[00:00:01] THANK YOU EVERYONE. WELCOME. THIS IS THE AUSTIN TRANSIT PARTNERSHIP BOARD OF DIRECTORS MEETING. TODAY IS APRIL, MARCH 20TH, 2022, AND THE TIME IS 2:12 PM THANK YOU FOR YOUR PATIENCE AS WE HAVE A BIT OF TECHNICAL DIFFICULTIES. AS A REMINDER, THE AUSTIN TRANSIT PARTNERSHIP PROVIDES BOTH AMERICAN SIGN LANGUAGE AND OTHER INTERPRETER SERVICES. SO WE JUST REQUEST A 24 HOUR NOTICE TO PLEASE CONTACT CHLOE MAXWELL AND HER INFORMATION IS MADE AVAILABLE IN EACH AGENDA POSTING TODAY. WE HAVE TWO [1. Public Comment] SPEAKERS SIGNED UP FOR THIS MONTH, MS. ENOVIA C JOSEPH, AND MR. BEN ALFORD. EACH COMMENTER WILL HAVE THREE MINUTES, AND THEN WE WILL MOVE INTO OUR TECHNICAL ADVISORY REPORTS. SO, MS. JOSEPH, CAN YOU HEAR US? YOU WILL HAVE THREE MINUTES TO SPEAK ON ALL OF YOUR ITEMS. I AM GONNA LOOK TO SEE IF MS. JOSEPH IS ONLINE. IF WE ARE WAITING FOR MS. JOSEPH, CAN WE, UM, MOVE MR. ALFORD FIRST? YEP. THANK YOU. COULD YOU PLEASE UNMUTE YOURSELF, MR. ALFORD, AND YOU'LL HAVE THREE MINUTES. THANK YOU. UH, I WANT TO THANK THE BOARD FOR, UH, TAKING THE TIME TO SPEAK WITH ME TODAY. MY NAME IS BEN ALFORD. I'M A STUDENT AT THE ST. EDWARD'S UNIVERSITY CIVICS LAB IN CIVIC FOR ALL PROGRAM. UM, WE ARE A STUDENT ORGANIZATION IN THE DIRECTION OF DR. DAVID THOMASON THAT WORKS TO FIND POLICY SOLUTIONS FOR SOCIAL PROBLEMS HERE IN OUR COMMUNITY. UH, FOR THOSE WHO DON'T KNOW, TODAY'S ACTUALLY FOOD INSECURITY AWARENESS TODAY. UH, THANK YOU TO MAYOR ADLER FOR THAT. UH, WE AT THE CIVICS LAB HAVE BEEN WORKING WITH THE CITY COUNCIL TO PASS A RESOLUTION TO TIE CAP MA AND TRANSIT ISSUES, UH, INTO SOLUTIONS FOR FOOD ACCESSIBILITY. UH, I WAS SPEAKING TO SOMEONE AT THE AUSTIN, OR AT THE CENTRAL TEXAS FOOD BANK TODAY, AND THEY WERE TELLING ME, YOU KNOW, WE DON'T HAVE A A FOOD SUPPLY ISSUE. WE HAVE A FOOD ACCESS ISSUE. PEOPLE, UH, CAN'T GET AHOLD OF IT. UH, SO TODAY I MAINLY CAME TO INTRODUCE OUR PROGRAM TO THE AUSTIN TRANSIT PARTNERSHIP. UM, I HAVEN'T COME TO, I TRIED TO MAKE IT A POINT TO COME TO SPEAK TO ALL THE BOARDS ABOUT OUR ISSUES, UM, CONCERNING TRANSIT. UH, AND I WASN'T ABLE TO COME TILL, UH, THIS WEEK'S MEETING. SO I JUST WANTED TO COME AND INTRODUCE, UH, OUR ORGANIZATION TO THE BOARD AND TALK ABOUT, UH, THE RESOLUTION THAT WE'RE MOVING FORWARD IN THE CITY COUNCIL, UH, WITH THE HELP OF COUNCIL MEMBERS, UH, TOVO, FUENTES, AND RENTERIA, UH, AND BEYOND THAT, WE'RE JUST EXCITED TO WORK WITH WHOEVER WE CAN, UH, AND ESPECIALLY WITH THE, THE AUSTIN TRANSIT PARTNERSHIP TO, TO FINISH THIS WORK. THANK YOU. THANK YOU, MR. ALFORD. UM, YES, MAYOR ADLER. I JUST WANTED TO THANK THIS SPEAKER AND, AND ST. EDWARDS AND, AND, UH, UH, PRESIDENT FUENTES AND THE, UM, UH, DIRECTOR OF THIS PROGRAM. UH, THE STUDENTS GATHERED TOGETHER TO, TO FOCUS ON THE ISSUE IS REAL INSPIRING THIS MORNING, UH, WITH THE WORK THAT THEY'VE DONE, UH, THE WAY THEY'VE MOBILIZED, UH, A CAMPUS. I JUST WANT TO CONGRATULATE THE STUDENT AND ASK HIM TO, TO TAKE THAT MESSAGE BACK TO THE, TO THE TEAM. AND I ALSO THINK IT'S REAL INTERESTING, WHILE THEY'RE WORKING ON A FOOD INSECURITY ISSUE, HOW THEY WOULD, IN PART OF THEIR EFFORT, FOCUS ON THE IMPORTANCE OF TRANSIT TO HELPING TO DEAL WITH THAT CHALLENGE. I KNOW THEY'RE COMING, I THINK, TO CAP METRO'S BOARD NEXT WEEK, UH, TO OUR, UM, UH, CITY COUNCIL THIS WEEK TRYING TO, TO REALLY ENCOURAGE THOSE EFFORTS. SO CONGRATULATIONS TO THE, TO THE SPEAKER AND THANKS TO, UH, HIM AND, UH, THE, UM, THE, THE CIVICS LAB AT, UH, ST. EDWARDS. THANK YOU, MAYOR ADLER. THANK YOU. MEMBERS OF THE BOARD, THANK YOU SO MUCH FOR COMING TO OUR MEETING, AND THANK YOU FOR THE GOOD WORK. THANK YOU. AND I BELIEVE MS. JOSEPH, UH, CAME IN PERSON. YES. WELCOME. YOU HAVE THREE MINUTES, CAN YOU? YES, ABSOLUTELY. WELCOME MS. JOSEPH. THANK YOU, MADAM CHAIR MEMBERS [00:05:01] ENOVIA JOSEPH. MY COMMENTS ARE SPECIFICALLY RELATED TO TITLE SIX OF THE CIVIL RIGHTS ACT OF 1964, WHICH PROHIBITS DISCRIMINATION BASED ON RACE, COLOR, AND NATIONAL ORIGIN. I'VE GIVEN YOU CAPITAL METRO'S SYSTEM MAP IN RESPONSE TO, UH, COMMISSIONER. UM, MR. ELKIN IS USUALLY ASKING ABOUT TRANSPARENCY AND ALSO WHAT HAPPENS TO PUBLIC COMMENTS. SO I JUST WANTED YOU TO UNDERSTAND, BACK IN 2019, MEG MERRIT TOLD YOU THAT THE TRANSIT SYSTEM, THE BUSES ARE ACTUALLY THE FOUNDATION. AND SO IF YOU LOOK AT THE MAP, YOU'LL SEE THAT 60 MINUTE BUS ROUTES ARE HIGHLIGHTED. THOSE ARE ONLY IN BLACK NEIGHBORHOODS. AND SO WHILE I RECOGNIZE THAT THERE'S A FREQUENT BUS NETWORK, IT'S FREQUENT SOUTHWEST AND CENTRAL AFRICAN AMERICANS WAIT ABOUT 10 TIMES LONGER IN COLONY PARK AND CRAIG WOOD, IT'S 45 MINUTES NORTH OF US, 180 3. AND CAPITAL METRO ELIMINATED EAST WEST CONNECTIVITY ON JUNE 3RD, 2018 WHEN THEY IMPLEMENTED CAP REMAP. IT'S A 30 MINUTE TRANSFER TO THE WHITE SIDE OR WEST SIDE. AND IF YOU LOOK AT A 1928 RED LINING MAP, YOU WILL SEE THAT IT SEGREGATES THE MINORITIES. AND SO I JUST WANTED YOU TO HAVE THAT CONTEXT SO THAT YOU UNDERSTAND THAT IN YOUR, UH, JOINT POWERS AGREEMENT, 3.22, THE PRIORITY POPULATIONS, BLACK, INDIGENOUS PEOPLE OF COLOR, IT REALLY IS JUST A SMOKESCREEN. AND RESPECTFULLY, UH, THE MAYOR HAS SAID, UM, APRIL 7TH AND ALSO APRIL 5TH, 2020, DURING THE WORK SESSION AND ALSO THE COUNCIL MEETING, THAT HE DOESN'T THINK IT'S, UM, IN THE BEST INTEREST TO PUT, UH, INDIVIDUALS THAT ARE LOW INCOME IN THE RICHEST PARTS OF TOWN I PARAPHRASED. BUT THEY WERE TALKING ABOUT THE, UH, THE OS AUSTIN AMERICAN STATESMEN, UH, PROJECT. AND SO THERE'LL BE FREQUENT ROUTES THERE, BUT I JUST WANT YOU TO UNDERSTAND THAT CONCENTRATIONS OF POVERTY, UM, THAT'S NOT AFFIRMATIVELY FURTHERING FAIR HOUSING. AND SO RESPECTFULLY, LAST NIGHT, UH, FOR THE ZONING AND PLANNING COMMISSION, I REQUESTED THAT THE CHAIR AND LONNIE STERN ACTUALLY, UM, UH, RECUSED THEMSELVES AND TO THE CHAIR, UH, NADIA BARRERA, SHE ACTUALLY DID BECAUSE THEY HAD A CONFLICT OF INTEREST. AND SO I WANT YOU TO UNDERSTAND THAT THE SYSTEM IS NOT EQUITABLE, AND IT IS SIMPLY, UH, SOMETHING THAT I THINK IF YOU LOOK AT THE MAP, YOU CAN SEE FOR YOURSELF. AND SO, EVEN THOUGH YOU SPEAK AD NAUSEUM ABOUT EQUITY, UM, THE REALITY IS THAT IT IS NOT EQUITABLE. FEDERAL TRANSIT ADMINISTRATION, CIRCULAR 4 7 0 2 0.1 B, CHAPTER FOUR 16, ACTUALLY REQUIRES CAPITAL METRO TO REANALYZE AND IMPLEMENT THE LEAST DISCRIMINATORY ALTERNATIVE. AND I DID MEET WITH MR. CLARK APRIL 20TH, 2018, AND UNFORTUNATELY, NONE OF THE ISSUES THAT ARE BROUGHT FORTH HAVE BEEN ADDRESSED. AND SO I WOULD JUST ASK YOU TO RECOGNIZE THE NEED TO PUT $4.7 MILLION, UH, IN PALMER, SAMSUNG TO APPLE, EAST WEST CONNECTIVITY JULY 27TH, 2020, THAT WAS UNILATERALLY ELIMINATED, AND THEN IT WAS $22.8 MILLION MORE FOR THE METRO RAPIDS THAT WILL SERVE THE DOMAIN. AND I WILL WRAP UP BY SAYING THE DEVELOPERS HAVE PAID A FEE IN LIEU OF PUTTING AFFORDABLE HOUSING THERE. SO AGAIN, THE SYSTEM IS INEQUITABLE. IF YOU HAVE ANY QUESTIONS, I'LL GLADLY ANSWER THEM AT THIS TIME. THANK YOU, MS. JOSEPH, DOES ANYONE HAVE ANY QUESTIONS FOR MS. JOSEPH? NO. WELL, I KNOW YOU'VE SPOKEN MANY TIMES ON OUR PHONE CALL, SO IT'S GOOD TO MEET YOU IN PERSON. SO THANK YOU FOR BEING HERE. LIKEWISE. THANK YOU, MADAM CHAIR. THANK YOU, CHLOE. DO WE HAVE ANY MORE SPEAKERS SIGNED UP? NO. THANK YOU. SO OUR FIRST ITEM [2. Technical Advisory Committee Reports] FOR TODAY IS THE A TP TECHNICAL ADVISORY COMMITTEE REPORTS. AND I WILL BE SHARING THE ONE FROM THE EAC. UM, I THINK ALL OF YOU HAVE A COPY ON IN YOUR PACKET. AND RATHER THAN READ IT THIS TIME, UH, BECAUSE THE LAST TIME WAS REALLY LONG, I'M JUST GONNA PARAPHRASE, GIVE YOU ALL JUST A HIGH LEVEL SUMMARY, BUT WE MET ON THREE IMPORTANT ITEMS THEN. UM, WE TALKED ABOUT VEHICLES. WE HAD 25 ATTENDEES AT THIS MEETING, AND WE, UH, TALKED ABOUT THE SEQUENCE AND HOW LONG IT WOULD TAKE FOR THE PROCUREMENT OF VEHICLES TO TAKE PLACE, WHICH WOULD TAKE ANYWHERE BETWEEN 18 MONTHS AND TWO YEARS, UM, FOR THAT PROCUREMENT. AND BY THE TIME THE FIRST VEHICLES ARE DELIVERED, WOULD BE ANOTHER, AN ADDITIONAL THREE YEARS. SO THAT TIMELINE, JUST TO GET AN UNDERSTANDING OF WHAT THAT MEANT AND WHAT IT MEANT IN TERMS OF FUNDING, THAT WAS, THAT WAS REALLY, UH, THE, JUST OF THE, [00:10:02] OF THE CONVERSATION. UM, MS. PINE ALSO BROUGHT UP THE POINT THAT IN TERMS OF F GRANTS THAT COULD BE ADVANCED IF THERE IS ALREADY A PROMISE ON, ON BUYING VEHICLES EARLIER. SO THAT WAS ALSO AN IMPORTANT POINT, AND THE TEAM DID A REALLY GREAT WORK IN SHOWING US A PREVIEW OF SOME OF THEM. BUT THEY'RE GONNA, THEY'RE PREPARING TO PRESENT ON THE BLUE LINE BRIDGE AS WELL, UH, BASED ON THE COMMENTS THAT WERE BROUGHT UP RECENTLY IN THE COMMUNITY. SO THEY'RE GONNA BE PRESENTING IDEAS ON IMPLEMENTATION OF BUSES ON THAT BRIDGE IN PREPARATION FOR THE MEETING ON APRIL 26TH, UH, WHICH IS NEXT TUESDAY. SO IF ALL OF YOU COULD PARTICIPATE, MARK YOUR CALENDARS, UM, FOR THAT MEETING. AND, UM, ONE LAST THING THAT WE TALKED ABOUT, THE REQUEST FOR INFORMATION IN TERMS OF VEHICLES, THERE WAS AN AWARENESS, JUST A WORD OF CAUTION TO ABOUT THE TECHNOLOGIES THAT WE'RE USING. IF THEY'RE CUTTING EDGE, HOW ARE WE MITIGATING FOR ANY POTENTIAL RISKS ON THAT? SO THERE WAS, UM, GOOD DISCUSSION BASED ON THIS. AND, UM, IN PREPARATION FOR THAT BOARD MEETING, I MEAN, THE COMMITTEE MEETING ON THE, ON THE BLUE LINE BRIDGE, AND THIS UPCOMING TUESDAY, THE COMMITTEE ASKED TO HAVE MORE CROSS SECTIONS SO THAT THE TEAM COULD PREPARE THOSE. AND, UM, AND THE, FOR THE FUTURE MEETING TOPICS, WE'RE GONNA BE TALKING ABOUT THE OUTCOMES OF THESE WORKSHOPS THAT HAVE BEEN HAPPENING OVER THE PAST TWO WEEKS, HOW THAT COMMITTEE IS GONNA SEND A RECOMMENDATION TO COUNCIL BASED ON PROS AND CONS OF THAT. UM, SO THAT WOULD BE ALSO THE DESIGN OPTIONS FOR THE PLEASANT VALLEY AND RIVERSIDE CENTER THAT WILL BE REVIEWED AT THE MA MEETING AS WELL. DOES THE BOARD HAVE ANY QUESTIONS? NO, THANK YOU. AND I'LL PASS IT ON TO MS. VCA. THANK YOU FOR COVERING THE, THE PSEC MEETING. AND I KNOW DR. BURNETT IS RUNNING A LITTLE LATE, SO SHE'S GONNA JOIN US HERE SHORTLY. SO THANK YOU FOR OKAY. COVERING THE MEETING. THANK YOU. THANK YOU. UH, SO THE PSEC MEETING WAS ON APRIL 7TH, AND PRIMARILY WE DISCUSSED THE, UH, BLUE LINE BRIDGE, AND THERE WERE THE TEAMS FROM A TP CAPITAL METRO AND THE CITY OF AUSTIN. AND THEY PROVIDED A SUMMARY OF THEIR ANALYSIS ON HOW THE LADY BIRD LAKE BRIDGE, UM, AND THE BLUE LINE COULD ACCOMMODATE BUSES IN ADDITION TO LIGHT RAIL TRANSIT AND THE FACILITIES THAT WOULD BE REQUIRED FOR PEDESTRIANS AND CYCLISTS. UM, I REALLY HAVE TO COMPLIMENT THE, THE TEAM ON THE THOROUGHNESS OF THE PRESENTATION. UM, AND THE, THE DISCUSSION THAT TOOK PLACE, UM, DISCUSS THE CITY POLICIES THAT WOULD BE, UM, NECESSARY TO ENSURE THAT OPERATIONAL FLEXIBILITY, UM, AND WHAT WOULD BE NECESSARY TO SUPPORT THE BUS MOVEMENTS ON TRINITY AND SAN JACINTO STREETS, AND WHAT THE, WHAT THAT WOULD MEAN FOR THE STREET NETWORK. UM, A TP WILL, AS, AS THE CHAIR INDICATED, HOST A COMMUNITY MEETING ON, UM, APRIL 26TH, WHICH WILL BE A DESIGN WORKSHOP. UM, AND WE REALLY WANT TO ENCOURAGE THE COMMUNITY TO PARTICIPATE IN THAT BECAUSE THAT WILL, UM, YOU KNOW, LARGELY ADVANCE A, A RECOMMENDATION THAT WOULD BE INCLUDED IN THE DRAFT ENVIRONMENTAL IMPACT STATEMENT. UH, FUTURE TOPICS THAT WERE, UM, SUGGESTED INCLUDE AN OUTLINE OF SUSTAINABILITY PLAN AND PROCUREMENT PRACTICES, AS WELL AS PROVIDING FEEDBACK THAT A TP NEEDS TO CONNECT ENVIRONMENTAL MESSAGING WITH PLANNING TO MOVE AWAY FROM NEPA LANGUAGE. UM, AND THE NEXT MEETING OF THE PSEC WILL BE ON MAY 5TH. THANK YOU. THANK YOU, MS. FCA. UM, DO WE HAVE ANY QUESTIONS FROM THE BOARD? NO QUESTIONS. I APPRECIATE IT. UH, SO NOW WE'RE MOVING ON TO THE EXECUTIVE DIRECTOR'S REPORT. MR. RANDY CLARK. THANK YOU CHAIR. APPRECIATE IT. UM, GONNA MAKE MINE RELATIVELY QUICK TODAY. TWO THINGS TO HIGHLIGHT. ONE WOULD BE, UH, MANY OF YOU KNOW, UH, WE'RE HAVING A TRANSIT INDUSTRY DAY ON APRIL 26TH. IT'S BETWEEN ONE AND FOUR O'CLOCK NOW AT THE CONVENTION CENTER. IT'S BEEN, UH, SOMETHING, UH, OBVIOUSLY ON THE CAP METRO SIDE. WE DO PRETTY CONSISTENTLY COVID KIND OF PUT A LITTLE, A LITTLE DENT INTO THAT, UH, WITH, UH, IN, UH, IN-PERSON EVENTS. UH, BUT THIS ONE IS REALLY A GREAT COMBINATION OF CAP METRO AND A TP TOGETHER. THE REAL PURPOSE OF THIS EVENT IS TO, UH, PROVIDE EVEN MORE CLARITY TO VENDORS, CONSULTANTS, CONTRACTORS, ABOUT DIFFERENT THINGS THAT CAP METRO'S DOING IN ITS CIP PROGRAM VERSUS THINGS THAT WILL BE COMING THROUGH THE A TP, UH, ORGANIZATION AS, UH, THE PROGRAM, UH, UH, KIND OF GETS MORE DEFINITION THROUGHOUT THE REST OF THE YEAR. SO THERE'S A LOT OF CONSULTANTS, A LOT OF CONTRACTORS THAT WILL BE OBVIOUSLY LOOKING TO BID OR, OR PARTNER, UH, ON, ON BOTH OF THOSE TYPES OF, UH, CO CONTRACTING OPPORTUNITIES. AND WE JUST WANT TO KIND OF LAY THAT ROADMAP OUT FOR EVERYONE SO THEY CAN KIND OF GET THAT CLARITY. THE OTHER REALLY [00:15:01] BIG PART OF THIS EVENT IS WE WANNA CREATE OPPORTUNITIES FOR PRIMES TO MEET WITH DBES AND, AND DBES TO REALLY SHOWCASE THEMSELVES AND CREATE MORE OPPORTUNITIES TO MEET, MEET, MEET PRIMES, SOME PRIMES THAT ARE LOCAL AND SOME PRIMES THAT ARE ACTUALLY NATIONAL, INTERNATIONAL. UM, SO WE'RE WORKING REALLY CLOSELY WITH ALL OF OUR CHAMBER PARTNERS, UH, BOTH OUR MINORITY CHAMBER PARTNERS AND, UH, THE GREATER AUSTIN CHAMBER TO REALLY FACILITATE AS MANY PARTNERSHIPS AND NETWORKING OPPORTUNITIES. SO I WOULD SAY A BIG CHUNK OF THE EVENT IS ACTUALLY NETWORKING WITH DBES. AND WE'RE REALLY LOOKING TO, TO DRIVE HOME THE AMAZING AMOUNT OF OPPORTUNITY THAT FOR THE NEXT, YOU KNOW, DECADE PLUS HERE IN, IN THE, IN THE MARKET. AND IT'LL ALSO HELP US IDENTIFY SOME GAPS. THERE'S OBVIOUSLY NOT ENOUGH CAPACITY IN THIS MARKET TO DO THE VOLUME OF PROJECTS WE'RE GOING TO HAVE. AND SO THE EARLY WE CAN IDENTIFY THOSE GAPS THAT WE CAN WORK WITH, WHETHER IT'S A, C, C OR OTHER INSTITUTIONS TO, AND, AND SOME LOCAL DBES TO BUILD THEIR CAPACITY. 