER OF C ACTUAL CAC APPOINTMENTS THAT'S BEEN UPDATED. THE SCOPE, WE'VE ADDED, UH, BUSINESS MITIGATION AND COMMUNITY INVOLVEMENT PLANS FOR CAC REVIEW. UM, WE'VE ALSO ADDED THE TAC DELEGATES, UH, ACKNOWLEDGING THAT CAC MEMBERS WILL BE APPOINTED TO THE TAX AS DELEGATES AND SUPPORT ACKNOWLEDGING SUPPORT FROM THE A TP AND CITY STAFF LIAISONS. AND WHAT'S THE FEEDBACK LOOP TO THE COMMUNITY TO GET BACK TO THEM AS TO WHY WHAT THEY WANT IS NOT FEASIBLE OR WE'RE CONSIDERING IT? THAT, THAT'S KIND OF WHERE I'M GETTING AT. THAT'S A GREAT QUESTION. AND I KNOW THAT THIS IS SOMETHING WE'VE BEEN WORKING ON TO TRY TO AIR DAYLIGHT THESE ISSUES THAT ARE COMING UP. AND WE'RE WORKING ON THAT WITH OUR WEB TEAM IN PARTICULAR SO THAT PEOPLE CAN, UM, GO TO THE WEBSITE AND SEE VERY EASILY WHAT ARE, WHAT ARE SOME OF THESE ISSUES THAT ARE BUBBLING TO THE TOP MM-HMM, THIS MEETING THAT WE'RE HAVING IN MARCH IS ACTUALLY A WAY TO CLOSE THE FEEDBACK LOOP ON SOME OF THOSE QUESTIONS AND COMMENTS THAT WE'VE BEEN HEARING OVER TIME. THAT WAS PRIMARILY THE REASON WE THOUGHT ABOUT DOING THESE BREAKOUT DISCUSSIONS, THAT WE'LL DO A DEEP DIVE ON THESE THREE BUCKETS, IF YOU WILL, OF, UM, INFORMATION THAT PEOPLE HAVE BEEN ASKING ABOUT. UM, AND SO THAT'S ONE WAY WE'RE GONNA DO IT. AND THEN WHEN WE GET TO OUR 30% DESIGN, UH, PUBLIC MEETINGS, WHICH ARE LIKELY TO HAPPEN END OF MAY, EARLY JUNE AT THIS POINT, UM, WE'RE GOING TO SHOW PEOPLE ALL OF THE, THE THEMES THAT CAME UP DURING THE 15% DESIGN OUTREACH PROCESS. UM, WE'RE GOING TO, UH, CLOSE THE FEEDBACK LOOP BY, BY TALKING ABOUT ALL THE DIFFERENT WAYS THAT THAT HAS THOSE PIECES OF FEEDBACK HAVE HAVE INFORMED DECISION MAKING. THEY MAY NOT HAVE BEEN USED TO MAKE DECISIONS FOR A NUMBER OF REASONS AND BE THEY TECHNICAL, ENVIRONMENTAL, ET CETERA. SO THOSE ARE THE WAYS THAT WE'RE GOING TO CLOSE THE FEEDBACK LOOP WITH THOSE MEETINGS. AND AGAIN, WE'RE WORKING THROUGH, UM, THE WEB TEAM TO TRY TO DAYLIGHT SOME OF THOSE THEMES AND SHOW THAT CLOSING OF THE FEEDBACK LOOP ON THE WEBSITE AS WELL, SO THAT IT'S READILY AVAILABLE FOR PEOPLE. YEAH, THAT'S GREAT. I MEAN, I, I I, I THINK YOU'RE HEADING IN THE RIGHT DIRECTION. AND I THINK BROADLY TOO, IF THERE ARE CONCERNS IN THE COMMUNITY, BROADER CONCERNS, MORE BROAD THAN JUST A SPECIFIC LINE OR SOMETHING LIKE THAT, YOU KNOW, WHERE THERE EQUITY CONCERNS OR WHATEVER THEY MIGHT BE TO MAKE SURE THAT THERE'S A FEEDBACK MECHANISM. SO IF THERE'S A COMMON CONCERN IN THE COMMUNITY THAT, THAT, THE BOARD'S HEARING ABOUT THAT, UM, AND I KNOW THAT THERE'S ONE OR TWO OUT THERE THAT ARE, UH, YOU KNOW, SO THO THOSE ARE THE THINGS WE JUST WANNA MAKE SURE THAT WE'RE, WE'RE HEARING ABOUT. THE