'CAUSE IT'S A, IT'S A MARATHON, UH, NOT A SPRINT. I DID THAT MARATHON JOKE FOR EUGENE. I FIGURED YOU WOULD, YOU WOULD, YOU WOULD LIKE THE FLOW THAT WE DID THERE. UM, SO, SO ALREADY WE HAVE OVER 300, UH, PEOPLE REGISTERED. AND, UH, IT'S JUST A REALLY GOOD EVENT TO GET THAT OUT. UH, I THINK WE'RE THINKING SOMETIME IN LATE FALL OR PROBABLY SORT OF LIKE WINTER, A TP WOULD THEN DO A NEXT INDUSTRY DAY AFTER WE'VE KIND OF GONE THROUGH THE 30%. WE ALL HAVE A DEFINITION OF WHAT WE'RE DOING. 'CAUSE THAT WILL GIVE A LOT MORE CLARITY TO THOSE SPECIFIC, UH, CONTRACTING PACKAGES. SO, UH, I WANT TO HIGHLIGHT THAT. THE OTHER, UH, THING I WANT TO HIGHLIGHT TODAY WOULD BE, UH, IN A MEMO THAT THAT WENT OUT TO THE, TO, UH, ALL, ALL THREE, UH, BOARDS. UH, LET'S GO BACK TO THE OTHER ONE. THERE YOU GO. THANK YOU. CHLOE IS A LITTLE UPDATE ON OUR, UM, ON OUR GRANT PROGRAM. SO IN OUR MEMO, WE DID MENTION THAT, UH, THE SMALL STARTS GRANT PRO, UH, GRANT GRANT PROGRAM FOR EXPO IN PLEASANT VALLEY IS MOVING ALONG REALLY WELL. UH, WE'RE, WE'RE CAUTIOUSLY OPTIMISTIC. WE CAN HAVE THAT GRANT SIGNED, UH, BY JUNE. AND WE'RE WORKING, UH, WITH THE FTA ON THAT. AND FT A HAS JUST BEEN FANTASTIC ON EVERY SINGLE, UH, PIECE OF COORDINATION. CAN'T THANK BOTH HEADQUARTERS IN DC AT OUR REGION OFFICE ENOUGH. THEY'VE JUST BEEN GREAT TO WORK WITH. UH, ORIGINALLY IN OUR MODEL, WE, WE THOUGHT, YOU KNOW, WE, WE SAID 45% AVERAGE FOR ALL FEDERAL PROJECTS IN OUR INITIAL, UH, REQUEST WITH FTA, WE WERE LOOKING FOR A 50 50 SPLIT, AND WE KEPT WORKING WITH THE FDA, AND WE CAME BACK WITH, UH, AN ASK FOR A LARGER FEDERAL SHARE AFTER THE, UH, FEDERAL INFRASTRUCTURE BILL WAS SIGNED BY PRESIDENT BIDEN. AND I'M REALLY HAPPY TO REPORT THAT WE ACTUALLY ENDED UP WITH A VERY, UH, SIGNIFICANT INCREASE IN FEDERAL FUNDING. UH, WE, THE TWO PROJECTS ARE AVERAGING ABOUT 65% FEDERAL SHARE AND 35% LOCAL ALL IN, IT'S ABOUT $30 MILLION MORE OF FEDERAL MONEY BROUGHT BACK HERE TO, UH, BACK HERE TO THE AUSTIN REGION, UH, BASED ON THE INFRASTRUCTURE BILL. SO AGAIN, WE WANNA REALLY THANK, UH, OUR, OUR CONGRESSIONAL DELEGATION FOR THEIR SUPPORT OF, OF, UH, THE INFRASTRUCTURE BILL, THE ADMINISTRATION, AND THE FTA FOR, FOR, FOR THIS BILL AND WORKING CLOSELY WITH US. UM, IT'S A, SO THEREFORE IT'S GONNA SAVE MONEY IN THE MODEL. I THINK WE ESTIMATED TO A 500,000 OF, OF PURE SAVINGS IN THE, IN THE OVERALL INTEGRATED FINANCIAL MODEL, AND THAT EXTRA 30 MILLION OF FEDERAL, UH, WHICH, WHICH WE WOULD SAVE AS WELL. SO REALLY POSITIVE NEWS. SECONDARILY, WE ALSO ASKED FOR THE PROJECT MANAGEMENT OVERSIGHT CONTRACTOR. SO FTA ASSIGNS WHAT'S CALLED A-P-M-O-C FOR, UH, THE NEW STARTS PROJECT FOR THE BIG LARGE RAIL, UH, PROJECTS LIKE THE ORANGE AND BLUE LINE. AND NORMALLY YOU GET THE, UH, A-P-M-O-C ASSIGNED SEVERAL MONTHS BEFORE YOU ENTER ENGINEERING. WE ASKED PROACTIVELY WORKING WITH FTA IF WE COULD GET THAT ASSIGNED EARLY. AND THEY'VE ALREADY ASSIGNED, UH, THE PMOC, AND WE'VE ALREADY HAD OUR, UH, INITIAL KICKOFF MEETING WITH PMOC AS WE ALMOST A MONTH AGO. I THINK AT THIS POINT, UH, IT'S FANTASTIC NEWS. UH, IT'S ABOUT NINE MONTHS EARLIER THAN NORMAL THROUGH THE FDA PROCESS. SO THAT'S GONNA HELP REDUCE RISK, IT'S GONNA HELP PREPARE DOCUMENTATION AND GO THROUGH THE DILIGENCE PROCESS, WHICH SHOULD REALLY HELP MOVE THE GRANT PROGRAM REALLY WELL ON THE ORANGE AND BLUE LINES. UH, AND THEN LASTLY, IN THE INFRASTRUCTURE BILL, UH, THERE IS A CONDITION, UH, FTA IN THE PRESIDENT'S BUDGET TALKED ABOUT POTENTIALLY DOING, UH, PRE WHAT THEY CALL A PRE-AWARD AUTHORITY. SO THE IDEA THAT BEFORE YOU GET A FULL FUNDING GRANT AGREEMENT TO GIVE SOME FUNDING TO AN AGENCY THAT'S ALREADY IN, UH, ENGINEERING, TO KEEP YOUR PROCESS GOING. AND WE'RE GONNA BE WORKING AS CLOSE AS WE CAN WITH FTA AND HOPE, HOPE TO, THAT THEY'RE GONNA BE ABLE TO BRING BACK THAT PART OF THE PROGRAM. SO, ALL IN, IT'S JUST AN UPDATE TO THE BOARD, TO THE PUBLIC AT LARGE THAT ALL OF OUR RELATIONS WITH THE FEDERAL GOVERNMENT ARE GOING FANTASTIC. COULDN'T ASK FOR A BETTER PARTNER. UH, WE'RE GETTING A LITTLE BIT MORE FUNDING THAN WE EXPECTED, AND WE ARE CAUTIOUSLY OPTIMISTIC THAT THE NEXT FEW YEARS ARE GONNA CONTINUE IN THAT TREND. SO, HAPPY TO TAKE ANY QUESTIONS OR THOUGHTS YOU HAVE, BUT JUST WANTED TO PASS THAT ALONG. AND OTHERWISE, UH, CHAIR, THAT WOULD BE MY REPORT. THANK YOU, MR. CLARK. DO WE HAVE ANY QUESTIONS FOR HIM? BOARD MEMBER STRATTON? YES, MADAM CHAIR. UH, RANDY, IF YOU WOULDN'T MIND, UH, IS, IS [00:20:01] IT TOO LATE FOR VENDORS TO STILL CONTINUE TO REGISTER FOR TRANSIT INDUSTRY DAY? UH, I, I DON'T KNOW THE WEBSITE. I CAN'T IMAGINE WE WOULDN'T HAVE, UH, MORE PEOPLE TO SHOW UP. SO, UM, IF, IF YOU HAVE ANY SPECIFIC INFORMATION, YOU COULD PASS IT ON AND WE'LL, AND WE'LL, WE'LL CONTACT THEM DIRECTLY. OKAY. SO THE, THE REGISTRATION ON THE WEBSITE IS CLOSED, BUT IT COULD STILL BE, UH, JACKIE, CAN YOU, DO YOU MIND ANSWERING THAT? SO I, REGISTRATION IS CLOSED, BUT WE'RE HAPPY TO HELP. OKAY. OKAY. ALRIGHT. HERE, GO. OKAY. YEP. GOTCHA. JUST TAKE IT OFFLINE WITH YOU GUYS, IF WE KNOW OF ANYBODY, THEN EXACTLY. OKAY. YEP. GREAT. THANKS. OKAY. THEY MAY ALREADY BE REGISTERED, WHO KNOWS? . THERE YOU GO. THANK YOU. SO, WITH THE PARTNERS, I DO HAVE A QUESTION. WITH THE INDUSTRY DAY, THE CITY'S ALSO INVOLVED IN PRESENTING AND HAVING THEIR PROCUREMENT OPPORTUNITIES THERE FOR ANY PROJECTS WITH THE CITY AS WELL. I'M NOT SURE. I, I BELIEVE THEY HAVE A TABLE FOR REGISTRATION ON THEIR, UH, SMALL BUSINESS, UH, WOMEN OWNED, UM, MINORITY FIRM PROGRAM. CORRECT. JACKIE, IS IT OKAY, SO THE PEOPLE COULD COME BECAUSE IT'S A DIFFERENT, DIFFERENT TYPES OF REGISTRATION. OURS IS THE FEDERAL STUFF VERSUS THE, THE CITY IS A NON-FEDERAL PIECE OF THE PROGRAM, I GUESS IS, IS IS HOW THEY'RE COORDINATING. CORRECT. JACKIE, THANK YOU. OKAY, THANK YOU. SO, WITHOUT ANY FURTHER QUESTIONS FOR MR. CLARK, CAN WE MOVE ON? YEAH. THANK YOU. SO WE'RE GONNA HAVE A LITTLE BIT OF SHIFT IN OUR AGENDA. SO WE'RE GOING TO NEXT HAVE THE PROGRAM UPDATES, AND, UM, AND THEN WE'LL THEN MOVE TO THE DISCUSSION ITEMS, AND THEN WE'RE GONNA GO INTO EXECUTIVE SESSION RIGHT BEFORE WE GO INTO THOSE ACTION ITEMS. SO JUST TO MAKE SURE THAT WHAT WAS POSTED, THERE'S A BIT OF A CHANGE. UM, AND ALSO AS WE WAIT FOR DR. BURNETT TO COME HERE. SO MS. JACKIE, GOOD AFTERNOON, EVERYONE. CAN YOU ALL HEAR ME? YES. YES. THANK YOU. WELCOME. THANK YOU. UH, IT'S [4.1. Community Engagement and Involvement Update] MY PLEASURE TO BRING YOU THE COMMUNITY ENGAGEMENT UPDATE, UM, FOR APRIL. SO WE HAD A VERY BUSY MONTH, UH, LAST MONTH AND THIS MONTH SO FAR. WE, AS I MENTIONED AT OUR LAST MEETING, WE HAD OUR ORANGE AND BLUE LINE, UH, TOPICS, COMMUNITY MEETINGS ON MARCH 29TH AND 31ST, UM, TOTAL 185 PARTICIPANTS. UM, AND THE PURPOSE OF THESE MEETINGS WAS TO GIVE PEOPLE A CHANCE TO HAVE SOME DEEP DIVE DISCUSSIONS WITH OUR TECHNICAL TEAMS AND OTHERS, UM, ON TOPICS THAT HAVE BEEN COMING UP OVER THE LAST COUPLE OF YEARS. AND SO WE HAD FOUR BREAKOUT DISCUSSION GROUPS. WE HAD ONE ON TRAFFIC, ONE ON ENVIRONMENTAL, UH, STUDY. WE HAD ONE ON INTERCONNECTIVITY AND ONE HOSTED BY OUR PARTNERS AT THE CITY OF AUSTIN ON ANTI-DISPLACEMENT STRATEGIES. AND A FEW OF THE TOPICS THAT GOT THE MOST ROBUST DISCUSSION WERE ACCESS FOR ALL ABILITIES. IN OTHER WORDS, DESIGNING FOR ACCESS FOR ALL ABILITIES, THE IMPORTANCE OF WAY FINDING AND CLEAR SIGNAGE THROUGHOUT THE SYSTEM, AS WELL AS REAL TIME INFORMATION, UM, BICYCLE AND PEDESTRIAN CONNECTIVITY INTO THE SYSTEM. UM, AND, UH, THE IMPORTANCE OF INTERCONNECTIVITY WITH CAP METRO'S, OTHER SERVICES. SO THOSE WERE SOME REALLY GREAT TOPIC DISCUSSIONS, UM, GAVE US A LOT OF FEEDBACK FROM THE COMMUNITY AND GAVE PEOPLE A CHANCE TO REALLY TALK ABOUT THINGS THEY WANTED TO TALK ABOUT. SO THOSE WERE GREAT. UM, THEN WE HAD OUR SOCO OR SOUTH CONGRESS WORKING GROUP ON APRIL THE SIXTH. THAT WAS 49 PARTICIPANTS. CRESTVIEW STATION WORKING GROUP WAS ON. UM, OH, I DIDN'T PUT THE, THE DATE IN HERE, BUT IT WAS EARLIER THIS MONTH. UM, CRESTVIEW WAS AN INTERESTING MEETING BECAUSE IT CONVENED NOT JUST THE ORANGE LINE PROJECT, BUT ALL OF THE OTHER PROJECTS THAT MAKE UP A VERY COMPLEX, UH, INTERSECTION THERE AT CRESTVIEW, WHERE CRESTVIEW STATION IS. AND SO LUCKILY WE HAD TWO COUNCIL MEMBERS, COUNCIL MEMBER LESLIE POOLE, AND COUNCIL MEMBER, UH, CHITO VELA, WHO, UH, CO-SPONSORED OR CO-HOSTED THE EVENT FOR US AND WERE ABLE TO CONVENE ALL OF THE PARTIES THAT WERE INVOLVED. AND THE PURPOSE WAS REALLY TO LET PEOPLE, UH, IN THE AREA UNDERSTAND THE COMPLEXITY AND THE INTERDEPENDENCIES BETWEEN ALL OF THESE MOVING PARTS AND WHY IT'S SUCH A DESIGN CHALLENGE. AND, UM, WHAT ARE SOME OF THE OPPORTUNITIES WE HAD BEFORE US. SO, GREAT MEETING. WE HAD 124 PARTICIPANTS FOR THAT ONE. WE'RE GONNA BE FOLLOWING UP WITH A TOWN HALL FROM THE COUNCIL MEMBER OFFICES IN JUNE TO CONTINUE THE CONVERSATION. THEN WE HAD OUR SOUTH LINE WORKING GROUP. UH, THAT WAS A VERY SMALL ATTENDANCE. AND NOT SURPRISING. THE SOUTH LINE IS THAT, UM, EXTENSION OF THE ORANGE LINE THAT IS BEING CLEARED ENVIRONMENTALLY FOR FUTURE DEVELOPMENT AS A, AS A LIGHT RAIL SERVICE. UM, AND SO, YOU KNOW, WHILE IT'S NOT IMMEDIATE, WE ARE CLEARING IT ENVIRONMENTALLY FOR THAT PURPOSE. WE, WE, WE WANTED TO INTERACT WITH FOLKS IN THAT AREA. UM, WE'RE HOPING TO GET MORE INFORMATION OUT TO THOSE FOLKS AS WE MOVE FORWARD IN DESIGN. UM, AND THEN OUR ADVISORY GROUPS MET, OF COURSE, THIS MONTH. WE HAD, UM, [00:25:01] A JOINT COMMUNITY ADVISORY COMMITTEE AND TECHNICAL ADVISORY COMMITTEE ALIGNMENT TOUR ON APRIL 2ND. UH, I'LL SHOW YOU SOME PICTURES OF THAT IN JUST A MINUTE. WAS REALLY SUCCESSFUL EVENT. AND IT WAS AN OPPORTUNITY FOR ALL OF OUR COMMITTEE MEMBERS TO REALLY SEE FROM THE GROUND. UM, THE ALIGNMENTS THAT THESE PROJECTS ARE, ARE GOING TO TRAVEL ON, UM, AND PROVIDE SOME FEEDBACK, ASK QUESTIONS, CLARIFICATIONS, ALL KINDS OF, UM, OPPORTUNITIES THERE. UM, AS WE MENTIONED EARLIER, WE HAD, UH, THE ENGINEERING ARCHITECTURE AND CONSTRUCTION MEETING ON APRIL 6TH, FOLLOWED BY, UH, THE PLANNING, SUSTAINABILITY, EQUITY AND DBE COMMITTEE MEETING ON APRIL THE SEVENTH. UM, WE HAD NO CAC MEETING THIS MONTH, SO WE'LL BE RECONVENING NEXT MONTH. AND IF WE GO TO THE NEXT SLIDE, WE CAN JUST LOOK AT A COUPLE PICTURES FROM THAT ALIGNMENT TOUR. I THINK PEOPLE REALLY ENJOYED IT. IN ADDITION TO JUST UNDERSTANDING MORE ABOUT THE PROJECT ALIGNMENTS, IT WAS AN OPPORTUNITY FOR COMMITTEE MEMBERS TO GET TO KNOW EACH OTHER AND BE IN PERSON. AND YOU PROBABLY KNOW LONNIE STERN, MY COLLEAGUE, HE GAVE AN AMAZING TOUR. UH, HE'S WONDERFUL AT THAT STUFF. SO JUST A REALLY GOOD TIME. WE'RE GONNA BE DOING, UH, MORE OF THESE IN THE FUTURE. I BELIEVE THERE'S ONE COMING UP FOR BOARDS AND ELECTED OFFICIALS AT THE END OF THIS MONTH OR TWO ACTUALLY. ALL RIGHT. AND THEN ON THE NEXT SLIDE, WE'LL TALK ABOUT WHAT'S COMING UP FOR COMMUNITY ENGAGEMENT. UM, ON APRIL 19TH, WE, WE ACTUALLY HAD THIS ALREADY, THE NORTH GUADALUPE, NORTH LAMAR WORKING GROUP MEETING. UM, AND THEN AS WE MENTIONED, NEXT WEEK ON APRIL THE 26TH, I BELIEVE THE CHAIR MENTIONED, THIS IS OUR BLUE LINE BRIDGE AT LADY BIRD LAKE MEETING, UH, MAY 3RD, THE NORTH LINE WORKING GROUP. THIS IS THAT NORTHERN EXTENSION THAT IS, UM, BEING CLEARED ENVIRONMENTAL ENVIRONMENTALLY FOR A FUTURE LIGHT RAIL INVESTMENT. UM, THEN ON MAY THE FOURTH, WE HAVE OUR, UH, ENGINEERING, UH, ARCHITECTURE AND CONSTRUCTION MEETING, FOLLOWED BY MAY 5TH, THE PSEC MEETING, PLANNING, SUSTAINABILITY EQUITY AND DBE ON MAY THE 10TH. WE'RE HAVING A COMMUNITY MEETING REGARDING THE COMBINED MAINTENANCE FACILITY, UM, THAT IS BEING PLANNED. UM, AND THEN ALSO ON MAY THE 10TH, WE HAVE A FINANCE AND RISK COMMITTEE MEETING. THAT COMMITTEE HAS BEEN MEETING, IF YOU RECALL, QUARTERLY ON MAY THE 12TH. WE HAVE OUR NEXT, UH, COMMUNITY ADVISORY COMMITTEE MEETING. AND THEN ON MAY 18TH, WE'LL HAVE A WORKING GROUP MEETING FOR THE PLEASANT VALLEY EAST RIVERSIDE WORKING GROUP. MAY 24TH, WE WILL REVISIT THE DRAG WORKING GROUP. ALWAYS AN INTERESTING SUBJECT. UM, ON JUNE THE FIRST, THIS WILL BE REALLY EXCITING FOR A LOT OF COMMUNITY MEMBERS. WE'LL BE TALKING ABOUT VEHICLES AND SYSTEMS, AND THOSE ARE THE SHINY OBJECTS THAT A LOT OF PEOPLE GET EXCITED ABOUT. SO WE'RE LOOKING FORWARD TO HAVING A REALLY COOL DISCUSSION ON THAT. UM, AND THEN YET TO BE SCHEDULED, BUT COMING IN JUNE, TUNNEL TECHNOLOGY AND SUBWAY COMMUNITY MEETING, AND AN AUDITORIUM, SHORES REPUBLIC SQUARE GOVERNMENT CENTER STATION WORKING GROUP MEETING. AND THAT IS THE UPDATE FOR THIS MONTH. I'M HAPPY TO ANSWER ANY QUESTIONS. THANK YOU, MS. BERG. UM, I'D LIKE TO OPEN IT. YES. MAYOR ADLER, DO YOU HAVE QUESTIONS? NO, YOU WANNA GO FIRST? I CAN GO FIRST. . SO WE HAD A CONGRATULATIONS AND OF ALL THIS HARD WORK, I KNOW THAT THIS IS A HEAVY LIFT, JACKIE. SO THANK YOU FOR YOUR STAMINA AND GRACE. UM, SO WE HAVE A GOOD BRIEFING THIS MORNING WITH A DEBRIEF WITH COUNCIL MEMBER POOL, COUNCIL MEMBER KITCHEN CHAIR, ILIAN ON HOW THESE WORKSHOPS ARE GOING. MAYOR ADLER JOINED ME IN THIS MEETING. AND ONE THING THAT RESONATED REALLY WELL, AND WITH THE CRESTVIEW AS, UM, AS A CASE STUDY OF HOW TO DO THESE TOWN HALLS IS THAT YOU ALL CONVENE, YOU WORK TOGETHER WITH OUR COUNCIL DISTRICTS AND TO INVITE THEIR CONSTITUENTS TO COME TO THIS BOARD, TO THIS MEETING, SO THAT IT WAS MORE PRODUCTIVE, MORE ROBUST CONVERSATIONS. THEY WERE VERY COMPLIMENTARY OF ALL OF THE KNOCKING ON DOORS THAT ALL OF YOU DID TO INVITE EVEN MORE PEOPLE. SO IF THAT COULD BE A GOOD MODEL, THEY OFFER TO AUGMENT WITH EACH DISTRICT AS YOU GO THROUGH THIS ROBUST LINE, I KNOW IT'S A LOT OF WORK, AND THEY ASKED US TO HELP YOU AUGMENT WHATEVER Y'ALL NEED TO BE ABLE TO FOLLOW A GOOD MODEL THAT'S MORE PRODUCTIVE. SO THANK YOU FOR, FOR THE HARD WORK. AND WE'RE GRATEFUL TO THE COUNCIL MEMBERS' OFFICES FOR HELPING US CONVENE MORE PEOPLE. IT REALLY HELPS TO HAVE THEM BEHIND THE EFFORT. AND THE OTHER THING THAT REALLY RESONATED WELL WAS THAT IT WAS MORE INTERACTIVE. IT WAS JUST NOT PEOPLE TALKING TO THE CONSTITUENTS, BUT REALLY BEING ABLE TO ASK QUESTIONS, GET THEIR FEEDBACK LIVE. AND SO THAT MODEL THEY REALLY LIKED, AND THEY WANTED US TO FOLLOW MORE OF THAT IDEA. SO SOMETHING FOR US TO THINK ABOUT AND IMPROVE AND MAKE SURE THAT WE [00:30:01] KEEP IN MIND. AND JEFF BILION, UH, CHAIR BILION MENTIONED THAT LET'S NOT FORGET THE PEOPLE THAT ARE MISSING AT THESE CONVERSATIONS TO HAVE AN AWARENESS OF WHO'S NOT AT THE, YOU KNOW, ATTENDING. SO WE CAN GO TO THE PTAS, TO THE CHURCH GROUPS, TO THEIR, TO THEIR COMMUNITY, RIGHT? INSTEAD OF EXPECTING EVERYONE TO COME TO US. AND REALLY WHAT'S WHAT, THE OTHER QUESTION THAT I ASKED WAS HOW CLEARLY ARE WE IDENTIFYING THE, THE COST AND OPTIONS AT THESE MEETINGS? AND THEY ASKED US THAT THAT'S AN AREA THAT COULD IMPROVE FROM THIS GROUP, ESPECIALLY IN LIGHT OF, UH, THE NEWS THAT CAME OUT LAST WEEK AND WHAT ARE, WHAT ARE THOSE DRIVERS OF COST IN OUR COMMUNITY? SO LET'S NOT, LET'S NOT NEGLECT THAT, THAT PORTION OF THE REALITY OF WHERE WE ARE WITH THIS PROGRAM AND HOW WE CAN MAKE IT REALLY SUCCEED. UM, SO WITH THAT, I, I JUST COMMEND ALL THE HARD WORK THAT Y'ALL ARE DOING. THANK YOU. AND, UM, ANYBODY ELSE HAVE ANY QUESTIONS OR COMMENTS? YEAH, AGAIN, I'M NOT SURE THAT ANYBODY IN THIS CITY DOES COMMUNITY ENGAGEMENT AS WELL AS, AS A TP DOES. AND, AND CAP METRO HAS WITH RESPECT TO PROJECT CONNECT. I MEAN, THROUGH THIS ENTIRE PROCESS, I JUST THINK IT'S BEEN REALLY, REALLY STELLAR WORK. SO KUDOS TO, TO THE STAFF, TO YOU, TO EVERYBODY THAT'S INVOLVED. UM, I, I GOT THE SAME MESSAGE THAT THE, THAT THE CHAIR DID, UH, FROM PEOPLE WHO ATTENDED THE CRESTVIEW ONE, THAT SOMETHING HAPPENED IN THAT DYNAMIC THAT MADE IT STAND OUT IN PEOPLE'S MINDS. UH, PEOPLE THAT HAD SEEN THAT OR SEEN OTHER, UH, MEETINGS AS, AS WELL TOO, TO WHATEVER LEVEL YOU WERE HITTING, YOU DID SOMETHING THAT TOOK IT TO AN EVEN HIGHER LEVEL. AND I HAVE TO GIVE CREDIT TO MY COLLEAGUE, LONNIE STERN, WHO IS AN AMAZING TALK SHOW HOST , AND HAS TAKEN THIS MORE TO IT LIKE A RADIO TALK SHOW FORMAT. AND IT REALLY DOES OPEN UP THE CONVERSATION. IT'S BEEN FABULOUS. HE'S, HE'S REALLY GREAT. WELL, YOU KNOW, THE UNFORTUNATE THING IS, IS THAT WHEN YOU HAVE LIKE A REALLY HIGH LEVEL AND THEN YOU BEAT IT, IT BECOMES EVERYBODY'S EXPECTATION. UH, SO WHATEVER THAT WAS, I, I WOULD TRY TO CAPTURE THAT IF IT, IF IT'S HELPFUL. THE KINDS OF FEEDBACK THAT I'VE GOTTEN ON THAT IS THAT ONE, IT WAS MORE INTERESTING AND FUN. SECOND, IT DIDN'T RELY SO MUCH ON THE KIND OF THE ENGINEERING DRAWINGS THAT HAVE BEEN PART OF WHAT WE DEVELOP IN THE NORMAL COURSE OF OUR OTHER BUSINESS. WHATEVER IT WAS YOU PRESENTED WAS EITHER MORE UNDERSTANDABLE TO MORE PEOPLE OR MORE RELEVANT TO MORE PEOPLE IN TERMS OF WHAT WOULD BE HAPPENING ON THE, ON THE GROUND. UH, I, I'VE HEARD THAT DESCRIBED TO ME. UH, I HEARD THAT, THAT THAT MEETING WAS, WAS MORE FUN. UH, I'VE HEARD THAT IT WAS REALLY UPBEAT, UH, KIND OF MEETING, BECAUSE THE NEWS WE'RE PRESENTING AND THE PROJECT WE'RE PRESENTING IS SO, UH, UH, EXCITING, UH, AND, AND WILL BE SO TRANSFORMATIVE FOR THE COMMUNITY. UH, APPARENTLY, UM, UH, IT REALLY CAPTURED THAT, THAT, THAT, THAT FEELING. UM, UM, YOU AND, AND PETER AND LONNIE, UH, ALL BEING CALLED OUT BY NAME, BY PEOPLE, SO THANK YOU. I KNOW THERE ARE A LOT MORE PEOPLE INVOLVED IN IT. MAYBE THEY JUST ONLY KNOW THOSE THREE NAMES. UH, BUT, BUT, BUT CALLED OUT ESPECIALLY. SO WHATEVER THAT WAS AND, AND, AND CAPTURED IN THAT, I THINK THAT WOULD BE HELPFUL. I JOINED IN, IN THE, IN THE, THE REQUEST OF THE CHAIR TO MAKE SURE THAT WE GET ALL THE INFORMATION OUT, UH, THAT PEOPLE ARE GOING TO FIND SIGNIFICANT IN TWO MONTHS OR THREE MONTHS. UH, THE MORE THAT WE TOUCH ON IT AND, AND PEOPLE HEAR IT, THE MORE IT BECOMES SOCIALIZED, THE MORE THE ISSUES ARE OUT. UM, THERE'LL BE LESS QUESTIONS, FEWER PEOPLE SURPRISED. UM, WE'LL BE ABLE TO POINT BACK AT, AT EARLIER CONVERSATIONS THAT, THAT MAYBE PEOPLE ATTENDED OR HAD THE OPPORTUNITY TO ATTEND. UM, UH, THE, THE GOAL FOR THESE MEETINGS, AND THERE ARE A LOT OF 'EM, I SEE 'EM ON YOUR SCHEDULE, AND WE, WE HAD LIKE 12 OR 14 OF 'EM EACH ON INDIVIDUAL TOPICS THAT HAD TO BE HELD APRIL, MAY, AND JUNE TO MEET THE CALENDAR. THE MORE WE CAN MAKE SURE THAT THERE ARE NO SURPRISES WITH RESPECT TO ANYTHING THAT HAPPENS WHEN THE 30% DRAWINGS COME OUT, OR WHEN THE RECOMMENDATIONS FROM, FROM STAFF ARE COMING TO THE THREE BOARDS OF WHAT SHOULD BE INVOLVED IN THAT AND WHAT THE CHOICES ARE, OR WHAT THE, WHAT THE COST IMPACTS ARE, WHAT THE DESIGN IMPACTS ARE, THE UTILITY, THE AESTHETICS, THE MORE YOU CAN AIR THOSE THINGS NOW, I PROMISE YOU IT'S GONNA BE SO MUCH EASIER JUST FROM A PROCESS [00:35:01] EVALUATION STANDPOINT IN, IN TWO MONTHS. AND THESE ARE GONNA BE HARD QUESTIONS IN TWO OR THREE MONTHS FOR THE, FOR THE COMMUNITY. SO WE REALLY NEED YOUR, YOUR, YOUR HELP NOW ON THOSE. SO ABSOLUTELY. I'LL REITERATE MY SUPPORT FOR WHAT THE, WHAT THE CHAIR SAID. AND I THINK THAT'S IN LINE WITH WHAT YOU HEARD FROM THE THREE GROUPS BEFORE AND FROM ATP YES. GROUP A MONTH AGO. UH, ARE WE ON TRACK? I MEAN, THERE WERE YOU GUYS, IN ORDER TO MAKE THE TIME SCHEDULE, YOU GUYS HAD TO DO THIS INCREDIBLE NUMBER OF REALLY SUBSTANTIVE MEETINGS WITH THE COMMUNITY TO RAISE SOME OF THESE ISSUES THAT WERE HAPPENING IN A APRIL, MAY, AND JUNE. ARE WE ON TRACK TO WE'RE ON TRACK TO DO THEM, YES. WE'LL COMPLETE THEM IN JUNE. OKAY, GREAT. YOU'RE DOING A GREAT JOB. THANK YOU. THANK YOU. THANK YOU. ANY MORE QUESTIONS? BOARD MEMBER STRATTON. THANK YOU, MADAM CHAIR. UM, WOW. IT'S MAKING ME SAD, UH, HEARING ALL THIS FEEDBACK THAT, THAT I WAS UNABLE TO, UH, TO ATTEND THE CRESTVIEW EVENT, UH, DUE TO A FAMILY COMMITMENT. UM, BUT, UH, JACKIE, I KNOW THAT, THAT A LOT OF THE FOCUS OF THE CRESTVIEW EVENT AS WELL WAS REALLY BASED AROUND THE COMMUNITY THAT THAT REALLY LIVES AND, AND, AND WORKS AND THE BUSINESSES THAT ARE IN THE AREA AROUND THAT CRESTVIEW STATION. UM, WHAT I'M WONDERING IS IF THERE'S ANY PLANS RIGHT NOW TO KINDA LOOK AT CRESTVIEW ALSO THROUGH ANOTHER LENS IN PARTICULAR FROM THE COMMUTER LENS, BECAUSE OF THAT, THE, THE CRITICAL POINT THAT THAT'S GOING TO BE FOR THE COMMUTERS COMING FROM, UH, COMING OFF THE RED LINE IN PARTICULAR, OUT OF, UM, MY NECK OF THE WOODS, OUT OF, UH, UH, LAKE LINE AND, AND LEANDER, OUT OF DISTRICT, OUT OF DISTRICT SIX IN AUSTIN, AND FURTHER OUT BEYOND AND, AND LEANDER. UM, WOULD, WOULD IT BE POSSIBLE, OR WOULD IT BE, UH, WOULD WE BE ABLE, WOULD THERE BE TIME IF FOR US MAYBE TO, TO LOOK AT SOMETHING? OR WOULD IT BE BENEFICIAL TO TRY TO PUT SOMETHING TOGETHER TO, TO GET FEEDBACK FROM THOSE TYPES OF, OF USERS, PEOPLE THAT WOULD BE ENGAGING WITH THE CRESTVIEW STATION TO, TO TRY TO GET THAT PERSPECTIVE OF IT AND FROM THIS, YOU KNOW, FUN, FUN-FILLED, UH, ADVENTURE AND AND EXAMINATION THE WAY THAT Y'ALL DID IT FOR, FOR THE, THE LOCAL FOLKS. AND MAYBE FIGURE OUT A WAY TO, TO TAKE THAT FEEDBACK FROM PEOPLE WHO ARE, UM, WHO ARE, UH, TRANSITIONING, WHO ARE CHANGING STATIONS, GOING FROM RED LINE TO ORANGE AND BLUE, AND GET THEIR FEEDBACK AS TO WHAT THE, THEY'RE LOOKING FOR AND WHAT THE DYNAMICS WOULD NEED TO BE AT THAT PIVOTAL INTERCHANGE ALONG WITH THE LOCAL FOLKS WHO, WHO LIVE THERE IN THAT AREA TO, TO TRY TO HELP FIGURE OUT HOW TO MAKE THAT CONNECTION WORK FOR EVERYONE WITHIN THE, THE REGION THAT'S GONNA BE USING IT. WOULD, WOULD THAT HELP? AND WOULD IT BE POSSIBLE SINCE THERE STILL TIME? YEAH, THAT'S ACTUALLY A GREAT IDEA. I WISH I HAD THOUGHT OF IT MYSELF. UM, THANK YOU FOR BRINGING THAT UP. AND I THINK, YEAH, ABSOLUTELY, WE CAN MAKE THAT HAPPEN. WE CAN WORK WITH OUR COLLEAGUES AT CAPITAL METRO, UM, TO WORK WITH THE COMMUTERS WHO, WHO USE THE RED LINE. THERE ARE, YOU KNOW, EMAIL LISTS OF FOLKS WHO HAVE OPTED IN MM-HMM. . SO WE CAN TRY AND CONVENE SOMETHING LIKE THAT. OKAY. AND I, I THINK IT MIGHT BE HELPFUL TO ALSO REACH OUT TO, UM, TO, TO COUNCIL MEMBER, UM, MCKENZIE KELLY YES. AND HER STAFF AS WELL, TO, TO SEE, 'CAUSE I KNOW THEY'VE GOT SOME CONNECTIONS UP THERE TOO. AND THEY, THEY, THEY FREQUENTLY DO TOWN HALLS. I THINK THEY'VE GOT SOMETHING COMING UP WHERE THEY'RE, THEY'RE, UH, ENGAGING THAT THEY'VE OPENED UP THEIR, THEIR OFFICE AND THEY'RE DOING SOMETHING WITH, UH, A PD, UH, THEY, THEY WOULD PROBABLY WANT TO DO SOMETHING LIKE THAT. THAT'S GOOD TO KNOW FOR PROJECT CONNECT AND TRANSIT. SO, AND I, I CAN HELP FACILITATE THAT IF IT WOULD BE HELPFUL. PERFECT. THAT WOULD BE GREAT. THANK YOU. OKAY, GREAT. THANK YOU. THANK YOU. ANY OTHER QUESTIONS? NO, I JUST REMEMBER ONE MORE COMMENT THAT REALLY STOOD OUT, UM, IN THE DELIVERY OF THE INFORMATION AT THIS COMMUNITY MEETINGS. ANOTHER THING THAT WAS APPLAUDED FROM, FROM COUNCIL WAS WHEN WE DON'T KNOW THE ANSWERS TO SAY WE DON'T KNOW, RIGHT? AND SO THEY REALLY APPRECIATE MR. MULLEN, WHERE'S MR. MULLEN? YOU GOT A LOT OF KUDOS THIS MORNING ON, ON YOUR DELIVERY. ON, ON SAYING, YOU KNOW, SOMETHING THAT DOESN'T, THAT WE DON'T KNOW THE ANSWER. WE'RE, WE'RE, WE EXPECT THE COMMITTEE TO HELP US SOLVE SOME ISSUES. AND WE'RE WELCOME AND OPEN TO THAT DIALOGUE. SO KEEP THAT UP. THAT WAS GOOD. SO THANK YOU. THANK YOU. UM, MR. COUCH, [4.2. Technical Program Update] YOU'RE NEXT FOR OUR PROGRAM UPDATE TECHNICAL PROGRAM UPDATE. WELCOME MR. COUCH. WELCOME. THANK YOU. UH, CHAIR MEMBERS OF THE BOARD EXECUTIVE DR. CLARK. UH, JACKIE'S ALWAYS A HARD ACT TO FOLLOW , AND WHAT SHE JUST WENT THROUGH MAKES IT IMPOSSIBLE. I, I DON'T KNOW HOW SHE DOES HER JOB OR HOW SHE KEEPS UP WITH WHERE THINGS ARE, SO I'D JUST ADD MINE TO THE COMPLIMENTS FOR JACKIE. SHE IS SUPER, UH, SO NOW OF THE BORING PART OF THE UPDATE, UH, WHERE WE ARE GOING FORWARD WITH THE ENGINEERING [00:40:01] AND THE NEPA PROCESS. UH, WE HAVE GOT THE BLUE AND ORANGE LINE, UH, THAT WE CONTINUE TO MOVE FORWARD WITH THE NEPA PREP, TURN IT TO THE OTHER SIDE, UH, THE ORANGE LINE, WHICH WE CONTINUE TO GO AHEAD AND MOVE FORWARD WITH THE 30% DESIGN. UH, WE'VE GONE THROUGH THAT AND RECEIVED COMMENTS FROM THE CITY OF AUSTIN AND OUR OTHER STAKEHOLDERS. WE IN ACTION HAVE RECEIVED 7,500 COMMENTS ON THE 30% DESIGN, UH, AS A RESULT OF THE DETAILED REVIEW THAT HAS GONE ON. UH, AND THAT'S THE DEPTH OF THE REVIEW, WHICH IS GREAT. IT'S EXACTLY WHAT WE NEED TO MAKE SURE THAT WE'VE GOT THAT INPUT FROM ALL OF THE STAKEHOLDERS. SO WE KEEP GOING WITH THAT. WE NOW HAVE ALSO GOT THE BLUE LINE IN, UH, THE BLUE LINE. DIDN'T FA AS WELL. THEY HAD ABOUT 2,500 COMMENTS, BUT WHEN YOU LOOK AT IT, THE BLUE LINE IS ABOUT HALF OR A THIRD OF WHAT THE LENGTH IS ON, UH, THE ORANGE LINE. UH, SO GINA, THANK YOU VERY MUCH FOR ALL THE PARTICIPATION BY THE CITY STAFF, UH, THE GREAT COMMENTS. AND WE LOOK FORWARD TO WORKING THROUGH THOSE, UH, AND GETTING THOSE RESOLVED AS WE GO AHEAD AND MOVE FORWARD, UH, AND ADD IT INTO THE 30%. WE, AS JACKIE SAID, WE'VE DONE THINGS WITH LADY BIRD LAKE. UH, WE'VE GOT A WAY THAT WE'VE WORKED THROUGH SEVERAL ISSUES. AND NOW THAT WE'LL BE COMING UP AT THE NEXT PRESENTATION AS WE GO FORWARD WITH THE NEPA PROCESS, THE TWO BIG THINGS THAT ARE THERE IS WE NOW HAVE GOT, UH, TWO FTA, UH, THE FIRST DRAFT OF THE DRAFT ENVIRONMENTAL IMPACT STATEMENT. SO WE'RE STARTING TO GO THROUGH THAT WITH THEM. UH, WE'LL GET THEIR COMMENTS AND GO AHEAD AND GET THOSE INCORPORATED. WE CONTINUE TO WORK WITH ISSUES THAT ARE FOUR F SIX F, UH, PROGRAMMATIC THINGS, ALL THE OTHER COMPONENTS THAT WE NEED TO BE ABLE TO GET TO, UH, TO GO THROUGH WHERE WE ARE, NOT ONLY ON THE NEPA PROCESS, BUT ALSO TO MOVE THE PROGRAM AHEAD. GOING SPECIFICALLY TO METRO RAPID, UH, AS EXECUTIVE DIRECTOR CLARK SAID A FEW MINUTES AGO, WE WERE VERY FORTUNATE WITH THE WAY THAT WE CAME UP WITH, AND WE'RE ABLE TO GO AHEAD AND GET, UH, THE INCREASE IN FEDERAL SHARE. THAT'S SOMETHING THAT IS SIGNIFICANT AND HOPEFULLY CAN BE BUILT UPON AS WE GO TO THE ORANGE AND THE BLUE LINE. SO THAT'S, THAT'S WHAT WE'RE LOOKING AT TO GO FORWARD WITH. UH, WE HAVE STARTED THE FIELD WORK, UH, ON EXPO. UH, WE HAVE THREE OF THE CONCRETE SECTIONS, PADS FOR THE BUS STOPS, UH, THAT HAVE BEEN INSTALLED, AND WE'RE ABOUT READY TO MOVE ON TO THE FOURTH ONE. UH, WE'RE STARTING THE PERMIT PROCESS FOR PLEASANT VALLEY. UH, AND AS WE GO FORWARD WITH THAT, WE'LL MOVE INTO THE CONSTRUCTION ON THOSE. UH, WE'RE ON TRACK WITH THAT PROGRAM. UH, WE'VE RECENTLY GONE THROUGH, UH, AND DONE THE SELECTION AND THE, UH, EXECUTION OF THE CONTRACT FOR THE SHELTERS. UH, IT, SO THAT'S A PROCESS THAT WE'LL HAVE A PROTOTYPE AND MOVE THROUGH, UH, TO BE ABLE TO GO AHEAD AS WE FINISH UP, UH, THE CONCRETE PORTIONS AND GO AHEAD AND GET THE SHELTERS IN PLACE. UH, THE GOLD LINE IN SOUTH LAMAR ARE A LITTLE BIT BEHIND THAT. WE'VE STARTED THOSE, UH, AND THEY WILL CATCH UP, UH, AS WE GO FORWARD. WE'VE GOT THE CONTRACT SET FOR THE CONCRETE, UH, AND ALSO FOR THE SHELTERS. UH, SO THEY'RE PART OF THE TWO LINES FOR EXPO AND PLEASANT VALLEY. UH, SO IT'S A MATTER OF TAKING THOSE ONCE THE DESIGNS ARE DONE AND PROGRESSING. UH, AND IT'S THE SAME THING WITH THE BUSES. THE BUSES WERE ORDERED. UH, SO WE'VE GOT THOSE THAT WILL BE AVAILABLE TO GO AHEAD, UH, AND GET THAT DONE. UH, RED LINE UPDATE, UH, MCCULLOUGH STATION. UH, THE DESIGN IS PROGRESSING. IT'S AT 90%, UH, AND THEY'RE LOOKING FORWARD TO GETTING THE BASE CONTRACT AND THE DESIGN BILL CONTRACT IN PLACE. UH, THE AWARD FOR THE DESIGN BILL CONTRACT, UH, DID OCCUR AT THE CAP METRO BOARD IN MARCH. SO THAT'S ONGOING, UH, FROM LEAN, UH, OUT TO LAKELINE, OR I SHOULD REVERSE THAT. UH, THEY'RE WORKING THEIR WAY THROUGH PUTTING DOWN THE SUB BALLAST, UH, GETTING READY TO GO AHEAD AND PUT BALLAST AND RAIL IN. UH, SO THAT PROJECT IS ON TRACK. UH, AND BROADMOOR IS ALSO PREPARING TO GO AHEAD AND START, UH, THE CONSTRUCTION CYCLE. SO THAT CONCLUDES MY PORTION OF THE BRIEFING THIS MORNING. UH, AND I'D BE GLAD TO ANSWER ANY QUESTIONS. THANK YOU, MR. COUCH. MEMBER ELKINS. THANKS DAVE. APPRECIATE THE UPDATE. UM, JUST A QUESTION ON THE NUMBER OF COMMENTS. 