PROGRAM IS MOVING RATHER QUICKLY RIGHT NOW, UH, AS WE GO AHEAD AND HIT THE MILESTONES THAT WE NEED TO HIT, UH, BE SUCCESSFUL DURING THIS IMPORTANT YEAR. NEXT SLIDE, PLEASE. WE BASICALLY CONTINUE TO FOCUS ON MAINLY THE FIELD AND THE ENGINEERING ACTIVITIES, UH, FOR BOTH THE ORANGE AND THE BLUE LINE. WE'RE WORKING THROUGH PEDESTRIAN DIFFERENT TYPE OF, UH, ATMOSPHERE ON FOURTH STREET. UH, AS WE CONTINUE TO LOOK AT THAT AS AN AREA, UH, THAT CAN BE REALLY A, A MEETING AND A CENTER PLACE, THAT THAT WILL BE SOMETHING THAT WILL BE LOOKED AT AS PART OF THE 30% DESIGN, UH, ON, ON 71 CROSSING, UH, OF, WITH RIVERSIDE. UH, THERE'S A BRIDGE THERE THAT WE'RE WORKING OUR WAY THROUGH, UH, TO LOOK AT WHAT NEEDS TO BE DONE. AND STRUCTURAL ADEQUACY, TRAFFIC ANALYSIS IS ONGOING. WE CONTINUE TO WORK AT SOMETHING THAT IS NEW TO THE CITY, UH, AND THAT'S THE TUNNEL AND WHAT WILL BE NECESSARY TO BE DONE THERE IN TERMS OF FIRE LIFE SAFETY, UH, WITH ACCESS POINTS, WITH DIFFERENT THINGS THAT WE'LL SET UP IN THE FUTURE, UH, FOR SPECIFIC DRILLS THAT WILL BE THERE, UH, FOR THE FIRE DEPARTMENT AND EMERGENCY RESPONDERS TO BE ABLE TO RESPOND AND DEAL WITH ANY OF THE UNDERGROUND PROBLEMS THAT ARISE DURING OPERATION. BLUEBEAM IS A SOFTWARE PROGRAM THAT YOU CAN GO AHEAD, UH, AND UTILIZE AS A MARKUP TO BE ABLE TO PROVIDE YOUR COMMENTS. SO WE'RE LOOKING TO HAVE THE COMMENTS FINISHED UP AND, AND CLOSED BY THE END OF THIS MONTH. AND I SAY IT'S PRELIMINARY BECAUSE RIGHT NOW WE HAVE RSM OUR AUDITOR REVIEWING OUR FINANCIALS AND THEY'LL COME BACK TO, UM, THE, UH, THE FAR IN MARCH WITH A FINAL ON THEIR, UM, ON THE AUDITED STATEMENTS. AND YOU'LL ALSO BE RECEIVING A COPY OF THE AUDITED FINANCIAL STATEMENTS IN, IN THE MARCH APRIL TIMEFRAME. SO BOTTOM LINE IS WE'RE DOING VERY WELL. WE HAD ANTICIPATED WE WOULD HAVE FUNDING BALANCE OF $112 MILLION. UM, WE ACTUALLY ENDED THE YEAR WITH $170 MILLION. THOSE, UH, THAT FUNDING IS BEING RESERVED FOR, UH, THE ANTI DISPLACEMENT INVESTMENTS. THE $23 MILLION THAT WAS UNSPENT BY THE CITY IN 21, WE MOVED THAT OVER AND YOU ALREADY APPROPRIATED IT FOR 22. UM, YOU WERE ALSO APPROPRIATED 135 MILLION OF THAT FOR PROJECT EXPENSES IN FY 22. AND THE ADDITIONAL DIFFERENCE OF $13 MILLION IS, IS RESERVED FOR FUTURE PROJECT COMMITMENTS AS WAS IN ACCORDANCE WITH THE FISCAL, THE FINANCIAL PLAN. UM, LET'S SEE. WILL YOU MOVE TO THE NEXT SLIDE? JUST A FEW HIGHLIGHTS. UM, THE REVENUE CAME IN $6 MILLION OVER BUDGET. THIS WAS BECAUSE THE CITY HAD ANTICIPATED THAT COVID WOULD CAUSE AN ECONOMIC, SOME ECONOMIC STRESS THAT WOULD RESULT IN HIGHER DELINQUENCIES THAN, UM, THAN AS CUSTOMARY, BUT THAT DID NOT MATERIALIZE. SO WE DID GET THE BENEFIT OF HIGHER