10,000 COMMENTS, SEEMS LIKE A LOT TO ME. DO WE HAVE AN ORGANIZED PROCESS BETWEEN A TP, THE CITY AND CAP METRO FOR RESOLUTION OF COMMENTS? MM-HMM. MEANING, IS THERE A TIME LIMIT ON WHEN WE HAVE TO GET COMMENTS? DO WE PRIORITIZE AND RANK THOSE COMMENTS SO THAT THIS DOESN'T DRAG ON FOREVER AND WE DON'T MOVE THE PROCESS? IT AS A STARTING POINT? WE USE [00:45:01] A SOFTWARE PROGRAM CALLED BLUEBEAM, UH, THAT GIVES THE ABILITY TO TAKE ALL OF THE DRAWINGS, UH, AND PUT COMMENTS ON THOSE SO THEY'RE EASY TO COLLATE. YOU CAN EXPORT 'EM FROM THERE RIGHT DIRECTLY INTO EXCEL SPREADSHEET. UH, WE THEN COLLATE WHAT THEY ARE. 'CAUSE A LOT OF TIMES THERE ARE SOME DUPLICATES. UH, AND I KNOW THAT THE LAST, UH, I BELIEVE THE LAST I CHECKED, THEY'RE DOWN TO SIX OR 700 COMMENTS ON THE ORANGE LINE. UH, AND THE BLUE LINE JUST FINISHED AND CLOSED ABOUT A WEEK AGO. UH, SO I KNOW HOW MANY THEY HAD. I DON'T KNOW WHAT THE STATUS IS RIGHT NOW. OKAY. THANK YOU. THE OTHER QUESTION I HAVE IS, YOU TALKED ABOUT THE TWO LINES. MY QUESTION IS, WHAT ABOUT THE OTHER COMPONENTS OF THE PROGRAM? WHERE ARE WE IN TERMS OF, ARE WE AHEAD OR BEHIND? AND, UH, SO FOR INSTANCE, ROLLING STOCK BRIDGE SYSTEMS, MAINTENANCE FACILITIES. I UNDERSTAND THE STATIONS WE'RE BEHIND ON DESIGN, SO I'D LIKE TO GET AN UPDATE ON WHERE WE ARE ON THOSE OTHER ELEMENTS OF THE PROGRAM. MM-HMM, AND HOW WE'RE GOING TO CATCH UP ON STATION DESIGN, WHY WE'RE BEHIND ON STATION DESIGN, AND IF THAT'S GONNA SLOW THE ENTIRE PROGRAM DOWN IT, I DON'T THINK I'D PORTRAY IT AS BEHIND ON THE STATION DESIGN. WHEN YOU GET TO THE 30%, YOU HAVE DIFFERENT LEVELS WITHIN THE 30%. THERE'S A CONTRACT THAT IS GONNA BE ADVERTISED BY A TP, UH, THAT IS GONNA BE PETER'S CONTRACT. THAT IS GONNA BRING ON A SERIES OF ARCHITECTS THAT WILL GO INTO THE FURTHER DETAIL, UH, THAT YOU NEED FOR THE STATIONS THEMSELVES. THE PRIMARY PURPOSE OF WHAT WE'VE GOT IN THE BEGINNING WITH THE 30%, UH, IS THE LOCATION OF THE STATIONS. CAN THEY BE CENTER PLATFORM? CAN THEY BE SPLIT? WHAT CAN YOU DO TO THAT LEVEL OF DETAIL? SO WHAT WILL BE OCCURRING NEXT UNDER PETER'S CONTRACT IS COMING UP WITH A SERIES OF STANDARD DESIGNS THAT WILL BE THERE. UH, REALLY A, A BOOK OF WHAT WILL BE USED, WHAT THE MATERIALS ARE, EVERYTHING OF THAT NATURE. MM-HMM, , THAT'S THE NEXT STEP, REALLY IN THE PROCESS. SO THERE WOULD BE ONE THAT WOULD BE FOR UNDERGROUND STATIONS. THERE'D BE ANOTHER FOR ABOVE GROUND ELEVATED. UH, SO THOSE ARE THE PIECES THAT ARE IN THAT CONTRACT. AND IF YOU'D LIKE FURTHER DETAIL ON THAT, I KNOW PETER IS HERE THAT COULD ANSWER MORE QUESTIONS. UH, SO THAT'S WHERE WE ARE WITH THAT. WHEN YOU START TO LOOK AT OTHER COMPONENTS, UH, FOCUSING ON THE BLUE AND THE ORANGE LINE, UH, OVER THE NEXT FEW MONTHS, WE'LL BE LOOKING AT STARTING MORE DETAILED SEW WORK. UH, THE CRITICAL PIECE THAT IS GOING TO BE THERE IS RELOCATION OF UTILITIES. SO WE'RE LOOKING TO START THAT AT INTERSECTIONS. UH, THE WAY THAT WE START THAT AND WHICH DIRECTION WE GO IS GONNA DEPEND ON WHAT WE COME UP WITH FOR REVISED SEQUENCE PLAN. SO THAT'S SOMETHING THAT WE'RE PLANNING TO GO AHEAD AND GET IN FRONT OF. UH, BEFORE ANY OF THE BIG CONTRACTS COME OUT IN A COUPLE OF YEARS, WE, WE'LL BE LOOKING TO DO THE SAME KIND OF IDIQ TYPE CONTRACT, UH, FOR THE INSTALLATION AND MOVING OF THOSE, THOSE ARE ALL THINGS THAT FIT IN WITH WHAT'S GOING ON RIGHT NOW, UH, BASICALLY WITH EY, UH, AND HOW WE GET THAT PART OF THE PROGRAM TOGETHER. BUT WHAT WE'RE LOOKING AT IS HOW DO WE MINIMIZE RISK. UH, THE OTHER BIG ONE IS WHAT'S THERE FOR REAL ESTATE. UH, AND WE'RE IN THE PROCESS OF LOOKING THROUGH THAT. THERE'S A CONTRACT THAT I BELIEVE WAS APPROVED A MONTH AGO. SO EACH ONE OF THOSE ARE THINGS THAT FIT AT THE VERY BEGINNING. I THINK WHAT A LOT OF PEOPLE WILL LOOK AT IS, YOU KNOW, WE'RE, WE'RE SO FAR, BUT WE'RE NOT FAR. AND WHEN YOU LOOK AT WHAT THE TIMING IS BETWEEN WHEN WE GOT THE REFERENDUM APPROVED AND WHEN BASICALLY A TP WAS CREATED, UH, BASICALLY ABOUT 16 MONTHS AGO, UH, I, I THINK THAT WHERE WE ARE, THE LEVEL FOR THE 30% DRAWINGS AND EVERYTHING ELSE, UH, I THINK IT'S A VERY GOOD ACHIEVEMENT. YEAH. AGREED. THANK YOU, DAVE. THANK YOU, DAVE. DID WE HAVE ANY MORE QUESTIONS? YES, MAYOR RATHER. DAVE, WE ON TRACK, UH, FOR THE TIMELINE THAT, UH, WE HAD SEEN, I GUESS, UH, WHEN THE THREE BODIES ALL GOT TOGETHER THAT I THINK HAD US TO THE PLACE WHERE WE WERE TRYING TO SUBMIT THE, THE FINAL 30% DRAWINGS TO THE FEDS AND ASKING FOR THAT, THAT NEXT, UH, APPROVAL, BUT TRYING TO GET THERE BY THE END OF THE YEAR, WE ON TRACK, AS JACKIE SAID A FEW MINUTES AGO, WE'RE ON TRACK FOR ALL THE COMMUNITY MEETINGS. UH, WE'RE ON TRACK FOR RECEIVING THE COMMENTS AND INCORPORATING THOSE WITH RESPECT TO THE DRAWINGS. WE'RE ON TRACK TO BE ABLE TO HAVE THAT NEXT TRI-PARTY MEETING, UH, IN THE MIDDLE OF AUGUST, FOLLOWED BY THE ONE IN NOVEMBER, FOLLOWED BY THE ONE IN DECEMBER. UH, IT'S A HEAVY LIFT IN A LOT OF DIRECTIONS, BUT THAT'S WHERE WE NEED TO GET, UH, AND THAT'S THE DIRECTION THAT WE'RE PUSHING AT RIGHT NOW. OKAY. IF THERE'S ANY INDICATION THAT THAT DEADLINE'S SLIDING IN ANY WAY, MAKE SURE THAT WE KNOW. UH, BUT YOU'RE RIGHT, THAT'S A HUGE LIFT, UH, TO BE ABLE TO GET THAT MUCH DONE, UH, BY THEN. WE WANNA MAKE SURE WE DO IT RIGHT. BUT THAT'S A, THAT'S A HUGE LIFT. AND YOU STARTED [00:50:01] OFF BY, UH, BY, BY TALKING ABOUT COMING AFTER, AFTER JACKIE, AND HARD TO COME AFTER JACKIE GIVEN, GIVEN THAT. BUT, UM, I THINK THAT THIS COMMUNITY RIGHT NOW HAS A, HAS A REAL, AS A REAL SENSE OF CONFIDENCE WITH RESPECT TO THE TECHNICAL WORK, UH, THAT'S COMING OUTTA THIS TEAM AS WELL. AND I THINK THAT'S IN PART BECAUSE OF THE DISCLOSURE AND, AND THE MEETINGS, BECAUSE PEOPLE THINK THAT THEY SEE IT. UH, EVEN THE, YOU KNOW, THE, THE ANNOUNCEMENT AND DISCUSSIONS THAT CAME OUT A COUPLE WEEKS AGO IN, IN YOUR MEMO, UM, UM, I THINK THE COMMUNITY, UM, UH, THAT GOT ENGAGED IN, THAT GOT ENGAGED SUBSTANTIVELY, UH, ON THOSE ISSUES. UH, AND, AND, UH, UNLIKE WHAT COULD HAPPEN IN OTHER COMMUNITIES, I NEVER HEARD ANY COMPETENCE, UH, ISSUE. UH, RANDY, I THINK THAT IN PART IS, UH, DUE TO THE TEAM YOU HAVE PULLED TOGETHER AND THE WAY THAT YOU HAVE SET THIS UP, UH, AND THE HISTORY ON THIS, THERE'S A LOT OF GOODWILL IN THE COMMUNITY. AND I THINK A LOT OF THAT REALLY IS THE, THE WAY THAT THE TECHNICAL WORK IS BEING DONE IN A WAY THAT PEOPLE ARE, ARE SEEING IT. UH, AND WE'RE GONNA NEED THAT OVER THE NEXT SIX MONTHS AS WE START TRYING TO RESOLVE DIFFICULT DECISIONS. 'CAUSE WE'RE, EVERYONE'S NOT GONNA BE HAPPY ON EVERY ONE, BUT WE GOTTA MAKE THEM AND MOVE ON. BUT PEOPLE NEED TO KNOW THAT THEY'RE WELL THOUGHT OUT. AND, AND I THINK THAT YOU GUYS ARE ESTABLISHING THAT KIND OF WORK. SO THANK YOU TO YOU AND YOUR TEAM AS WELL. AND, AND ONE OF THE THINGS REFERRING TO THE SCHEDULE AND THE MILESTONES AND EVERYTHING ELSE, WE'VE GOT PLASTERED OVER THE OFFICE. SO THERE'S A CONSTANT REMINDER OF THAT'S WHERE WE HAVE TO GET, AND THAT'S THE PATH THAT WE HAVE TO GO DOWN. UH, SO IT, IT'S SOMETHING THAT WE'VE GOT THERE. THAT'S OUR BANNER, THAT'S OUR GOAL. UH, AND WE'LL MEET THE GOAL. COOL. THANK YOU. SURE. THANK YOU MAYOR NER. UM, MR. CLARK? YEAH. UH, UH, I JUST WANTED TO SAY, UH, THANK YOU MAYOR FOR, UH, FOR THE RECOGNITION OF THE STAFF. UH, I COULDN'T BE, UH, MORE PROUD OF THE TEAM THAT WE'VE ASSEMBLED. AND, UH, THAT'S REALLY THE, REALLY THE TRI-PARTY TEAM HERE. UH, GINA HAS ASSEMBLED A FANTASTIC TEAM, UH, LED BY ANIQUE ON THE CITY SIDE. AND, UH, WE CONTINUE TO ADD THE RESOURCES THEY NEED. UH, DOTTIE HAS ADDED SOME MORE RESOURCES ON CAP METRO'S SIDE, AND THERE THERE'LL OBVIOUSLY BE SOME MORE NEED, SIGNIFICANTLY MORE OVERTIME NEEDED THERE. AND THEN THE INCREDIBLE TALENT THAT WE PULLED TOGETHER AT A TP, BOTH LOCALLY AND, UH, AROUND THE COUNTRY. SO TO COME WORK ON THIS EXCITING PROGRAM. SO, UM, I TRY TO DO IT AS MUCH AS POSSIBLE, BUT, UH, TO THE STAFF JUST ON A DAILY BASIS. THANK YOU. YOU'RE, YOU'RE JUST DOING AN AMAZING JOB. SO, UH, MAYOR, THANK YOU FOR RECOGNIZING, UH, WHAT THEY'RE DOING. 'CAUSE I'LL SAY, I DON'T THINK A PROGRAM PROBABLY HAS MOVES FROM A REFERENDUM TO 30% DESIGN AT A PROGRAM OF THIS SIZE, PROBABLY AT A BETTER COMMUNITY DRIVEN PACE THAN, THAN THIS ONE. UM, AND REALLY PROUD OF, UH, THE, THE WORK THE TEAM'S DOING. SO THANK YOU. THANK YOU SO MUCH. DO WE HAVE ANY MORE QUESTIONS, COMMENTS? SO NOW WE'RE GONNA [6.1. Sustainability Policy Briefing] MOVE ON TO OUR DISCUSSION OF CAPITAL METRO SUSTAINABILITY POLICY. WE HAVE WITH US TODAY, MR. ROB BOROWSKI, CAPITAL METRO SUSTAINABILITY OFFICER, AS WELL AS PETER MULLEN, ATP'S, CHIEF OF ARCHITECTURE AND URBAN DESIGN, AND A NEW ADDITION TO THE TEAM. WELCOME, MS. LISA STORR, I HOPE I PRONOUNCED YOUR NAME CORRECTLY, WHO IS OUR A TP, RECENTLY HIRED SUSTAINABILITY PROGRAM MANAGER. SO WELCOME. THANK YOU, CHAIR. UM, I'M GOING TO JUST TURN THIS OVER TO THE EXPERTS ON THE SUBJECT. UM, BUT IT'S, I THINK, UM, I THINK FIRST OF ALL, REALLY EXCITED TO ADD LISA TO THE TEAM. UM, YOU KNOW, SHE'S DONE GREAT WORK IN, IN LOTS OF DIFFERENT, UM, CONTEXTS ON, UH, SUSTAINABLE DESIGN. UM, ANOTHER ARCHITECT BY TRAINING, SORRY, DAVE. UM, SO, UM, YOU KNOW, WE'RE, UH, WE'RE, WE'RE BUILD WE'RE, WE'RE REALLY, SHE'S, SHE'S A GREAT ADDITION TO THE TEAM. SO I'M GONNA TURN IT OVER TO THEM. AND I THINK, UM, SHE AND ON THE A TP SIDE AND, AND ROB ON THE CAP METRO SIDE ARE GONNA BE WORKING HAND IN GLOVE GOING FORWARD. SO, UM, I JUST WANT TO THANK THEM FOR THEIR WORK TOGETHER AND LET THEM TAKE IT FROM HERE. THANKS. THANK YOU, PETER. THANKS PETER. UM, CHAIR CASTRO DE BRERA, UH, BOARD MEMBERS EXECUTIVE DIRECTOR CLARK. MY NAME IS ROB BOROWSKI, I'M THE SUSTAIN SUSTAINABILITY OFFICER FOR CAPITAL METRO. AND TODAY I'M GONNA TALK TO YOU A LITTLE BIT ABOUT THE SUSTAINABILITY PLAN, SUSTAINABILITY VISION PLAN FOR CAPITAL METRO, AND THE STRUCTURE BEHIND THAT AND HOW IT'S GOT GOT TO THIS POINT. BUT BEFORE I DO, I DID WANNA KINDA INTRODUCE LISA A. LITTLE BIT FURTHER. SOME OF YOU MAY RECOGNIZE HER, UH, HER TITLE, HER NEW TITLE IS THE SUSTAINABILITY DESIGN PROGRAM MANAGER FOR A TP, BUT SHE'S BEEN AROUND THE CITY FOR A WHILE. SHE'S BEEN AROUND FOR ABOUT 15 YEARS. CAME OUT OF UT SCHOOL [00:55:01] OF ARCHITECTURE AND WORKED FOR THE CITY OF AUSTIN, UM, UM, PARKS DEPARTMENT. SO, UM, AND HAS WORKED WITH PETER ON THE GREENWAY PROJECT AND SEVERAL OTHER PROJECTS THAT YOU KNOW OF AROUND THE CITY. SO LISA, DO YOU WANNA INTRODUCE YOURSELF A LITTLE BIT, ? SURE. THANK YOU. UH, THANK YOU MADAM CHAIR, BOARD MEMBERS EXECUTIVE DIRECTOR CLARK. UM, I GET A DOUBLE INTRODUCTION AND THEN I GET TO INTRODUCE MYSELF AS WELL. SO IT'S EXCITING. UM, PERSONALLY, I JUST WANNA EXPRESS THAT I'M THRILLED TO BE PART OF SUCH A TRANSFORMATIONAL PROGRAM, ONE THAT HAS THE CAPACITY TO FUNDAMENTALLY CHANGE THE WAY PEOPLE GET AROUND THE CITY. AND IN DOING SO, ALSO HAS THE POTENTIAL TO CHANGE THE WAY THAT IT'S DOING THAT. SO FROM THAT PERSPECTIVE, FROM A HOLISTIC IDEA, INCLUDING CARBON ENERGY, WATER ECOSYSTEM SERVICES AND EQUITY. I WILL COME BACK AT THE END OF ROB'S PRESENTATION TO TALK A LITTLE BIT MORE ABOUT A TB NEXT STEPS, BUT, UH, HE, HE'S GONNA TALK ABOUT THE CAP METRO SUSTAINABILITY VISION PLAN TO KICK THINGS OFF. THANKS. GREAT, THANK YOU. OKAY. UH, SUSTAINABILITY VISION PLAN. UM, NEXT, UH, IT WAS PASSED BY THE BOARD OF CAPITAL METRO, UH, LAST MONTH, I GUESS IT'S LAST MONTH OR THE LAST BOARD MEETING. UM, SO WE HAVE A POLICY SUSTAINABILITY VISION POLICY, WHICH GUIDES THE PLANNING PROCESS, SETS OUR AS, AS ON THE, THE SIDE OF THE, THE SLIDE HERE SETS OUR VISION STATEMENT, OUR GUIDING PRINCIPLES, OUR GOALS, AND OUR ACTION AREAS. SO IT REALLY PROVIDES THE STRUCTURE FOR THE PLANNING PROCESS, PLANNING PROCESS IS DEVELOPED INTERNALLY, UM, TO, TO, TO MEET THOSE GOALS. SO NEXT SLIDE. AND THIS SLIDE JUST KIND OF IN A, IN A NUTSHELL, SUMMARIZES WHAT'S IN THE PLAN. AND I'D LIKE TO READ THE VISION A LITTLE BIT TO YOU. AND BEFORE, BEFORE I DO STEP BACK ON SUSTAINABILITY, SUSTAINABILITY AS, AS WE MAY UNDERSTAND IT, IS REALLY THE CONNECTION, THE INTERSECTION BETWEEN ECONOMY, ENVIRONMENT, AND EQUITY. THIS PLAN PRIMARILY FOCUSES ON THE ENVIRONMENTAL SUSTAINABILITY SIDE, BUT HAS A VERY STRONG CONNECTION TO THE EQUITY PORTION OF IT AND SUSTAINABILITY VALUATION TO HELP GUIDE THE PROCESS GOING FORWARD. SO OUR VISION STATEMENT THAT WAS ADOPTED IS TO BUILD AND OPERATE SUSTAINABLE TRANSIT INFRASTRUCTURE THAT KEEPS COMMUNITIES CONNECTED, PROTECTS AND RESTORES OUR NATURAL SYSTEMS AND ENVIRONMENT, AND HELPS GROW A VIBRANT ECONOMY. THEREBY THAT, THAT, THAT VISION STATEMENT CONNECTS ALL THOSE THREE THINGS, THE ECONOMY, ENVIRONMENT, AND EQUITY, UH, SET. WE SET FIVE GOALS, OVERARCHING GOALS THAT WILL COME BACK TO IN THE NEXT SLIDE, UH, GUIDING PRINCIPLES OF EQUITY, CLIMATE RESILIENCY AND SUSTAINABILITY VALUATION KIND OF GUIDE AND AND YOU WEAVE THROUGH THAT YOU RECOGNIZE SOME OF THESE GUIDING PRINCIPLES AND THESE, THESE ARCHING OVERARCHING GOALS BECAUSE THEY ARE DIRECTLY CONNECTED TO, UM, ATP'S GUIDING PRINCIPLES, CAPITAL, METRO'S STRATEGIC PLAN, AND OUR ACTION AREAS, WHICH WE'LL ALSO COME BACK TO NEXT, NEXT SLIDE IS KIND OF OUTLINING. NEXT SLIDE OUTLINES THE GOALS IN A LITTLE BIT BIGGER WAY. WE DIDN'T COME UP WITH THESE GOALS COMPLETELY OURSELVES. WE WENT TO, UM, THE PEACE ACT, THE EAC, THE CAC, ALL OF THE CAPITAL METROS ADVISORY COMMITTEES AND ADVISORY GROUPS, UM, TO KIND OF GET INPUT ONTO THESE. AND THESE GOALS ARE, HAVE BEEN, UH, THEIR GOALS THAT THE COMMUNITY HAS SET THROUGH THE COMMUNITY, UM, OR THE, THE CLIMATE, UM, EQUITY PLAN THROUGH THE ZERO WASTE PLAN, THROUGH THE OTHER PLANS THAT WE HAVE IN THE CITY, AS WELL AS OZONE ACTION PLAN THAT GUIDES THE COUNTIES, COUNTY AND REGIONS ON CLEAN AIR ACTIVITIES. SO ALL THESE GOALS ARE THINGS THAT HAVE ALREADY BEEN SET WITH COMMUNITY INPUT, BUT THE OVERARCHING GOAL THAT YOU'D SEE IS TO MEET, UH, UH, ZERO CARBON OR NET ZERO CARBON, UH, BY 2040 IN LINE WITH THE CLIMATE EQUITY PLAN. NEXT, PLEASE, CHLOE. UM, WE ALSO DRAW, DRAW NOT ONLY FROM THE REGIONAL PLANS, THE CITY'S PLANS, CAP COGS PLANS, THE OTHER PLANS THAT, UM, THAT GUIDE ENVIRONMENTAL IMPROVEMENT. UH, WE ALSO LOOKED AT THINGS LIKE, UH, THETA'S SUSTAINABLE TRANSIT FOR A HEALTHY PLANET PROGRAM, WHERE THE FTA HAS ASKED TRANSIT AGENCIES FROM AROUND THE COUNTRY TO SUBMIT THEIR SUSTAINABILITY AND CLIMATE PLANS. AND SO WE'RE IN LINE WITH THAT, UM, AUSTIN ENERGY, KIND OF OVERARCHING, UH, STRUCTURES OR SUSTAINABILITY GUIDELINES TO HELP, UM, HELP US [01:00:01] GUIDE OUR CONSTRUCTION PROJECTS, CAPITAL PROJECTS, AUSTIN ENERGY, GREEN BUILDING AND VISION FOR SUSTAINABLE INFRASTRUCTURE TO HELP GUIDE US AT THE DESIGN LEVEL, UH, THE ABDU, AMERICAN PUBLIC TRANSIT ASSOCIATION, SUSTAINABILITY COMMITMENT, WHICH WE WERE A, UM, A PRIMARY MEMBER OF, AND A INITIAL MEMBER OF, AND CONTINUE TO SUPPORT THAT PROGRAM AND BE PART OF THAT. AND OF COURSE, THE CLIMATE EQUITY PLAN, WHICH IS A, A BIG, BIG PROGRAM THAT WE'RE PARTNERING WITH. NEXT, PLEASE, CHLOE. UM, AS WE MOVED, AS WE LOOKED AT DEVELOPMENT OF THIS, WE LOOKED DEEPLY AT THE CLIMATE EQUITY PLAN AND LOOK AT THE STRATEGIES THAT THE COMMUNITIES HAS COME, HAVE, COME UP WITH THE ONES THAT WERE IMPORTANT. AND WE LOOKED AT AND KIND OF MEASURED UP THOSE STRATEGIES TO THE THINGS THAT WE WANTED TO DO INTERNALLY WITHIN CAPITAL METRO. AND THEY WERE BASICALLY LINED, LINED UP ONE FOR ONE, AND WE LOOKED AT HOW THOSE STRATEGIES, WE WOULD BE EITHER IMPLEMENTING THEM INTERNALLY TO GUIDE OUR OPERATIONS OR PARTNERING WITH THE CITY, WITH THE COUNTIES, THE REGION, TO IMPLEMENT THOSE GOALS EXTERNALLY AS WE SUPPORT THOSE COMMUNITY PROGRAMS. AND THIS, THAT'S WHAT THIS CHART SHOWS, HOW THAT LINES UP. THE NEXT SET OF KIND OF ALIGNMENTS THAT I WANNA SHOW OUT SHOW IS HOW WE ARE LINING UP WITH THOSE OVERARCHING, KIND OF GUIDING PRINCIPLES. AND YOU CAN SEE SUSTAINABILITY THROUGH ALL THREE, THE A TP CAPITAL, METRO'S STRATEGIC PLAN, AND IN OUR SUSTAINABILITY VISION PLAN IN THAT MIDDLE SECTION. AND, AND, UH, LISA WILL BE KIND OF SHOWING THIS FROM A LITTLE BIT DIFFERENT PERSPECTIVE, UH, FROM ATP'S PERSPECTIVE. BUT THAT MIDDLE COLUMN IS THE PLAN ITSELF, THAT WE HAVE THE OVERARCHING GOALS, UM, AND THE ACTION PLANS THAT WILL KIND OF GOVERN HOW WE DO THAT. THE, THE ACTUAL STRATEGIES, THE BLUEPRINT FOR MAKING SURE THAT THE STRATEGIES AND TARGETS ARE EMBEDDED IN WHAT WE DO. AND NEXT IS WE WILL, ALTHOUGH THIS IS A, THE PLAN THAT WE'VE ADOPTED, IT WILL BE, UM, WE'LL COME BACK TO THE BOARD, TO THE COMMUNITY ANNUALLY WITH A REPORT ON WHERE WE ARE, WHAT ARE, WHAT ARE HOW, HOW WELL WE'RE REACHING OUR GOALS. BUT THE PLAN WILL, UM, FROM THE PLAN THAT IS, WILL BE MADE PUBLIC, THE ONES THAT YOU HAVE IN YOUR BOARD, IN YOUR BOARD PACKAGE TODAY, UH, WILL BE DEVELOPING INTERNAL ACTION PLANS, WHICH WILL BE THAT BLUEPRINT THAT, UM, WILL BE CONNECTED TO OUR BUDGETING PROCESS, OUR CAPITAL PROJECT PROCESS. AND WE'LL BE ASSIGNING TARGETS AND, UM, OWNERS TO THOSE PLANS. SO WE'LL BE ABLE TO, TO HAVE KIND OF STRONG TRANSPARENCY AND, UM, ACCOUNTABILITY TO MAKE SURE THAT THOSE STRATEGIES AND TARGETS ARE MET. AND WE'LL COME BACK AGAIN AS AN ANNUAL REPORT BACK TO, UH, BACK TO THE COMMUNITY. NEXT SLIDE, PLEASE, CHLOE. UM, THE SUSTAINABILITY VISION PLAN IS, IS ADOPTED BY OUR BOARD. OUR, UH, SENIOR MANAGEMENT TEAM WILL REVIEW THOSE GOALS AND HOW WELL WE'RE DOING ON A REGULAR BASIS. WE'VE DEVELOPED A, A SUSTAINABILITY LEADERSHIP COMMITTEE WITH, UH, LISA, AND I'LL BE GUIDING THAT, THAT'LL HAVE A TP AND CAPITAL METRO STAFF. UH, AS EACH OF THESE PROJECTS THAT DAVE AND OTHERS HAVE TALKED ABOUT, WE'LL BE INTER UM, INTERWEAVING SUSTAINABILITY THROUGH THAT AND LOOKING AT THOSE STRATEGIES, UH, DIRECTLY. WE ALSO DEVELOPED AND HAD OUR FIRST MEETING FOR THE SUSTAINABILITY ADVISORY GROUP, WHICH BRINGS IN THE REST OF OUR PEERS WITHIN THE CITY, WITHIN AUSTIN WATER OFFICE OF SUSTAINABILITY PARKS, AUSTIN ENERGY, ALL OF THE DEPARTMENTS THAT HAVE, UH, SIMILAR SUSTAINABILITY COMPONENTS TO THEM WHERE WE ARE BRINGING THAT GROUP TOGETHER, AGAIN ON A REGULAR BASIS TO HELP LOOK AT OUR PLAN, ADD, ADD IDEAS, SHARE AND EXCHANGE IDEAS. COOPER WORK ON COOPERATIVE PROGRAMS TOGETHER. AND THEN WE'LL HAVE A GREEN TEAM. WE DO HAVE GREEN TEAM MEMBERS. WE'VE HAD A GREEN TEAM ON AND OFF, UH, THROUGHOUT THE TIME THAT I'VE BEEN HERE. BUT REALLY ESTABLISH A STRONG GREEN TEAM OF STAFF THAT ARE INTERESTED TO IMPLEMENT PROGRAMS AT THE, AT THE, AT THE OFFICE LEVEL, AT THE GROUND LEVEL. NEXT SLIDE, PLEASE. UM, HERE'S THE STRUCTURE. WE HAVE, UM, ACTION AREAS AROUND ENERGY AND ZERO EN ZERO, UM, EMISSION ENERGY AROUND THE FLEET, ZERO FLU, ZERO EMISSION FLEET AROUND WATER IN THE NATURAL WORLD, ZERO WASTE AND NET AND, UH, RESOURCE USE, GREEN BUILDINGS AND INFRASTRUCTURE, ACTIVE TRANSPORTATION, AND THEN ENVIRONMENTAL AND SUSTAINABILITY MANAGEMENT, THOSE THINGS THAT WE DO INTERNALLY TO REDUCE POLLUTION [01:05:01] AND REDUCE ENERGY WITHIN OUR OPERATIONS. SO WE WILL ESTABLISH ACTION PLANS FOR EACH OF THESE AND, UM, AND, AND INTERNALIZE THAT NEXT SLIDE. OH, I MISSED A SLIDE. IF YOU CAN GO BACK TO THE SLIDE ON, THERE YOU GO. THANK YOU, CHLOE. UM, WE'VE, WE'VE HAD SOME GREAT SUCCESSES OVER THE YEARS, AND THESE ARE SOME OF THE, THE, UM, THE PROGRESS THAT WE HAVE, UM, MADE THROUGH, UM, THE PAST SEVERAL YEARS. AND WE'VE BEEN COLLECTING, STRONGLY COLLECTING THE SUSTAINABILITY INFORMATION AND THEIR UTILITY INFORMATION SINCE 2016. SO ALL THESE NUMBERS ARE BASED ON OUR 2016 BASELINE, UH, WHICH IS WHERE WE WERE CONFIDENT THAT WE HAVE REALLY STRONG NUMBERS ON. BUT, UM, OUR BUSES, JUST BY REDUCING DIESEL, UM, UH, IMPROVING OUR DIESEL, UH, BUS TECHNOLOGY AND THEN GOING TO ELECTRIC BUSES, UH, WE'RE REDUCING THE, THE AIR EMISSIONS, REDUCING THE NOX EMISSIONS AND THE PARTICULATE EMISSIONS BY A TREMENDOUS AMOUNT. 70, UH, 70% OF NOX EMISSIONS REDUCED 90 OVER 90% OF PARTICULATE EMISSIONS. AND WE ONLY HAVE 12 ELECTRIC BUSES. SO THE FUTURE IS GONNA BE TREMENDOUS OF REDUCING THE COMPONENTS OF AIR, UM, THAT CAUSE AIR QUALITY, UM, ISSUES HERE IN, IN AUSTIN. NOT TO MENTION THE GREENHOUSE GAS EMISSION REDUCTION THAT WE'RE JUST, WE'RE JUST STARTING WITH RIGHT NOW, MENTIONING GREENHOUSE GAS EMISSIONS. WE WE'RE AT A HUNDRED PERCENT GREEN CHOICE ENERGY FROM, UH, FROM AUSTIN ENERGY. SO ALL WIND, ALL SOLAR. THE ONLY PART THAT IS NOT IS THOSE THAT ENERGY THAT WE PURCHASE FROM OUR CO-OPS IN THE EX EX OUTSIDE AREA. SO WE'RE, WE'RE REALLY MAKING SOME PROGRESS THERE. AND I THINK $2.8 MILLION OR MILLION GALLONS IN WATER REDUCTION BY SOME OF THE OPERATION CHANGES ANNUALLY. OKAY. GO FORWARD. A COUPLE OF SLIDES. THESE NEXT TWO SLIDES ARE, THIS NEXT SLIDE IS WHAT, UH, KIND OF A SUMMARY OF SOME OF OUR ACTION PLANS. AND AGAIN, IT OUTLINES WHAT I JUST TOLD YOU OF SOME OF OUR IMPROVEMENTS AND OUR TARGETS AROUND ELECTRIC BUSES, WHICH, YOU KNOW, WE WANT TO GO TO A HUNDRED PERCENT ELECTRIC ELECTRIC VEHICLES OR ZERO EMISSION VEHICLES. AND, UM, ALL RENEWABLE ENERGY FOR OUR FACILITIES. THAT'S OUR TARGET AND WE'RE ON OUR WAY THERE. SO THIS DETAILS SOME OF THOSE TARGETS AND THE STRATEGIES, AND THESE WILL PROVIDE THE TOOLS AND THE FRAMEWORK FOR OUR STAFF TO CONTINUE TO IMPLEMENT THOSE STRATEGIES. AND ONE FINAL TOOL FOR THOSE. UM, NEXT SLIDE PLEASE, CHLOE. FOR THE NEXT, UM, FOR THOSE STRATEGIES THAT MAY NOT BE IMPLEMENTED THROUGH OUR CAPITAL PROJECTS YET, THAT ARE, WOULD STILL BE IN A PILOT PROGRAM OR MIGHT BE A COMMUNITY COOPERATIVE PROGRAM, WE'VE ESTABLISHED A FUND TO BE ABLE TO FORWARD THOSE STRATEGIES. SO WHEN WE'RE READY TO IMPLEMENT THEM, THEY'LL BE, WE'LL BE ABLE TO, TO LAUNCH THEM INTO THE PROGRAM. AND WITH THAT, UM, NEXT SLIDE PLEASE. UH, THIS IS AGAIN, OUR, OUR SUSTAINABILITY VISION. AND I'D LIKE TO TURN IT OVER TO LISA SO SHE CAN TELL YOU ABOUT FROM THE A TP SIDE, WHAT WE HAVE PLANNED. THANK YOU. THANK YOU, ROB. SO THIS SLIDE IS A REMINDER OF THE COMMITMENT RELATED TO ENVIRONMENT AND SUSTAINABILITY, UM, AS A PORTION OF PROJECT CONNECT'S GUIDING PRINCIPLES. I REALLY LIKE THIS SLIDE BECAUSE THE DETAILED SORT OF BULLET POINTS HERE ARE NOT JUST ABOUT DESIGN AND PLANNING, THE PARTS WE'RE DOING NOW, BUT THEY'RE ALSO ABOUT IMPLEMENTATION AND OPERATIONS, AND SO ARE INHERENTLY COLLABORATIVE FROM AN A TP CAPITAL METRO, THE CITY OF AUSTIN STANDPOINT. NEXT SLIDE. THIS SLIDE DESCRIBES THAT COLLABORATION AS WE SEE IT AT THE MOMENT. UM, GIVEN ALL OF THE WORK THAT'S BEEN DONE TO DATE AND ALL OF THE WORK THAT WE HAVE IN FRONT OF US, EVERYTHING THAT ROB PRESENTED ON THE CAP METRO SUSTAINABILITY VISION PLAN AND THE ACTION PLANS THAT ARE STILL IN DEVELOPMENT ARE OVER ON THE LEFT HAND SIDE. AND THEN THE EXPERTISE, THE POLICIES, THE INITIATIVES THAT THE CITY OF AUSTIN IS BRINGING TO THE TABLE AND HAS DEVELOPED OVER MANY, MANY YEARS IS OVER ON THE RIGHT SIDE. WE'RE SEEING A TP AS KIND OF IN THE CENTER WITH A FEW DELIVERABLES THAT WE'VE GOT TO WORK ON RIGHT OUT OF THE GATE, INCLUDING THE SUSTAINABILITY PROGRAM PLAN FOR A TP, THE GUIDELINES THAT WILL SHAPE THE PROJECTS THEMSELVES, AND ALSO AN INTERNAL A TP SUSTAINABILITY PRACTICES. UM, AS ROB MENTIONED, THERE'S ALREADY AN INTER-AGENCY SUSTAINABILITY ADVISORY GROUP, AND I'M REALLY LOOKING FORWARD TO ACTIVATING THAT GROUP OF LOCAL LEADERS AS WELL AS WORKING CLOSELY WITH THE PSEC TOWARD DEVELOPING TRANSPARENT DELIVERABLES AROUND ALL OF THESE FOCUSED TOPICS. WE BOTH LOOK FORWARD TO COMING BACK AND REPORTING [01:10:01] TO WITH YOU ON PROGRESS. UM, THANK YOU AGAIN FOR YOUR TIME, AND ROB AND I ARE AVAILABLE TO ANSWER ANY QUESTIONS YOU MAY HAVE. THANK YOU SO MUCH. UM, YES, BOARD MEMBER AKINS, UH, ROB, LISA, THANK YOU VERY MUCH. I LOVE THIS STUFF. I REALLY DO. I KINDA LIVE ESG AND SUSTAINABILITY, SO, UM, THIS WAS REALLY GREAT TO SEE. I WOULD, AND I'M A PRIVATE SECTOR GUY, SO I'M COMING FROM A PRIVATE SECTOR. I THINK THERE'S A BOX MISSING ON THAT SLIDE, AND THAT'S THE PRIVATE SECTOR. SURE. UM, AND I'M GONNA ELABORATE A LITTLE BIT ABOUT THAT. SO I GUESS A COUPLE POINTS HERE, THIS IS GREAT. THE MORE WE CAN MAKE THIS PROGRAM SUSTAINABLE, THE BETTER IT'S GONNA LOOK IN THE EYES OF THE FEDS AND THE MORE DISCRETIONARY DOLLARS WE'RE GOING TO GET. SO, SO THIS IS REALLY GOOD. THE MORE WE CAN DO THAT, I WOULD UNDERSCORE THAT WE HAVE A CONVERGENCE BETWEEN DESIGN CONSTRUCTABILITY AND O AND M. THOSE ELEMENTS HAVE TO COME TOGETHER TO COME UP WITH THE BEST QUOTE UNQUOTE WHOLE OF LIFE SOLUTIONS. SO IT MAY MAKE SENSE TO SPEND MORE MONEY ON CONSTRUCTION 'CAUSE WE'RE HAVE LESS THAN O AND M AND VICE VERSA TO COME UP WITH A MORE SUSTAINABLE PROGRAM. SO I WOULD ENCOURAGE, AND THAT, AND THE KEY WAY TO DO THAT IS COLLABORATION DESIGN CAN'T WORK BY ITSELF. CONSTRUCTION CAN'T WORK IN O AND M. EVERYBODY'S GOTTA COLLABORATE. SO I WOULD ENCOURAGE YOU TO THINK ABOUT CREATING A WORKING GROUP OF THOSE THREE ELEMENTS TO ITERATE, TO COME UP WITH THE BEST SUSTAINABILITY SOLUTIONS. THE OTHER THING I THINK ABOUT IS WHEN YOU DO YOUR TECHNICAL SPECS, DON'T BE OVERLY PRESCRIPTIVE. TRY TO FOCUS MORE ON PERFORMANCE SPECS AS OPPOSED TO A THOUSAND PAGES OF DETAILED SPECS. AND THE LAST POINT, AND THIS GETS BACK TO MY CIRCLE OF THE PRIVATE SECTOR, A LOT OF REALLY GOOD INNOVATION CAN COME FROM THE PUBLIC SECTOR, THE PRI UM, THE PRIVATE SECTOR. AND THE WAY I WOULD THINK ABOUT DOING THAT IS WHEN YOU DO YOUR RFPS TO CONSIDER SCORING SUSTAINABILITY IDEAS AND ATCS TO BE ABLE TO GIVE BONUS POINTS TO FIRMS AND CONSORTIUMS THAT COME UP WITH REALLY COOL CREATIVE SUSTAINABILITY IDEAS AND AWARD THEM POINTS TO PROMOTE THAT INNOVATION. UH, AND THE OTHER THING, AND I KNOW RANDY AND EVERYBODY ARE SICK AND TIRED OF ME SAYING THIS, BUT MARKET SOUNDINGS, MARKET SOUNDINGS ARE ANOTHER REALLY GOOD WAY TO GET INNOVATION AND IDEAS FROM THE, UM, PRIVATE SECTOR. SO I'LL GET OFF MY SOAPBOX, BUT THANKS, THANK YOU SO MUCH. I AM, YOU'RE SPEAKING OUR LANGUAGE. SO LOVE ALL OF THE IDEAS. AND AT THE MOMENT, UM, THIS PROGRAM IS FULL OF POTENTIAL AND, AND ALL OF THE IDEAS ARE GREAT, SO PLEASE KEEP 'EM COMING. UM, WE ARE MORE THAN WILLING TO TAKE THEM AND, AND MOVE THEM FORWARD. THANK YOU. YEAH, I ABSOLUTELY AGREE. IN PRIVATE SECTOR, UM, HISTORICALLY, I, I BUILT A ENVIRONMENTAL PROGRAM AT A PRIVATE SECTOR COMPANY, HEB, AND SO UNDERSTAND THE INNOVATION THAT CAN COME FROM THAT KIND OF A KIND OF A SETTING. SO ABSOLUTELY AGREE WITH THAT. SUSTAINABILITY EVALUATION IS ONE OF OUR GUIDING PRINCIPLES, AND I THINK THAT'S WHERE WE KINDA LOOK AT SOME OF THE THINGS LIKE LIFECYCLE COSTS, SUSTAINABILITY, RETURN ON INVESTMENT, AND LOOK AT THE ECONOMICS BEHIND IT SO WE CAN CONSIDER BOTH OPERATIONAL CAPITAL COSTS. UH, AND THAT'S THAT KIND OF GUIDED. THE, AN ELECTRIC BUS PROGRAM, THAT ABSOLUTELY WAS A WAY THAT WE LOOKED AT POSSIBLY, YOU KNOW, THE ELECTRIC