REVENUE AND EXPENDITURES. WE CAME IN $53 MILLION ON 53% UNDER BUDGET, UM, AND ALSO $27 MILLION UNDER THE AMOUNT THAT WE HAD COME BACK AND ESTIMATED. NOW THE MOST SIGNIFICANT VARIANCE FOR THAT IS, IS, AS I SAID, THE CITY DIDN'T SPEND THE $23 MILLION THAT WE HAD SET ASIDE. HOWEVER, WE KNOW THAT WE'RE, WE'VE SET THAT ASIDE FOR FY 22. UM, ALSO NOTE THAT THE $5 MILLION THAT WE HAD SET ASIDE FOR CAPITAL CONTINGENCY WASN'T USED. AND THEN SPENDING FOR THE METRO AND, UH, METRO AND RAPID LINES, THE RED LINES AND THE NEIGHBORHOOD CIRCULATOR PROB UH, PROJECTS DIDN'T OCCUR AS QUICKLY AS WE EXPECTED IT TO. BUT AS YOU'VE HEARD FROM DAVE, THEY ARE ON TRACK, UM, NOW. SO ANY QUESTIONS? IT'S ODD TO BE YELLING THROUGH THIS. JUST THANK YOU MS. E, BOARD MEMBER ELKINS. YEAH, NO, THANK YOU VERY MUCH. HOW WE'RE GONNA WORK WITH OUR BUSINESS C COMMUNITY IS SPECIFICALLY ALONG THE CORRIDORS, LIKE SMALL BUSINESSES OR OTHER BUSINESSES THAT MAY BE IMPACTED BY CONSTRUCTION. THAT IS A SIGNIFICANT THING. SO EVEN IF WE HAD ALL THE WORKFORCE IN THE WORLD, EVEN IF WE HAD ALL THE MONEY IN THE WORLD AT THE RIGHT TIME, WE CAN'T RIP UP THE ENTIRE CITY AT ONCE BECAUSE OBVIOUSLY WE'RE TRYING TO HELP THE COMMUNITY NOT, NOT NECESSARILY, UH, IMPACT ALL THE COMMUNITY AT THE SAME TIME. AND THEN THERE'S THE MOBILITY BENEFITS OF THINKING THING, THINGS LIKE RIDERSHIP AND WHO NEEDS THAT SERVICE THE MOST AT THE START, AND WHO GETS THE MOST VALUE OUT OF THAT AND HOW DOES THAT ACTUALLY FEED THE OVERALL SYSTEM TO GET THE MOST PEOPLE USING TRANSIT, WHICH THEN GOES BACK TO EQUITY, SUSTAINABILITY AND UH, THO THOSE SIDES. SO THERE'S A LOT OF INPUTS AND THE TEAM HAS BEEN WORKING ON ALL THOSE, BUT WE OBVIOUSLY HAVE TO DO A LOT MORE WORK AND WE NEED TO GET ENGAGED WITH THE BOARD ON THOSE TOPICS. ULTIMATELY, WE NEED CAP METRO BOARD AND WE NEED THE CITY, UH, COUNCIL INVOLVED IN SOME OF THESE TOPICS AS WELL. AND ONE OF THE THREE PARTNERS MAY BE NATURALLY THE LEAD ON ONE OF THESE TOPICS. AND ANOTHER ONE MAY BE A SUPPORT, YOU KNOW, COMPLETE STREETS. I WOULD SUGGEST THAT THE CITY IS ULTIMATELY THE LEAD ON THAT. IT'S THE CITY'S RIGHT OF WAY AND THEY HAVE THEIR OVERALL MOBILITY GOALS. A TP IS PROBABLY THE NEXT MOST IMPORTANT IF, AND AGAIN, IMPORTANT WORD OR, OR, UH, PLAYER IN THAT BECAUSE IT'S, IT'S THE FACILITATOR OF THE DESIGN PROCESS. AND CAPTAIN METRO, OBVIOUSLY FROM A VALUE POINT OF VIEW REALLY BELIEVES IN MULTIMODAL COM, COMPLETE STREETS AND WALKING AND PED, BUT IT'S NOT NECESSARILY THE PRIMARY MISSION OF THE ORGANIZATION. WHEREAS ANOTHER EXAMPLE IS, UM, YOU KNOW, HOW HOW WE MIGHT DO WORKFORCE IS PROBABLY MORE ON THE CAP METRO AS THE LEAD BECAUSE IT ULTIMATELY HAS TO GROW