BUSES ARE A LITTLE BIT MORE COSTLY, BUT OVER THE LIFETIME OF THAT FTA LIFETIME OF THAT, OUR ENERGY COSTS ARE GONNA BE TREMENDOUSLY LOWER THAN THAT. WE'RE NOT QUITE SURE ON THE, THE MAINTENANCE COST YET. THAT'S STILL SOMETHING THAT WE'RE GOING TO BE LOOKING AT AND STUDYING. BUT FROM THOSE TWO THINGS, OPERATIONS OR THE OPERATIONS AND THE CAPITAL, YOU KNOW, IT FALLS IN THAT KIND OF CATEGORY. SO THANK YOU. THANK YOU, DR. BURN. I ALSO, UH, APPRECIATED THE PRESENTATION. UM, I'M NOT A SUSTAINABILITY GAL, LIKE TONY SAID, HE'S A SUSTAINABILITY GUY, BUT IT'S, UM, IN MY DNA, SO I APPRECIATE THAT. UM, I WANT TO BE SURE THAT THE PSEC IS NOT AN AFTERTHOUGHT, THAT IT'S ALSO, UM, A BEDROCK BY SEEING IT ON THE CHART IN A BULLET SO THAT IT'S A PART OF THE PRESENTATION AND A PART OF THE, UM, THE ACTUAL FABRIC OF THE BEGINNING. SO IT'S ALSO ANOTHER ADVISORY GROUP AND ANOTHER OPPORTUNITY FOR INNOVATIVE IDEAS IN A BEDROCK. I JUST WANT TO MAKE SURE I SAY THAT OUT LOUD SO THAT WE CAN SEE IT AS, YOU KNOW, A VIABLE PART OF THE PROCESS TO MOVE TOWARD, TOWARDS THE IMPLEMENTATION, THE BUILD OUT, AND THE IMPLEMENTATION OF THE PLAN. YES, THANK YOU FOR THAT NOTE. AND IT'S DEFINITELY SOMETHING THAT I WISH WE HAD BEEN ABLE TO EDIT BEFORE BEFORE POSTING, BUT YES, UH, A HUNDRED PERCENT GOT TO MEET WITH THAT COMMITTEE A COUPLE OF WEEKS AGO AND, UM, WAS REALLY GRATEFUL FOR THE INTRODUCTION. SO I THINK IT WILL BE, UH, A SORT [01:15:01] OF HOME FOR A LOT OF THIS, A LOT OF THIS WORK. AND PETER NEEDS TO TAKE OUT THAT YOU'RE ALSO AN ARCHITECT, SAYS THE ENGINEER IN THE GROUP. . THANK YOU. THANK YOU, DR. BURNETT, BOARD MEMBER STRATTON. THANK YOU, MADAM CHAIR. UM, FIRST OF ALL, LISA, WELCOME TO THE TEAM. WE ARE VERY GLAD TO HAVE YOU AS PART OF A TP. NOW, UM, UH, I, IT, IT IT'S, IT'S MIXED. I KNOW BECAUSE WE, WE KEEP FINDING ALL THIS AMAZING AND RICH LOCAL TALENT, BUT IT KEEPS COMING FROM THE CITY. SO I, I MEAN, THAT IS THAT, THAT, THAT'S KIND OF A, THAT'S KIND OF A ONE TWO THING IS THAT, THAT, THAT WE'RE FINDING THESE WONDERFUL PEOPLE THAT ARE COMING, THAT ARE RIGHT HERE LOCALLY. UM, AND SO I, I SAY ON ONE HAND IT'S, IT'S THE CITY'S LOSS, BUT ATP'S GAIN, BUT REALLY IT'S, IT'S AUSTIN'S GAIN GAIN ALL THE WAY AROUND. YOU'RE JUST SHIFTING ROLES FROM ONE PROJECT INTO ANOTHER. AND WE'RE REALLY, WE'RE, WE'RE REALLY EXCITED. I'M REALLY EXCITED TO, TO HEAR THAT WE'VE GOT SOMEBODY OF YOUR CALIBER AND TALENT AND EXPERTISE AND PASSION WHO'S NOW COMING OVER TO, TO THE TRANSIT SIDE OF, OF, UH, THE EQUATION. AND IT ALSO, I'M VERY EXCITED TO SEE BOTH YOU AND ROB UP HERE PRESENTING TOGETHER. UM, ROB LAST MONTH BROUGHT FORWARD THE SUSTAINABILITY PLAN TO THE CAP METRO BOARD OF DIRECTORS. AND, AND AT THAT POINT, I WAS ASKING HIM SOME QUESTIONS, KIND OF PROBING A LITTLE BIT ABOUT WHAT THE RELATIONSHIP BETWEEN A TP, UH, AND THIS AND, AND CAP METRO WAS GOING TO LOOK LIKE. AND, AND ROB, I I JUST WANNA SAY YOU THAT THIS ANSWERS THAT QUESTION RIGHT THERE. AND, AND I'M VERY EXCITED TO SEE THAT THAT CAP METRO AND AND A TP RIGHT HERE ARE, ARE GONNA BE WORKING HAND IN GLOVE, UM, TO MY COLLEAGUE, BOARD MEMBER ELKINS, YOU, I, YOU KNOW, AS, AS MY GRAND GRANDFATHER WOULD SAY, WE'RE DRINKING EACH OTHER'S WHISKEY. 'CAUSE 'CAUSE YOU, YOU WERE, I WAS THINKING SOME OF THE VERY THINGS YOU WERE TALKING ABOUT, MAYBE NOT SO MUCH ON THE PRIVATE SECTOR. AND I, I'M VERY GLAD TO HEAR YOU SAYING THAT 'CAUSE I, THAT, THAT JUST, THAT'S AWESOME. BUT, UM, BUT REALLY JUST, JUST KNOWING THAT THE SYNERGIES AND THINKING ABOUT THE BIG PICTURE, ABOUT THE CONNECTIVITY BETWEEN WHAT WE DO AND CON AND THE DESIGN AND CONSTRUCTION ELEMENT ALSO, WE HAVE TO BE VERY, VERY MINDFUL OF THE OP, THE OPERATING AND MAINTENANCE ELEMENTS OF THAT, THAT CAP METRO'S GONNA BE RESPONSIBLE FOR. AND IT IS SO INCREDIBLY IMPORTANT AND SO INCREDIBLY EXCITING TO SEE THAT, UM, YOU TWO ARE UP HERE TOGETHER AND ARE GONNA BE WORKING HAND IN GLOVE AS A TEAM. AND ALSO KNOWING THAT, THAT THE CITY IS STILL GOING TO BE AN INTEGRAL PART OF THIS WITH, WITH, UH, ALL OF THEIR, UH, THE PROJECT CONNECT OFFICE, THEIR OFFICE OF SUSTAINABILITY AND, AND THEIR, THEIR PLANS AS WELL. AND, UM, AND, AND I WILL JUST AGAIN, ECHO, UM, WHAT, UH, MY FELLOW BOARD MEMBER ELKIN SAID HERE. I THINK THAT'S A, THAT'S A REALLY GREAT IDEA THAT, YOU KNOW, YES, WHILE YOU'VE GOT THAT FIRM, THAT FOUNDATION OF THE, THE SUSTAINABILITY PLAN, THE, OR THE CLIMATE EQUITY PLAN AND OUR SUSTAINABILITY PLANS IS YOU'RE PUTTING FORTH THE RFPS, BUT, BUT, BUT FIGURING OUT A WAY THAT WE, IF IT'S POSSIBLE, IF FTA WOULD LET US, YOU KNOW, IF THERE'S A WAY THAT WE CAN LOOK AT IT AND GO, OH, HEY, YOU'VE GOT SOME EXTRA EXTRAORDINARY IDEAS AS A COMPANY THAT YOU'RE BRINGING TO THE TABLE, THAT'S OVER AND ABOVE WHAT WE'RE OUT THERE PROPOSING. THAT'S, THAT'S JUST KIND OF OUR FOUNDATION. UM, GREAT. THAT, THAT IF WE WANNA LOOK AT OUR PLANS AS KIND OF THE BASELINE AND THEN ENCOURAGE THIS TO COME IN AND OTHER ASPECTS OF, OF COMPANIES AS THEY'RE BIDDING TO, TO, YOU KNOW, GIVE THEM SOME, SOME EXTRA POINTS THERE AS THEY'RE, THEY'RE BRINGING THESE THINGS FORWARD. I, I THINK I DO AGREE. I THINK THAT'S A WIN-WIN. SO, ANY RATE, THANK YOU ALL VERY MUCH AND LOOK FORWARD TO SEEING WHAT THIS DOES FOR US IN THE LONG RUN IS WE CONTINUE THIS, THIS, THIS PARTNERSHIP THAT ALL THREE OF US PLAY AN INTEGRAL PART IN AS WE MOVE FORWARD. THANK YOU FOR YOUR ATTENTION. THANK YOU VERY MUCH. I SEE THE LIGHT ON ALSO FOR RADLER. YEAH. JUST TO, TO GO A LITTLE BIT DEEPER ON THE ORGANIZATIONAL STRUCTURE PART OF THIS, JUST SO THAT I MAKE SURE THAT I UNDERSTAND. SO THERE'S TREMENDOUS WORK THAT'S BEEN DONE IN THIS CITY ALREADY, PRE A TP, UH, IN PART BECAUSE THE COMMUNITY DEMANDS IT, UH, WITH RESPECT TO SUSTAINABILITY. UH, SO GREAT WORK DONE BY CAPITAL METRO THAT YOU'VE LAID OUT ON THE CAPITAL METRO SIDE. WE DIDN'T HAVE SOMEONE FROM THE CITY OF AUSTIN AS PART OF THE PRESENTATION, BUT THERE'S TREMENDOUS WORK THAT'S BEEN DONE IN THE CITY OF AUSTIN, AND IT IS MENTIONED ON THIS SIDE SLIDE AS WELL. DOES A TP COME UP WITH, ITS NOW, DOES IT DRAW ON BOTH OF THOSE TO COME UP WITH ITS OWN KIND OF LIKE FREE STANDING, UM, SUSTAINABILITY VISION PLAN AND ITS OWN SUSTAINABILITY PROGRAM PLAN? UH, IS THAT HOW, I MEAN, ORGANIZATIONALLY, HOW DOES THIS, HOW DOES THIS WORK? YES, THANK YOU, MAYOR. I THINK, UM, SORRY, AND BOARD MEMBER, UM, I THINK IT IS ALL INTERDEPENDENT, BUT YES, THE INTENTION IS THAT A TP WILL HAVE ITS OWN SUSTAINABILITY PROGRAM PLAN, UM, FOR THE WORK THAT [01:20:01] A TP IS, IS, IS DOING, UM, DRAWING ON ALL OF THE PREVIOUS WORK THAT CAPITAL METRO HAS DONE AND THAT THE CITY OF AUSTIN HAS DONE. WHILE I WAS AT THE CITY OF AUSTIN, I PARTICIPATED STRONGLY IN BOTH THE CLIMATE EQUITY PLAN AND, UH, THE GREEN BUILDING POLICY UPDATE THAT WERE BOTH DONE LAST YEAR. VERY FAMILIAR WITH THOSE. AND I'D REALLY LIKE FOR US TO BE REINFORCING AND SUPPORTING MANY OF THOSE COMMUNITY-WIDE GOALS WITHIN THE A TP PLAN, BUT BEING SPECIFIC ABOUT HOW WE'RE DOING THAT, UM, GOING FORWARD. SO I HOPE THAT ANSWERS YOUR QUESTION. IT DOES. I MEAN, JUST THROWN A LITTLE BIT, OR IN TERMS OF GETTING THIS, 'CAUSE WE HAVE A PRESENTATION HERE, IT HAS CAP METRO AND WE HAVE A TP AND I'M LOOKING FOR THE, FOR THE CITY COMPONENT OF THAT, AND IT'S NOT THERE, RIGHT. UH, BUT DOESN'T NEED TO BE THERE. SO LONG AS FROM AN ORGANIZATIONAL STANDPOINT, A TP IS DRAWING ON THE, ON THE BEST OF WHAT CAP METRO HAS AND THE BEST OF WHAT THE CITY HAS. 'CAUSE I THINK THAT THE FOCUS IS A LITTLE BIT DIFFERENT ON THE CAP METRO, UH, WHERE, WHERE IT ENTERS INTO THIS CONVERSATION A LITTLE BIT DIFFERENT FROM WHERE THE CITY ENTERS INTO THIS CONVERSATION. AND A TP, YOU KNOW, IS IN THE, IN THE WONDERFULLY AWKWARD PLACE OF HAVING TO DELIVER ON BOTH OF THOSE. YES, EXACTLY. I THINK YOU FRAMED IT UP VERY WELL. AND I JUST WANTED, LIKE, REALLY, I WAS SORT OF RIDING ON, ON ROB'S COATTAILS BECAUSE HE WAS HERE TO GIVE YOU A CAPITAL METRO SUSTAINABILITY VISION PLAN PRESENTATION, BUT I FELT LIKE IT WAS WORTHWHILE TO INTRODUCE MYSELF AND HAVE A COUPLE OF SLIDES TALKING ABOUT MOVING FORWARD. SO NEXT TIME YOU'LL SEE US, ALL THREE OF US, I THINK THAT'S THE PROMISE WE CAN MAKE. THANK YOU. THANK YOU. AND WITH LISA HERE FOR 10 DAYS NOW, NINE DAYS, MAYBE 12, SOMETHING LIKE THAT. SO WE'VE, WE'VE COME A LONG WAY ALREADY, BUT WE'VE KNOWN EACH OTHER FOR A LONG TIME AS IT IS. SO, AND WHAT'S THE PLAN'S NOT DONE YET? SO, BUT THAT, THAT'S THE INTENTION THAT WE'VE ALREADY HAD THAT THOSE TYPES OF DISCUSSIONS AND HOW THEY INTERSECT AND, UM, TO BE DETERMINED. WE WILL BE WORKING FORWARD, AS, YOU KNOW, AS PETER LIKES TO SAY, IS THAT NOT, NOT QUITE THERE YET, BUT WE DEFINITELY HAVE THAT IN THE, IN OUR SIGHT. SO THANK YOU ALL. THANK YOU. DON'T GO YET. I HAVE, I GIVE EVERYBODY THE FLOOR FIRST AND THEN I, NOT THAT I WANNA HAVE THE LAST WORD, BUT I DO THINK THAT THIS IS AN, AND I LOVE BEING IN THIS BUILDING, THE AUSTIN ENERGY BUILDING THAT IS A NEW BUILDING BECAUSE FOR A LOT OF PEOPLE THAT DON'T KNOW, THE LEAD WAS BORN OUT OF THE AUSTIN ENERGY GREEN BUILDING PROGRAM, AND THAT WAS THE BIRTHPLACE THAT THEN LAUNCHED LEAD NATIONALLY AND NOW INTERNATIONALLY. YEP. SO THINGS THAT ARE BORN IN AUSTIN. YES. THIS IS A REALLY FUN FACT, RIGHT? AND SO IT'S JUST UNDERSTANDING THAT FOR THE SYNERGIES AND THE INTERRELATIONSHIPS, THAT AS WE ADVANCE ON THESE PROGRAMS, WE'RE NOT REINVENTING THE WHEEL, BUT WE'RE ONLY, WE'RE ITERATING AND MAKING IT BETTER AND BETTER AS WE IMPLEMENT AND LEARN AND TWEAK AND IMPLEMENT, YOU KNOW, IMPROVE UPON, BECAUSE WE HAVE BEEN CHANGING THE CULTURE OF MOBILITY IN THIS TOWN FOR DECADES NOW. RIGHT? AND SO THIS MOBILITY ECOSYSTEM THAT I FIND SO EXCITING IS THAT IT TALKS ABOUT ALL THE LAYERS OF THE IMAGINE AUSTIN PLAN THAT STARTED WITH THE COMPACT, COMPACT AND CONNECTED, WHICH THEN LED TO ALL THOSE CLIMATE EQUITY PLANS, THE GREEN BUILDING POLICY. AND ALL OF THOSE ITERATIONS HAVE ONLY GOTTEN BETTER OVER TIME. AND WE LEARN DIFFERENT THINGS AS WE EVOLVE FROM, FROM DIFFERENT PRACTICES. SO KUDOS TO KEEP MOVING THE NEEDLE BECAUSE WHAT IS, UH, BORN IN AUSTIN, I THINK REALLY INSPIRES OTHERS AND, AND, AND THE WORLD. SO IN TERMS OF SUSTAINABILITY, I REALLY WANT US TO ALSO FOCUS ON ENVIRONMENTAL JUSTICE AND THE ASPECTS OF WHAT THAT REALLY MEANS. AND SO I KNOW THAT WE'RE, YOU'RE, YOU'RE STARTING OUT AND WE HAVE DIFFERENT ELEMENTS THAT WE'RE GOING TO BE DELIVERING, BUT IT'S JUST REALLY EXCITING TO, TO SEE THIS, UM, JUST TO THINK ABOUT IT IN THIS, IN THIS WAY. SO THANK YOU. AND IT'S EXCITING WORK. THANK YOU SO MUCH ON THE, UM, WHAT'S BORN HERE, SORT OF COMMENT BESIDES JUST AUSTIN ENERGY GREEN BUILDING LEADING TO LEAD. UM, I JUST WANNA NOTE ALSO THAT SITES, THE RATING SYSTEM FOR SUSTAINABLE LAND DEVELOPMENT WAS BORN AT THE WILDFLOWER CENTER, AND I WAS LUCKY ENOUGH TO HAVE A PART IN THAT. SO WE ARE, WE ARE NOT JUST THE BUILDING SIDE, BUT ALSO THE LANDSCAPE SIDE. AND I HOPE THAT WE CAN ALSO BE THE TRANSIT SIDE AND REALLY MAKE OUR MARK. THANK YOU ALL SO MUCH. THANK YOU. IS THAT IT? THANK YOU. THAT'S IT, . THANK YOU. THANK YOU. OKAY. GOOD JOB. GOOD JOB. SO NOW WE'RE MOVING ON TO, [6.2. Quarterly Financials Update] UH, OUR FINANCE UPDATE, UM, MS. DIANE SEILER, WHO'S GOING TO GIVE US THEIR QUARTERLY [01:25:01] FINANCIAL REPORT FOR A TP. WELCOME, MS. SEILER. THANK YOU. GOOD AFTERNOON, CHAIR BOARD MEMBERS, EXECUTIVE DIRECTOR CLARK. UM, TODAY I'M GOING TO, UH, JUST TALK BRIEFLY ABOUT THE FY 21 YEAR END STATEMENTS AND THE FIRST QUARTER FY 22. UH, YOU ALL HAVE RECEIVED REPORT, BOTH THE THE YEAR END REPORT AND THE QUARTERLY REPORT. SO I JUST WANNA BRING YOUR ATTENTION TO A FEW ITEMS OF NOTE AND THEN PROVIDE YOU THE OPPORTUNITY TO ASK ANY QUESTIONS IF YOU HAVE ANYTHING SOON. NEXT SLIDE. UH, FOR THE YEAR END, UM, REPORT, MOST IMPORTANTLY, WHAT YOU'LL, WHAT I WANNA DRAW YOUR ATTENTION TO IS THE VERY LAST PARAGRAPH ON PAGE FOUR, WHICH IS RSM, OUR AUDITORS, UH, OPINION THAT OUR FINANCIAL STATEMENTS WERE REPRESENTED FAIRLY IN ALL MATERIAL ASPECTS. AND SO THAT IS AS, AS GOOD AS IT GETS FROM AN AUDITOR'S PERSPECTIVE. AND, UM, I ALSO WANNA JUST, UH, TAKE A MOMENT TO THANK EVERYBODY INVOLVED WITH THIS YEAR END AUDIT. IT WAS TRULY COLLABORATIVE. SO NOT ONLY DID, UM, BRIAN AND I FROM A TP SIDE WORK, UM, ON IT, BUT WE ALSO HAD THE PARTNERS OVER AT CAPITAL METRO, UH, BEN HODGES, NADIA NAVI, UM, AND THEN RSM THEMSELVES. WERE, WERE A GREAT PARTNER, SO JUST TAKE A LITTLE MOMENT TO RECOGNIZE ALL OF THE WORK THAT EVERYBODY DID ON IT. UM, SO WHEN I WAS HERE LAST, AND CHLOE, WHEN I WAS HERE LAST, UM, I PRESENTED TO YOU THE FOURTH QUARTER YEAR END REPORTS. UM, I MENTIONED THAT IT WAS PRE-AUDIT. IT'S ALL PRIMARILY THE SAME. THE ONLY THING THAT WAS DIFFERENT WAS THAT WE HAD TO RECOGNIZE AN ADDITIONAL $1.8 MILLION OF EXPENDITURES THAT WERE INCURRED IN OCTOBER, BUT NEEDED TO BE RECOGNIZED IN THE PRIOR FISCAL YEAR. SO WHAT THAT DID WAS IT JUST DREW DOWN OUR ENDING BALANCE BY $1.8 MILLION. UM, BUT WE STILL, AS YOU CAN SEE, WE'RE STILL ENDING THE YEAR SUBSTANTIALLY OVER THE BUDGETED AMOUNT OF ONE $112 MILLION. SO WE'RE ENDING AT OVER $168 MILLION. SO MOVING ON TO THE FOURTH, UH, THE FIRST QUARTER REPORT FOR FY 22, UH, THE FIRST THING THAT I WANNA TALK ABOUT IS I WANNA, UH, THANK YOU ALL FOR ALL OF THE FEEDBACK YOU RE YOU GAVE US ON THE FIRST THREE QUARTER REPORTS. UH, SO WE DIDN'T HAVE A LOT OF INFORMATION TO REPORT LAST YEAR, GIVEN THAT WE WERE JUST NEW, BUT THIS, THIS YEAR WE HAVE MORE INFORMATION. SO WE'VE ADDED ELEMENTS TO THE REPORT. UH, WE HAVE NOW SOME INFORMATION ABOUT THE MAJOR CONTRACTS WITH H-D-R-H-N-T-B, AECOM. WE HAVE INFORMATION IN THERE FOR YOU ABOUT OUR, UM, OUR STAFFING LEVELS AND OUR, UM, AND OUR CURRENT HIRING RATES. WE'VE ALSO ADDED TO THE REPORT THE PURCHASING REPORT THAT YOU RECEIVED FROM VICKI RODERICK, AND ALSO THE INVESTMENT REPORT THAT YOU'RE GETTING FROM THE TREASURER. SO, MOVING ON TO THE NEXT, GOING INTO THE NUMBERS FOR THE FIRST QUARTER, YOU'LL NOTICE THAT THERE ARE NO, THERE'S NO REVENUE, NO SIGNIFICANT REVENUE RECEIVED. WE DID GET SOME, SOME MINOR REVENUE FROM THE PARKING LOT, BUT, UM, OUR, THE MAJOR CONTRIBUTIONS FROM CAPITAL METRO AND THE CITY OF AUSTIN, WE DON'T, PER THE ILAS, WE DON'T ACTUALLY RECEIVE THE FIRST TRANCHE OF FUNDING FROM EITHER OF THOSE ENTITIES UNTIL APRIL. SO WE'RE, WE'VE ALREADY RECEIVED THE, UH, THE, THE PROPERTY TAX GETTING THE OKAY FROM BRIAN. WE ALREADY RECEIVED THE PROPERTY TAX FROM THE CITY OF AUSTIN, UM, IN APRIL. AND I KNOW CAP METRO IS WORKING ON THEIR FIRST CONTRIBUTION, SO IT MAY SAY ZERO, BUT THAT'S, THAT'S PERFECTLY ACCEPTABLE. THAT'S THE WAY IT'S SUPPOSED TO, WHAT IT'S SUPPOSED TO SAY. MOVING ON TO THE EXPENDITURES. OKAY. SO JUST WANNA DRAW YOUR ATTENTION TO THE FACT THAT IT LOOKS VERY UNDER SPENT AT THIS MOMENT. FIRST, IT'S NOT UNCOMMON FOR THE FIRST QUARTER OF A YEAR TO, TO BE UNDER, UNDER THE TIME TREND. UM, SOMETIMES IT TAKES A LITTLE WHILE FOR US TO GET, UH, PURCHASES OFF THE GROUND. IN ADDITION, UM, THERE'S JUST A LITTLE TIMING ISSUE WITH CAT METRO BILLING US FOR THE, UM, METRO RAPID PROJECTS, BUT THEY'LL, THAT'S GONNA BE TRUED UP IN, UM, THE SECOND QUARTER. AND THEN, UM, REALLY THERE'S NOTHING, THERE'S NOTHING TRULY, UM, THAT STANDS OUT THAT I'M, I'M CONCERNED WITH AT THE, AT THIS MOMENT. AND WE'RE WORKING RIGHT NOW, THE, UH, SECOND QUARTER ENDED MARCH 31ST. AND SO WE'RE CURRENTLY WORKING ON BRINGING YOU A MORE UPDATED, UM, SNAPSHOT, UH, NEXT MONTH. SO MOVING ON. OKAY. [01:30:01] SO WITH THAT, THAT'S JUST THE MOST IMPORTANT POINTS. UM, BUT I REALLY DID WANNA OPEN UP THE, UM, FLOOR TO YOU AND ASK YOU IF YOU HAD ANY QUESTIONS THAT I COULD ANSWER. THANK YOU, MS. HE, ANY QUESTIONS FROM THE BOARD? I SEE YOUR LIGHT ON DR. BURNETT. YES. FIRST, AND THEN I'LL GO TO YOU, TONY. I JUST, UM, THE PREVIOUS SLIDE, THE OPERATING EXPENSES, IS THAT WHERE PERSONNEL YES. AND BENEFITS RESIDES? THAT IS. RIGHT. AND THIS IS AS THE END OF, THIS IS THE QUARTER, DECEMBER 31ST. OKAY. MM-HMM, . OKAY. SO NOT ONLY DO WOULD YOU SEE IN THE OPERATING EXPENSES THE PERSONNEL, BUT YOU'LL NOTICE THAT IT'S PROBABLY, IT'S NEARLY 50% OF THE, UM, EXPENDITURES HAVE BEEN INCURRED. MM-HMM. . SO WE ALSO, UM, ENCUMBERED A SIGNIFICANT PORTION OF THE LEGAL CONTRACT. SO IT'S NOT EXPENDED, IT'S JUST ENCUMBERED. UM, AND THEN WE ALSO HAVE, UM, THE BUILD OUT OF THE 2 0 3 COLORADO FACILITY. AND SO THAT IS A, AN EXPENSIVE MY MIND UPFRONT. YEAH. OKAY. THANK YOU, MA'AM. MM-HMM. BOARD MEMBER ELKINS. OH, THANKS. UM, THANK YOU VERY MUCH. DIANE, JUST A QUESTION ON PAGE FOUR. THE HDR CONTRACT HAD A RUN RATE OF 1.3 IN OCTOBER 1.3 IN NOVEMBER, THEN IT JUMPED UP TO 2.2 IN DECEMBER. DO YOU KNOW OFFHAND WHAT WAS CAUSING THAT? AND IS THAT THE RUN RATE THAT WE'RE GONNA BE, YOU KNOW, SEEING FOR THE REST OF THE YEAR? OR WAS THAT JUST AN ABERRATION? I DON'T KNOW WHAT THE CAUSE OF THAT SPECIFICALLY IS. UM, WE CAN EITHER, DAVE CAN EITHER ANSWER THAT OR WE CAN GET BACK TO YOU ON THAT. YOU CAN GET BACK TO ME ON THAT. THAT'S FINE. AND THE BIG ONE OKAY. WAS, WAS THAT PART OF THE CONTRACT OR WAS THERE A CHANGE ORDER OR ANYTHING ASSOCIATED WITH THAT? IT WAS BASICALLY, IT WAS WITHIN YEAR. GOTCHA. OKAY. UM, AND THAT, JUST A QUESTION, VICKI, I THINK I ASKED YOU THIS DURING THE CALL. SO OUR AUDITOR IS RSM AND I, I'M NOT FAMILIAR WITH THEM AND, AND I'M SURE THEY'RE A FINE FIRM AS WE MOVE FORWARD TO, YOU KNOW, ISSUING OUR OWN DEBT, UM, IN TIA AND THAT TYPE OF STUFF. IS THERE ANY THOUGHT TO GETTING A BIG FOUR FIRM, OR WOULD, IS THERE ANY VALUE IN HAVING A BIG FOUR FIRM, OR ARE WE GONNA CONTINUE WITH RSM? SO THAT'S, UH, THIS IS A GREAT OPPORTUNITY FOR ME TO ANNOUNCE THAT WE DID, UM, JUST MAKE AN OFFER AND SHE ACCEPTED, UM, AN ACCOUNTING DIRECTOR. UM, AND SO SHE'LL BE STARTING SHEREEN, CAN'T REMEMBER THE LAST NAME, UM, BUT SHE'LL BE STARTING MAY 9TH. AND THAT IS ONE OF THE, UM, FIRST TASKS WE ARE GOING TO, UM, HAND TO HER IS LOOKING AT WHETHER WE SHOULD DO AN RFP THIS YEAR FOR A NEW AUDITING FIRM. WE ALSO HAVE THE EXISTING CONTRACT WITH RSM THAT ALLOWS US FOR A ONE YEAR OPTION. AND, UM, WE COULD EXERCISE THAT AND PROVIDE SHIREEN SOME TIME TO, TO GET ACQUAINTED WITH A TP REGARDING WHETHER IT'S, UM, IT IS MORE BENEFICIAL TO HAVE A BIG, ONE OF THE BIG 10 FIRMS DOING OUR AUDIT OR NOT. UM, I'M NOT SURE. I THINK THE MOST IMPORTANT ASPECT IS THAT WE, WE SHOW THAT WE HAVE CLEAN A CLEAN AUDIT. AGREE. YEAH. OKAY. NO, THANK YOU. I JUST WANTED TO ASK THE QUESTION. MM-HMM. , THOSE ARE BETTER LEFT FOR FINANCIAL EXPERTS AND UNDERWRITERS VERSUS, UH, THOSE SITTING HERE ON THE BOARD, BUT THANK YOU. YOU YOU'RE WELCOME. THANK YOU SO MUCH MS. LER. DO WE HAVE ANY MORE QUESTIONS FROM THE BOARD? NO OTHER QUESTIONS? YEAH, MADAM CHAIR. OH, YES. SO BASICALLY WHAT IT, IT JUST LOOKS LIKE WE'RE SEEING HERE IS THAT, UM, WE'RE NOT UTILIZING, WE BUDGETED FOR, BUT WE'RE NOT UTILIZING WHAT WE EXPECTED AT THIS TIME, UM, IN TERMS OF, ESPECIALLY SOME OF THE THINGS ASSOCIATED WITH THE CAPITAL PROJECTS AND, AND, AND DAVE'S SHOP AND IN PETER'S SHOP AT THIS POINT IN TIME. SO IT WOULD, WE JUST AS WHEN WE GET TO THE, AS WE'RE GETTING INTO THE BUDGET PROCESS FOR FY 23, WE'LL JUST AT THAT POINT WE'LL JUST MAKE THE TWEAKS AND REVISIONS AND KIND OF, BASICALLY WE'LL BE, WE'LL BE LESS FOR 22 THEN, AND THEN WE'LL JUST KI I GUESS THIS ISN'T THE RIGHT TECHNICAL TERM, BUT WE'LL JUST KIND OF PUNT THAT FORWARD OR, OR ADJUST THAT FORWARD GOING INTO 23 ACCORDINGLY. IS THAT KIND OF HOW WE WOULD APPROACH THIS? IT'S A PERFECTLY GOOD ANALOGY, RIGHT? BECAUSE AS, UM, DIFFERENT FROM CAP METRO, WE HAVE THE, UH, ABILITY TO BUDGET, UM, MULTI-YEAR FUNDING. SO THE BUDGETS THAT YOU ALL HAD HAD, UH, APPROVED IN BOTH FY 21 AND FY 22 ALLOW US TO TAKE WHATEVER THE CAPITAL WAS, WAS BUDGETED AND JUST ROLL THAT OVER INTO THE NEXT YEAR. UM, SO [01:35:01] IF WE, YOU WON'T HAVE TO REAPPROPRIATE IT, IT'S THERE. SO FOR INSTANCE, WE HAVE JUST UNDER $60 MILLION APPROPRIATED FOR RIGHT OF WAY. IF WE DON'T UTILIZE THAT THIS YEAR, IT'S STILL GOING TO BE AVAILABLE FOR ALEX AND HIS TEAM IN FUTURE YEARS. AND IT'LL BE AVAILABLE, UM, UNTIL, UNTIL THE PROJECT IS, IS FINISHED AND THE, AND THE FUNDS ARE EXPENDED. SO YES, YOU'RE, IF YOU'RE LOOKING AT THIS, AND IF AT THE END OF THE YEAR YOU SEE, OH, WE ARE ONLY AT 50%, 75% OF, OF THE TOTAL BUDGET, IT'S SIMPLY GOING TO BE A TIMING ISSUE. AND IT MEANS THAT WE DIDN'T SPEND AS MUCH AS WE THOUGHT WE WOULD SPEND THIS YEAR. HOWEVER, THE BUDGET ITSELF IS PROBABLY STILL GOING TO BE WHAT IT WAS, UM, AND JUST BE MOVED, MOVED INTO A FUTURE YEAR. GREAT. THANK YOU. APPRECIATE IT. MM-HMM, , THANK YOU. DO WE HAVE ANY FURTHER QUESTIONS? NO. GREAT. WELL, THANK YOU. THANK YOU, MS. EIL. SO NOW WE'RE GONNA MOVE ON TO [7. Executive Session] OUR EXECUTIVE SESSION. THE AUSTIN TRANSIT PARTNERSHIP BOARD OF DIRECTORS WILL NOW ENTER EXECUTIVE SESSION UNDER SECTIONS 5 5 1 0.071 AND 5 5 1 0.074 OF THE TEXAS GOVERNMENT CODE FIRST FOR PERSONAL MATTERS, AND THEN FOR LEGAL CONSULTATION AS NECESSARY. SO THANK YOU EVERYONE FOR YOUR TIME AND FOR BEING HERE. AND, UM, AND I APPRECIATE YOUR PATIENCE AS WE CONCLUDE OUR EXECUTIVE SESSION. THANK YOU. THANK YOU FOR EVERYONE, FOR YOUR PATIENCE. THE BOARD OF DIRECTORS ARE NOW OUT OF EXECUTIVE SESSION. THE TIME IS 7:11 PM ON APRIL 20TH, 2020 SECOND. SO NOW THE BOARD [5.1. Approval of minutes from the March 23 Board Meeting] WILL MOVE INTO ACTION ITEMS, AND THAT IS THE APPROVAL OF MINUTES FROM OUR MARCH 20TH, 2020 SECOND BOARD MEETING. IF EVERYONE HAS HAD A TIME TO READ 'EM, UH, COULD I PLEASE GET A MOTION AND A SECOND ON ACTION? ITEM NUMBER ONE, MAYOR ADLER MOVES, UH, TO APPROVE. SECOND BY BOARD MEMBER ELKINS. EVERYONE IN FAVOR, PLEASE SAY AYE. AYE. AYE. AYE. MEETINGS HAVE BEEN APPROVED UNANIMOUSLY. [5.2. Adoption of a resolution determining the executive director leadership of ATP in accordance with Section 4.2.2 of the Joint Powers Agreement, and the possible appointment of an Interim Executive Director.] UM, OUR SECOND ACTION ITEM IS THE APPROVAL OF A RESOLUTION DETERMINING THE EXECUTIVE DIRECTOR LEADERSHIP OF A TP IN ACCORDANCE WITH SECTION 4.2 0.2 OF THE JOINT POWERS AGREEMENT AND THE APPOINTMENT OF AN INTERIM EXECUTIVE DIRECTOR. UM, SO TODAY YOU'LL SEE IN THE AGENDA PACKET, UM, THERE'S A RESOLUTION ESTABLISHING A SEPARATE AND INDEPENDENT LEADERSHIP MODEL FOR A TP. SO STARTING WITH THE APPOINTMENT OF AN INTERIM EXECUTIVE DIRECTOR ON MAY 2ND, AND CONTINUING UNTIL THE A TP BOARD HAS APPOINTED A PERMANENT EXECUTIVE DIRECTOR IN ACCORDANCE WITH THE PROCESS OUTLINE IN SECTION 4.2 0.2 OF THE JOINT POWERS AGREEMENT. SO BEFORE I OPEN THE FLOOR TO ANY OF YOU OF MY FELLOW BOARD MEMBERS, I WOULD LIKE TO JUST, UH, GIVE SOME REMARKS REGARDING THIS, THIS PROCESS, WHAT WE WENT THROUGH IN THIS RESOLUTION. AND, UH, FIRST AND FOREMOST SAID, I'D LIKE TO THANK YOU, RANDY, FOR STANDING UP THIS ORGANIZATION FOR ALL THE GREAT WORK, GETTING US THIS FAR, THE COMMITMENT TO PROJECT CONNECT, EVERYTHING THAT HAS WORKED SO FAR TO BRING US TO THIS POINT. AND, UM, SO WE HAVE A SMALL GESTURE OF APPRECIATION FOR YOU. OH, AND SO AT THE END OF, OF THIS BOARD MEETING. SO WE, LIKE THE BOARD, WOULD LIKE TO PRESENT THIS TO YOU TODAY. UM, AT THE END OF THE MEETING, I ALSO WOULD LIKE TO THANK ALL THE STAFF, ALL THE STAFF THAT HAS WORKED SO HARD TO BRING US TO THIS POINT AND ALL THE EFFORTS IN HELPING US REACH THIS IMPORTANT MILESTONE IN ATP'S HISTORY. THIS RESOLUTION IS THE RESULT OF A DELIBERATIVE, TRANSPARENT PUBLIC PROCESS THAT THE A TP BOARD STARTED BACK IN DECEMBER. AN ENORMOUS AMOUNT OF PUBLIC INPUT WENT INTO THIS EFFORT, AND WE'RE IN A MUCH BETTER PLACE BECAUSE OF IT. WE APPRECIATE THE HARD WORK OF THE ENO CENTER FOR TRANSPORTATION, WHICH LED OUR ENGAGEMENT PROCESS. THEY STUDIED PEER TRANSIT AGENCIES AROUND THE UNITED STATES AND AROUND THE WORLD, AND CONCLUDED THAT, YOU KNOW, A NEW GOVERNANCE STRUCTURE IS CRITICAL TO OUR SUCCESS, AND THEREFORE, THE SUCCESS OF THIS PROGRAM. AND MOST IMPORTANTLY, THIS BOARD'S DECISION TODAY REGARDING OUR, OUR GOVERNANCE MOVES US CLOSER TO WHAT THE VOTERS ARE EXPECTING. OUR PROMISE OF US IN THE 2020 PROG PROJECT CONNECT REFERENDUM, IT ALSO ENSURES THAT WE FULFILL OUR COMMITMENTS THAT ARE SPELLED OUT IN THE JOINT POWERS AGREEMENT BETWEEN US, THE CITY OF AUSTIN, AND CAPITAL METRO. SO, UH, FINALLY, I WOULD LIKE TO SAY THAT I AM SUPPORTIVE OF THIS RESOLUTION, AND I BELIEVE THAT, UH, GREG CANALI IS THE RIGHT PERSON AT THIS RIGHT TIME TO GUIDE THIS ORGANIZATION THROUGH ITS NEXT STEPS IN IMPLEMENTING PROJECT CONNECT. HIS PROFESSIONAL EXPERIENCE AND HIS [01:40:01] EXPERIENCE AS A CHIEF FINANCIAL OFFICER OF A TP WILL BE CRUCIAL THIS YEAR, AND IT WILL ALLOW HIM TO HIT THE GROUND RUNNING. UM, SO IF YOU KNOW ANY OTHER BOARD MEMBERS WOULD LIKE TO SAY ANYTHING ON THIS TOPIC, UM, YOU KNOW, I WOULD LIKE TO TO OPEN THIS UP FOR DISCUSSION FROM MY FELLOW BOARD MEMBERS. YES, MAYOR RADLER. YOU KNOW, I COMMENTED ON IT, UH, EARLIER, RANDY, WHEN WE WERE ACTUALLY GETTING THE REPORTS FROM STAFF. UM, THIS PROJECT'S IN A, IN A, IN A REALLY GOOD POSITION, I THINK IN TERMS OF HAVING THE, THE TRUST AND FAITH OF THE COMMUNITY. UM, IT HAS A, A JUST AN, A PHENOMENAL TEAM THAT'S BEEN ASSEMBLED, UH, LOCALLY AND FROM AROUND THE COUNTRY. UH, IT'S MOVING SO RAPIDLY, BUT MORE THAN JUST RAPIDLY, IT'S MOVING SO WELL. UM, YOU, UH, HAVE BEEN DOING TWO JOBS NOW FOR, FOR TWO YEARS. UH, AND, UM, YOU KNOW, WE OWE IT TO YOU TO LET YOU, UM, GO BACK TO, TO JUST DOING ONE AGAIN, BUT YOU HAVE DELIVERED US TO A, TO A REALLY STRONG PLACE. AND, AND I JUST WANT TO SAY THANK YOU. 'CAUSE WHILE THERE HAVE BEEN A LOT OF STAFF DOING A LOT OF REALLY GOOD WORK, YOU WERE THE LEADER TAKING US INTO TO THIS. AND I WANNA SAY THANK YOU. AND, UH, I FULLY EXPECT THE, THE CAP METRO BOARD AND THE AUSTIN CITY COUNCIL TO NOT LET YOU GET TOO FAR AWAY. 