THE WORKFORCE TO OPERATE AND AND MAINTAIN THE SYSTEM A TP NEXT CITY THIRD. SO AGAIN, THEY ALL, ALL PLAYERS PLAY IN THIS, BUT THEY MAY HAVE DIFFERENT KIND OF, UH, LEVELS OF INTEREST OR OR NEED IN EACH ONE. WE WANNA FIGURE OUT HOW WE CAN WORK THROUGH ALL THOSE TOPICS. AND I JUST USE THAT AGAIN AS AN EXAMPLE OF HOW EVERYTHING WE DO IS LIKE AN ONION AND IT ALL KIND OF TOUCHES TOGETHER IN SOME WAY. AND AT THE END OF THE DAY, WE HAVE YOU FOR A LIMITED AMOUNT OF TIME ONCE A MONTH AND, AND THE PARTNERSHIP AND THE SCHEDULE. CAB METRO I THINK IS PRETTY LOGICAL TO BE THE VEHICLE LEAD BECAUSE IT'S CAB, CAB METRO'S THE TRANSIT AUTHORITY AND HAS ALL THE EXPERTISE AND ULTIMATELY HAS TO MANAGE AND RUN THE VEHICLES. UM, FIGURING OUT HOW TO PUT ALL THOSE THINGS TOGETHER I THINK IS THAT PIECE. SO I DON'T THINK WE SHOULD TRY TO BRING THREE BODIES TOGETHER TO VOTE ON SINGLE VERSUS DUAL BOAR AS MUCH AS I THINK WE WANT TO GET EVERYONE GROUNDED ON THE FINAL 30% DESIGN AND THE SEGMENT PHASING PLAN. SO NOT TRYING TO GET ALL THREE BODIES, TO YOUR POINT, TAKING TIME TO VOTE ON ALL THESE INDIVIDUAL THINGS, BUT THE SUMMATION OF ALL THE THINGS. I THINK IF WE USE THAT PROCESS THROUGHOUT A CONSENSUS, THEN WE DON'T ACTUALLY HAVE TO GET INTO COMPLICATED VOTES ON INDIVIDUAL THINGS AS MUCH AS THE FINAL PRODUCT. SO I GUESS I'M NOT CLEAR WITH RESPECT TO THE VEHICLES, ARE YOU SAYING THAT A TP WOULD BE THE LEAD ENTITY THAT WOULD DECIDE WHAT ROLLING STOCK WE PICK OR HOW, WHETHER WE HAVE AIR CONDITION STATIONED OR NOT AIR CONDITIONED STATIONS? I'M JUST CONCERNED THAT CAP METRO MIGHT WANNA SET UP ITS OWN MEETINGS AND THEN INVITE US TO PARTICIPATE. UH, AND, AND BY THAT I MEAN, I'M NOT SURE THAT ANYBODY OWNS KIND OF THE, THE OVERALL PROCESS. MY, MY SENSE WOULD BE THAT WE WANT ALL THREE STAFFS TO SIT DOWN WITH EACH OTHER, EACH FROM THEIR PERSPECTIVE, EACH WITH THEIR SENSITIVITIES AS TO WHAT KIND OF DECISIONS HAVE TO BE MADE, AT WHAT POINT IN TIME EACH WORKING OUT COLLECTIVELY WHEN IT IS THAT 30% DRAWINGS NEED TO BE DONE OR NOT DONE. SO THAT WE DON'T HAVE A TP STAFF GOING OFF KIND OF BY THEMSELVES, BUT HAVING ALL THREE STAFFS GET TOGETHER WITH EACH OTHER AND ALL THREE STAFFS BRING US BACK WHAT THE, WHAT THE CALENDAR LOOKS LIKE, UH, WHAT POINT, WHAT DECISIONS HAVE TO BE MADE OVER THE NEXT YEAR. UM, AND I THINK THAT'S GONNA BE INVOLVED, AND I AGREE WITH YOU. I'M NOT SURE THAT THEY COULD ACTUALLY USE THE REASONABLE EXPECTATION TO ASK STAFF TO DO THAT IN FEBRUARY, WHICH IS WHY I HAD SUGGESTED THAT ALL THAT WE ASK FOR THEM IN FEBRUARY IS JUST AN IDENTIFICATION OF ISSUES. UH, AND THEN, AND THEN HAVING UNDERSTOOD THOSE ISSUES, THEN HOW DO WE RESOLVE THOSE ISSUES?