'CAUSE I THINK HAVING THE CAP METRO VOICE ON, UH, OUR BOARD AS A, AS A NON-VOTING, EX-OFFICIO, THE SAME WAY GINA SERVES IN THAT ROLE, IS GONNA BE REAL IMPORTANT TO THE PROJECT. SO, UH, THE, YOU KNOW, THE, THE TEAM OF THE THREE OF YOU, YOU KNOW, YOU AND, AND GREG AND GINA HELPED PUT TOGETHER THIS PROJECT. UM, YOU KNOW, IT'S LIKE THE, THE, THE TEAM COMING BACK TOGETHER AGAIN, UH, AND LOOKING FORWARD TO THAT. AND, UM, THIS IS JUST REAL EXCITING FOR THE, FOR THE COMMUNITY. THANK YOU FOR YOUR, YOUR PART IN HELPING TO BIRTH US. THANK YOU, DR. BURNETT. AND THEN I'LL GO TO BOARD MEMBER ELKINS. I, UM, WANNA ADD, THIS IS SOMETHING THAT I'VE SHARED WITH RANDY BEFORE, AND I WANT TO MAKE IT A PART OF THE, UM, PUBLIC RECORD. UH, THERE HAS BEEN TREMENDOUS AND INVALUABLE PROGRESS FOR THIS TYPE OF PROJECT, NOT ONLY JUST IN THIS AMOUNT OF TIME, BUT DURING A GLOBAL PANDEMIC. SO THAT'S, UM, THAT'S A, ANY LEADER KNOWS THAT'S, IT'S HARD TO MANAGE ANY ENTITY, LET ALONE TWO DURING A CRISIS, A GLOBAL, UH, A PANDEMIC. SO I WANNA LIFT THE FACT THAT YOU HAVE BUILT A PHENOMENAL TEAM, BUT IT'S ALSO A VERY DIVERSE TEAM THAT MUCH OF AUSTIN CAN LEARN FROM. UM, AND THAT'S THE POWER OF THE TEAM. SO YOU'VE SHOWN THAT, THAT WE WERE ABLE TO DO THAT IN A SHORT AMOUNT OF TIME AND STILL MAINTAIN EXCELLENCE. SO I PERSONALLY THANK YOU FOR THAT BECAUSE THAT WAS SOMETHING THAT YOU AND I, UM, HAD A CONVERSATION ABOUT WHEN I FIRST DECIDED, YOU KNOW, TO, TO APPLY TO BE A PART OF THIS BOARD. AND I'M PROUD OF THAT, AND I THANK YOU FOR THAT. THANK YOU, KINS. OH, GOOD. UH, THANK YOU. UM, I WANT TO THANK, UH, RANDY FOR THE LEADERSHIP OF STANDING UP THIS PROGRAM FOR THE TEAM THAT HE'S PUT TOGETHER FOR THE INCREDIBLE PROGRESS THAT, THAT RANDY AND STAFF HAVE, HAVE SHOWN GETTING US TO THIS POINT. SO, UM, YOU KNOW, AND I LOOK FORWARD TO WORKING WITH RANDY, UH, AND, AND THE REST OF, UH, THE THREE ENTITIES AS WE TAKE THIS PROJECT FORWARD. I THINK THERE'S A LOT OF WORK AHEAD OF US. UM, AND I'D LIKE TO SAY WITH RESPECT TO GREG, UM, I THINK THE FULL BOARD IS A HUNDRED PERCENT BEHIND YOU, AND WE'RE HERE TO HELP YOU. AND, UH, WE'RE LOOKING FORWARD TO YOUR LEADERSHIP AND CONTINUING TO MOVE, UH, PROJECT CONNECT FORWARD. THANKS. MEMBER STRATTON, UH, SORRY, RANDY, YOU'RE NOT OFF THE HOOK. YOU STILL REPORT TO ME, , BUT IN ALL SERIOUSNESS, UM, I, I'M JUST GONNA ECHO WHAT EVERYBODY ELSE HAS SET UP HERE. IT, THIS HAS BEEN AN IN AN INCREDIBLE RIDE. UM, WE, WE WOULD NOT BE HERE. I, I DON'T BELIEVE HAVING ADVANCED AS FAR AS WE HAVE, AS FAST AS WE HAVE, UH, WITHOUT YOUR LEADERSHIP AND YOUR PASSION AND YOUR TENACITY, UH, AND YOUR BELIEF THAT PROJECT CONNECT COULD BECOME WHAT IT IS AND GET TO GET US TO THIS POINT AT THIS PERIOD IN TIME. UM, I, I BELIEVE THAT THIS IS KIND OF A NATURAL EVOLUTION AS TO WHERE WE ARE. UM, AUSTIN IS ONE OF THE FASTEST GROWING REGIONS, CENTRAL TEXAS, AUSTIN, IN THE COUNTRY. AND WE, I THINK WE ASKED AN [01:45:01] AWFUL LOT OF YOU TO STAND UP, NOT ONE, BUT TWO DIFFERENT ORGANIZATIONS TRYING TO KEEP THE, UH, LITERALLY KEEP THE BUSES AND THE TRAINS RUNNING ON TIME AT A, AT, AT OUR TRANSIT AGENCY WITH CAP METRO WHILE BUILDING SOMETHING BRAND NEW AT THE SAME TIME. AND YOU'VE GOT US TO AN INCREDIBLE POINT HERE. I, UH, WELCOME THE FACT THAT YOU'RE GONNA BE NOW SPENDING YOUR TIME, ENERGY, AND EFFORT CONTINUING TO DO THE GREAT THINGS THAT YOU'VE DONE FOR CAP METRO AS OUR CONTINUED PRESIDENT AND CEO. AND, UH, LOOK FORWARD TO HAVING A SEAT ON THE BOARD HERE WITH YOU IN A DEFINITE, IN A DIFFERENT ROLE. UH, ONCE, UH, HOPEFULLY, UH, CAP METRO AND, AND CITY OF AUSTIN, UH, CITY COUNCIL WILL, UH, TAKE THEIR EFFORTS TO, UH, AMEND THE, UH, ARTICLES OF INCORPORATION AND ALLOW FOR THAT TO HAPPEN. UM, I'LL JUST, JUST, MY PART PARTING WORD THEN FOR THAT IS, IS SOMETHING I'VE, I'M KNOWN TO SAY TO, TO, TO FOLKS, WHICH IS, UM, RANDY CONTINUE TO HAVE FUN AND DO GOOD THINGS. 'CAUSE UH, THAT'S WHAT YOU'VE BEEN DOING AND THAT'S WHAT'S GOT US HERE. AND, AND I HAVE FAITH THAT YOU'LL CONTINUE TO DO THAT, UH, IN THIS, THIS, UH, NEW AND DIFFERENT ROLE. AND THEN AS FOR, FOR GREG, UH, I'LL, I'LL SAY THE SAME THING. HAVE FUN AND DO GOOD THINGS. 'CAUSE, 'CAUSE THAT'S WHAT'S GONNA CONTINUE TO, TO MOVE THIS THING ALONG. AND, UH, JUST, I'M LOOKING FORWARD TO, TO GREAT THINGS COMING OUT OF YOU. I THINK THIS IS, AGAIN, THE NATURAL EVOLUTION OF WHERE WE ARE IN THIS PROJECT AND STANDING UP A BRAND NEW MULTI-BILLION DOLLAR OPERATION INCORPORATION, UH, FROM SCRATCH WITH THE SUPPORT OF THE PARTNERS. AND WE'RE ALL IN THIS TOGETHER. AND, AND I THINK THAT WE WE'RE GONNA GET THERE. WE HAVE A PRO, WE, WE MADE PROMISES TO THE VOTERS. THE VOTERS EXPECT THIS OF US. AND I BELIEVE WE CAN GET THERE. AND, AND THIS LEADERSHIP TEAM, I HAVE FAITH THAT ALL THREE OF US, THAT GINA, RANDY, GREG, THE CITY CAP METRO, AND A TP, THAT WERE ALL READY FOR THE CHALLENGE AND WE CAN MAKE THIS HAPPEN. AND I'M LOOKING FORWARD TO WHAT, WHAT THINGS ARE TO COME. THANK YOU ALL. THANK YOU. UM, WELL, UM, YOU KNOW, FROM THE CITY STAFF PERSPECTIVE, RANDY, JUST A HUGE DEBT OF GRATITUDE FOR GETTING US TO THIS POINT. UM, FIRST GETTING US OVER THE FINISH LINE, UH, IN MANY WAYS. AND AS WE BOTH, UM, CROSSED LAST WEEK, EARLIER THIS WEEK, UH, BUT, YOU KNOW, AS BOARD MEMBER STRATTON INDICATED, UH, IT'S A NATURAL EVOLUTION. YOU GOT US TO THIS POINT. UM, AND YOU'VE INSPIRED, UH, THE CITY TO DO GREAT WORK, UH, ALONG ALONGSIDE WITH YOU AND YOUR TEAM. UH, AND WE WILL CONTINUE TO BE INSPIRED TO DO THAT GREAT WORK WITH YOU AS WE DELIVER THIS SYSTEM. UH, WE COULDN'T DO IT WITHOUT A TRUE PARTNERSHIP. UM, AND YOU'VE BUILT THE AUSTIN TRANSIT PARTNERSHIP, AND THAT'S WHAT IT'S ALL ABOUT. THANK YOU. PLEASE MIND IF I YES, OF COURSE. . UH, TO BE HONEST, I, I DIDN'T KNOW WE WERE GONNA DO THIS, SO, UH, I HAVE, WITH THE TIME I KIND OF THOUGHT WE WERE GONNA COME OUT, YOU DO RESOLUTION, WE'RE ALL GONNA GO HOME. UM, SO I'M, IT'S FUNNY, I'M USUALLY NOT SHORT FOR WORDS. SO, UH, I'LL, I'LL PUT THAT OUT THERE. SO ONE, I I, I VERY MUCH DEEPLY APPRECIATE THE, THE COMMENTS FROM ALL OF YOU, UH, AND THANK YOU. BUT I WANT TO BRING IT BACK TO, TO THE TEAM. UH, WE HAVE AN INCREDIBLE TEAM. AND YOU KNOW, I, I, I MENTIONED IN MY, WE HAD A, A STATEMENT LAST WEEK. UM, I WANT TO, I WANNA THANK BOTH THIS BOARD AND THE CAP METRO BOARD AND THE COUNCIL FOR THE, UH, JUST THE TRUST AND THE PRIVILEGE OF HAVING BOTH OF THESE ROLES, UH, FOR SEVERAL YEARS. IT'S, UH, IT'S, IT'S BEEN FOUR STRAIGHT YEARS OF EVERY DAY OF MY LIFE WAKING UP IN MUMBLING PROJECT CONNECT, UH, . SO, UM, NOW I, I'LL HAVE TO DO THAT LIKE EVERY OTHER DAY MAYBE. UM, BUT, UM, REALLY APPRECIATE WHAT WE'VE ACCOMPLISHED HERE AS A TEAM. AND IT'S BEEN, IT'S BEEN AMAZING. SO, UH, THANK YOU TO THE BOARDS AND, UH, BOTH BOARDS AND THE COUNCIL. UH, I WANNA THANK GINA SPECIFICALLY. UH, SHE GAVE THOSE REMARKS, BUT IT'S RIGHT BACK AT HER. SHE'S BEEN, UH, COULDN'T HAVE A BETTER PARTNER, UH, THE CITY AND CAP METRO, UM, I THINK EVERYONE KNOWS, HAD TENSION IN PAST YEARS, AND THE RELATIONSHIP COULD PROBABLY COULDN'T ACTUALLY BE BETTER RIGHT NOW. UM, AND GINA IS, UH, PROBABLY THE FUNDAMENTAL REASON ON THE CITY SIDE THAT IS THE CASE. SO I WANNA PERSONALLY THANK HER AGAIN. UM, I, I JUST, JUST ALSO MENTION THAT, UH, FROM A STAFF POINT OF VIEW, WE, WE, WE HAVE JUST A, A GREAT GROUP OF PEOPLE ON BOTH SIDES. AND, UH, I WANT TO THANK PROBABLY SPECIAL ATTENTION TO DOTTIE WATKINS, KERRY BUTCHER, AND A COUPLE MEMBERS OF THE CAP METRO SENIOR TEAM WHO, UH, KIND OF HAVE TAKEN ON TRIPLE DUTY OVER THERE AS WELL. SO I COULD DO A LITTLE BIT MORE OVER HERE. UM, SO, YOU KNOW, GIVE THEM KUDOS. UH, RELATED TO GREG, I'M REALLY EXCITED GREG'S, UH, UH, UH, THAT THE BOARD HAS CHOSEN GREG AND GREG'S WILLING, UH, TO STEP UP AND TAKE THE ROLE. UM, IT'S KIND OF, I GUESS THE, THE BAND BACK TOGETHER A LITTLE BIT. UH, GINA, GREG AND I SPENT MANY, UH, A SUNDAY TALKING ABOUT PROJECT CONNECT AND WORKING ON THE PROGRAM, UH, TOWARDS THE REFERENDUM. AND, UM, GREG, GREG HAS, UH, ALL THE KNOWLEDGE [01:50:01] THAT'S GONNA HELP, UH, BRING THIS THING FORWARD. AND OBVIOUSLY THE NEXT COUPLE YEARS AND ALL THE FINANCIAL MODELING, IT, IT'S A PERFECT SKILLSET FOR THAT. SO, UM, I'M REALLY EXCITED. UM, AND YOU'LL HAVE MY PERSONAL COMMITMENT AND AN ELDER, THE CAP METRO ORGANIZATION FEELS THE SAME THAT ALL OF US ARE GONNA WORK IN THAT UNITED PARTNERSHIP. UH, THAT'S WHAT THE COMMUNITY EXPECTS, AND THAT'S WHAT WE'RE GONNA DO, AND WE'RE GONNA BRING IT ALL TOGETHER. UM, AND THEN LASTLY, UM, I GUARANTEE MY WIFE IS THE HAPPIEST PERSON IN AUSTIN. AND SO, UH, I CAN'T, UH, I THINK SHE'LL BE HAPPY WHEN I COME HOME TONIGHT. SO, THANKS AGAIN. I, I REALLY, REALLY ENJOYED, UH, THE PRIVILEGE OF HAVING THIS PARTICULAR CHAIR. AND FOR THE NEXT MEETING, I LOOK FORWARD TO BEING A COUPLE CHAIRS DOWN WHEREVER, UH, YOU SEAT ME AND, UM, BEING FULLY ENGAGED AND HELPING, UH, DRIVE THIS PROGRAM FORWARD, UH, AS A TEAM. SO, THANK YOU. THANK YOU. AND AT THIS TIME, I'D LIKE TO OFFER MR. CANALI, PLEASE, UH, IF YOU HAVE ANY WORDS TO COME FORWARD AND WELCOME. THANK YOU. IS THIS WORKING? IS THIS WORKING? WELL? THANK YOU. YES, THANK YOU. BOARD, CHAIR AND BOARD. UM, I REALLY APPRECIATE THE OPPORTUNITY AND THE TRUST THAT YOU'RE PUTTING IN ME, UM, TO PROVIDE LEADERSHIP FOR A TP AND FOR THE COMMUNITY IN THIS REALLY CRITICAL PROJECT FOR US. UM, I'VE BEEN IN AUSTIN NOW FOR GOING ON 30 YEARS IN SOME CIRCLES. I'M CONSIDERED A NEWBIE STILL. UM, AND OTHERS, I'M, I'M AN OLD, I'M AN OLD TIMER. UH, ONE OF THE JOYS OF WORKING AND BEING IN AUSTIN IS I'VE HAD TO OPPORTUNITY TO BE IN THE PUBLIC SECTOR AND SERVING. UM, AND IT'S BEEN SO TREMENDOUS FOR ME TO BE PART OF. WE'VE TALKED ABOUT, UH, THE PROJECT THAT IS AUSTIN FROM MY LENS OVER, OVER MY CAREER. AND SO TO BE ABLE TO CONTINUE TO DO THAT IN THIS ROLE, I REALLY, UH, I APPRECIATE IT AND I'M LOOKING FORWARD TO PROVIDING THAT LEADERSHIP. UM, I THINK I JUST ECHO SOME OF THE COMMENTS. I THINK WHAT, UH, THE CHOICE THAT YOU'RE MAKING AROUND INDEPENDENCE AND LEADERSHIP. I THINK IT IS BECAUSE OF THE TEAM THAT WE HAVE IN PLACE, NOT ONLY THE A TP TEAM, BUT THE CAP METRO TEAM AND THE CITY TEAM, AND ALSO THE COMMUNITY. THE COMMUNITY HAS BEEN SO IMPORTANT IN THIS PROCESS FROM THE BEGINNING. UM, AND YOU HAVE MY COMMITMENT. THEY WILL CONTINUE TO BE AS WE GO THROUGH THIS JOURNEY OVER THE UPCOMING MONTHS, UM, AS WE PROGRESS AND MOVE FORWARD ON THIS PROJECT. AND THE REASON WE HAVE A GREAT TEAM IS 'CAUSE OF RANDY. UM, RANDY HAS BEEN A FANTASTIC BOOSTER FOR AUSTIN, A FANTASTIC BOOSTER FOR TRANSIT, AND HAS REALLY DRIVEN US FORWARD ON THIS. AND HE DOES DESERVE A LOT OF CREDIT. HE AND I HAVE SPENT A LOT OF HOURS TOGETHER GOING WAY BACK. UM, AND I THINK IT REFLECTS THE TEAM THAT WE HAVE FROM HIS ENERGY THAT'S PUT INTO THAT. AND THE SAME GOES FOR GINA. UM, UH, WE HAVE SOMETIMES FORGET GINA HAS A, HAS A DAY JOB, RIGHT? UM, AND, UM, HER ENERGY AND SUPPORT, NOT JUST HERE IN THE BOARD MEETINGS, BUT HELPING STANDING UP WHAT'S HAPPENING AT THE CITY HAS BEEN, HAS BEEN FANTASTIC. AND THEN ULTIMATELY WITH THE BOARD, I'M REALLY EXCITED 'CAUSE I GET TO WORK EVEN MORE CLOSELY WITH YOU AS A BOARD. UM, I THINK WHAT YOU'VE DONE, THE EFFORT, THE DELIBERATIVE EFFORT THAT YOU JUST WENT THROUGH, UM, TO GO THROUGH AND THINK ABOUT AND ENGAGE THE COMMUNITY ON WHAT YOU WANTED AS A BOARD FOR YOUR LEADERSHIP IS VERY MUCH SIMILAR TO WHAT THE CITY COUNCIL AND CAP METRO DID GOING ON TWO YEARS AGO. THE DELIBERATIVE NATURE ABOUT HOW THE BOARD SHOULD BE CONSTITUTED AND ALL OF THAT WENT INTO THAT. AND I THINK YOU'VE ECHOED THAT ON BOTH ENDS OF THIS. AND I THINK THAT'S FANTASTIC FOR THE BOARD, FOR THE COMMUNITY, FOR THE, FOR THE, FOR THE TRUST THAT YOU HAVE IN THE COMMUNITY. AND ULTIMATELY YOU HAVE MY COMMITMENT THAT A TP, BUT ALL OF US WILL SUPPORT YOUR ROLE AND YOUR OBLIGATION TO THE VOTERS TO IMPLEMENT AND OVERSEE PROJECT CONNECT. AND I THINK WE CAN GET REALLY EXCITED ABOUT THAT. SO I WOULD JUST SAY, UM, LET'S MOVE FORWARD. LET'S BE TOGETHER AND, UH, BOARD MEMBER STRATTON AND LET'S HAVE SOME FUN DOING IT. SO, THANK YOU CHAIR. ONE QUICK COMMENT THOUGH. YES. THANK YOU. CAN YOU MAKE SURE THAT THE NEW EXECUTIVE DIRECTOR DOES WEAR A TIE TO FUTURE MEETINGS? , IT HAS BEEN A CHALLENGE TO GET, UH, OUR CFO, BUT I'M ASSUMING AS EXECUTIVE DIRECTOR, HE'LL BE WEARING A TIE. SO I'M OKAY THAT HE, HE DOESN'T HAVE TO WEAR A TIE. NO, EXACTLY. THIS IS, I'M, I'LL CHECK WITH MY EMPLOYMENT ATTORNEY ON THAT. I'M NOT SURE. YEAH, THIS IS AUSTIN . WE DO THE FLIP-FLOP THING, RIGHT? I'LL BRING THEM ONE NEXT MEETING. FLIP FLOPS ARE ACCEPTABLE. I BROUGHT MY TENNIS SHOES HERE AND THEN I CHANGE INTO HIGH HEELS, BUT IT'S OKAY. RIGHT, . THANK YOU EVERYONE. UM, MADAM CHAIR. YES SIR. AT THIS TIME, WOULD IT BE AN ORDER FOR ME TO, UH, MOVE APPROVAL OF THIS RESOLUTION, MOVE ADOPTION OF THE RESOLUTION, ADDING THE SALARY AMOUNT FOR MR. CANAL OF $310,000? UH, SURE. WITH THAT, IS THERE A SECOND ON THAT? SECOND. SECOND. OH, DR. BURNETT. AND WE HAVE A THIRD TOO. DR. . MAYOR ADLER. THANK [01:55:01] YOU. SO THE, AND PLEASE GUIDE ME IF I'M SKIPPING A STEP IN CASE. YEAH, SO NOW THE RESOLUTION THAT'S BEEN POSTED DID HAVE A BLANK ON THE SALARY. SO NOW IT'S BEEN APPROVED. AND, UM, EVERYBODY IN FAVOR PLEASE SAY, AYE. ON THE SALARY PORTION FOR MR. CANAL. OUR INTERIM, JUST A WHOLE RESOLUTION. AS A WHOLE RESOLUTION, YEAH. OKAY. AMEN. RE SO IT HAS HIS NAME, IT HAS A SALARY. SO WITH THAT, IF I CAN, IT'S BEEN MOTION BY BOARD MEMBER STRATTON SECOND, BUT DR. BURNETT, EVERYBODY IN FAVOR, PLEASE SAY AYE. AYE. AYE. AYE. NO NAYS. UM, THE RESOLUTION PASSES UNANIMOUSLY, SO THANK YOU. THANK YOU. AND CONGRATULATIONS, GREG. WELCOME TO THE TEAM. AND I ALSO WOULD LIKE TO THANK OUR LEGAL COUNSEL, CASEY, FOR YES. GOOD JOB GUIDING US THROUGH THIS JOURNEY BECAUSE IT'S, IT'S BEEN AN ARTIST JOURNEY AND YOUR LEADERSHIP IS DEMONSTRATED, AND YOUR INTEGRITY AND YOUR ENERGY AND YOUR LOVE FOR THIS PROGRAM IS RECOGNIZED. AND WE, WE COMMEND YOU FOR THIS EFFORTS. SO WOULD YOU LIKE TO SAY ANY, I JUST WANNA SAY THANK YOU ON THE RECORD. MADAM CHAIR. YES. THANK YOU TOO. THIS WAS A VERY HEAVY LIFT, THIS WHOLE PROCESS. YOU TWO WORKED TIRELESSLY TOGETHER. CASEY AND YOU, MADAM CHAIR, TO GET US TO THIS POINT. THIS WAS NOT, LET'S JUST SAY THAT THIS WASN'T IN THE JOB DESCRIPTION WHEN YOU SIGNED ON OR WHEN YOU BECAME THE CHAIR. AND KUDOS TO YOU TWO. AND THANK YOU FOR EVERYTHING YOU'VE DONE TO GET US TO THIS POINT. THANK YOU, TEAM. THIS IS A, THIS IS A LABOR OF LOVE, UH, FROM ALL OF US, AND THIS COMMUNITY DESERVES IT. SO ONWARD, I HOPE THAT WE ALL, UM, WHEN WE ARE 90 YEARS OLD, WE CAN RIDE THE TRAINS AND WALK THE GOOD SIDEWALKS IN THE SHADE TO GO GET A DRINK TO CELEBRATE. SO , THANK YOU EVERYONE SOONER THAN THAT. YEAH. YEAH, SOONER THAN THAT. UM, SO WITH THAT FURTHER, UH, IF THERE'S NO, UM, CHANGES OR ANYTHING, I WOULD LIKE TO, THEN THIS CONCLUDES THE APRIL. UH, ACTUALLY CAN WE DO THE PHOTO AND GIVE YOU YOUR, YOUR GIFT THAT WE HAVE FOR YOU, RANDY, NOW, BEFORE WE CONCLUDE THE MEETING, RIGHT? OR YOU CAN, YOU CAN CONCLUDE. CAN WE CLOSE IT OUT? OKAY. PERFECT. SO THIS CONCLUDES THE APRIL A TP BOARD MEETING, AND I WANT TO THANK EVERY, THE BOARD, THE COMMUNITY, ALL OF THE EFFORT THAT HAS BEEN PUT FORWARD.
